A portion of the increase provides a cost-of-living adjustment (COLA) of 1.0 percent, depending on final funding decisions, to assist grantees in increasing staff salaries and fringe benefits and offsetting higher operating costs. The following table reflects the amount of the COLA for the Early Head Start programs in FY 2017. • Common Accounting NumberiCAN) L COLA Amount Early Head Start Program Operations _____. $24,961 TOTAL J $24,961 Submission Requirements Program Instruction ACF-PI-HS-17-02, dated May 12, 2017, informed Head Start and Early Head Start grantees and delegate agencies of the intended uses of these funds and announced the opportunity for grantees to apply for the funds. Please review the Program Instruction carefully to ensure your supplemental application meets the requirements for funding and contains all of the necessary information. The supplemental application is due June 30, 2017 and must be submitted in the Head Start Enterprise System (HS ES) at htm://hses.ohs.acthhs.gov/hsprograms . Please select the Financials tab, Application tab, Fiscal Year 2017 and the budget period to add the 'Supplement' amendment type. For technical assistance in preparing the application, please contact the HSES Help Desk at helpahsesinfo.oro or 1-866-771-4737. Mr. Barney Page 2 Please ensure the program narrative, budget and detailed budget justification submitted in the application documents demonstrate: • An increase of 1.0 percent in the hourly rate of pay for each Head Start/Early Head Start employee and the pay scale subject to the provisions of Sections 653 and 640(j) of the Head Start Act; • The rationale if employees are receiving less than the 1.0 percent COLA or differential COLA increases; • The provision of the 1.0 percent increase to all delegate agencies and partners or justification if the full percentage is not provided to delegate agencies and partners; • The planned uses for the balance of the COLA funds to offset higher operating costs; • Each source of non-federal match, including the estimated amount per source and the valuation methodology; and • A detailed justification that conforms with the criteria under Section 640(b)(1)-(5) of the Head Start Act if the application proposes a waiver of any portion of the non-federal match requirement. Signed statements of the Governing Body and Policy Council Chairs along with Governing Body and Policy Council minutes documenting each group's participation in the development and approval of the supplemental application must be provided. The application must be submitted on behalf of the Authorizing Official registered in the HSES. Incomplete applications will not be processed. Please ensure the application contains all of the required information. If you have any questions or need assistance, please contact Andrea Harvey, Head Start Program Specialist, at (415) 437-8544 or andrea.harvey@acf.hhs.gov or Gabriela Aranda, Grants Management Specialist, at (415) 437-8423 or Gabriela.aranda@acf.hhs.gov . Thank you for your cooperation and timely submission of the grant application. Sincerely, Jan Len Regional Program Manager Office of Head Start- --/ cc: Bruce Liggett, Executive Director Alecia Jackson, Head Start Director Maricopa County Human Service Department EHS-CCP Grant No. 09HP0004 Request for COLA Funds June 30, 2017 Page I 1 PROGRAM NARRATIVE: The Maricopa County Human Services Department seeks to request the full portion of the cost-of-living adjustment (COLA) of $24,961 for Early Head Start-Child Care Partnership Grant to assist in increasing the salary range for Family Support Specialists in the Early Head Start programs and to cover increased operating costs for both the grantee and their partners. In Maricopa County, housing is the biggest factor in the cost of living rates. As housing prices raise, the cost of living such as food, health, property, utilities, and transportation also rise. This means that the costs of operations are directly impacted by the steady improvement and increases of Maricopa County's housing market. The requested COLA funds of $12,172 will be used to increase of the pay scale of the Family Support Specialists (includes salary, fringe, and in-direct) in both Head Start and Early Head Start because of the changes in required qualification of Family Services Workers in the revised Performance Standards and the resulting salary study and equity review that considered the increased the minimum qualification against the current qualification and market range. The Maricopa County Board of Supervisors, who serve as the Head Start program Governing Board, approved a discretionary plan on June, 21, 2017 to increase wages to address retention and recruitment issues, and to incentivize employee performance for employees who have completed probation in all County Departments. This plan has resulted in increased the wages of all eligible HS/EHS employees. This plan has resulted in increased the wages of all eligible EHS-CCP County employees. The EHS-CCP program will use COLA funds in the amount of $2,880 to offset higher fringe and indirect related to the County wage increase. Maricopa County Human Service Department EHS-CCP Grant No. 09HP0004 Request for COLA Funds June 30, 2017 Page I 2 Additional COLA funds of $8,753 used to offset higher operating costs of the contracted Child Care Partners that serve Early Head Start children and $1,156 will offset rising costs in EHS-CCP office space. While the increase for personnel expenses as the grantee level limits the amount that will be passed to partners, the increase of .5% of the child care contract totals, more closely aligns with the Child care partners expense for salaries and fringe which on average is 51% of their total reimbursed expenses. BUDGET AND BUDGET JUSTIFICATION: Funds in the EHS-CCP program are budgeted to align with the programs approach to ensure comprehensive services to eligible children and their families in a cost effective manner. The budget distinguishes operating funds, COLA funds, TTA funds, and the required Non-Federal Share. The charts below reflect the distribution of requested COLA funds and the increased NFS amounts. , Category Operations COLA TTA NF S* TOTAL Personnel $396,884 $8,485 0 0 Fringe Benefits $175,297 $4,017 0 0 Travel 0 0 $15,000 0 Equipment 0 0 0 0 Supplies $4,265 0 0 0 Contractual $1,751,814 $8,753 $16,000 $72,800 Other $51,115 $1,156 $30,299 $572,790 Indirect $116,725 $2,550 0 0 Income 0 0 0 0 TOTAL $2,496,100 $24,961 $61,299 $639,350 * NFS reflects the increase due to COLA funds Maricopa County Human Service Department EHS-CCP Grant No. 0914P0004 Request for COLA Funds June 30, 2017 Page I 3 Personnel- $8,485 (COLA) The services provided directly by MCHSD and through contractors ensure that comprehensive services are provided and that there is sufficient oversight and monitoring Child Care provider contracts. Staff salaries are based on Maricopa County Market Range Titles and Cost Scales. There are no employees who exceed the OHS compensation cap. As a result of revised HSPPS that describes the qualification of Family Services workers as having a social work, human services, family services, counseling or a related field credential or certification if they do not have a degree in those areas of study, MCHSD has revised the market range for that position. The new minimum point in the market range will be increased by $1.30 (10%) and this increase has been determined to impact current Family Support Specialists wage budget by $10,110 ($8,485 for salary and $1,625 in benefits and fringe.) The requested COLA funds will be used to offset this higher wage. Indirect costs provide the program with ancillary support for Finance, HR, IT, Contracts, Procurement, Legal, and Equipment Services and are based on the total personnel and fringe budget categories. Program Income- No changes in this Budget Category item due to COLA increase Non Federal Share-$6,240 (COLA) Non-Federal Share (NFS) is a statutory requirement of the Head Start Act Section 640(b). As stated in the Act, a grantee agency must provide 20% of the total costs of the Head Start program through Non-Federal match unless a waiver has been granted. The Early Head Start-CCP program anticipates collecting an additional $6,240 of the total required NFS of previously awarded operations, TTA funds for the proposed budget period. The additional COLA funds will raise the total NFS to $645,590. The MCHSD's approach and policies for valuing volunteer time is based on the Maricopa County Human Resources Compensation Plan. In this plan, the County defines market titles and ranges of pay for positions utilized in the County. In determining the value of volunteer time, the program determines the type of service provided and assigns the most relevant Maricopa County Market Rate Title to the service. The program uses the mid-point salary for the defined Maricopa County Human Service Department EHS-CCP Grant No. 091-1P0004 Request for COLA Funds June 30, 2017 Page l7 positions including the current costs for benefits, retirement, variable employee related taxes, and the in-direct based on the approve indirect cots rate agreement. The Family and Community Partnership Manager supports program staff in working with volunteers and recruits volunteer support or services and supplies from the community.
