1.0 Purpose of Request
The purpose of this request is to obtain approval of a final plat for Marbella Ranch
Parcel 2 Phase I (the Project) which is located west of the northwest corner of
Glendale Avenue and El Mirage Road and is within the jurisdiction of Maricopa
County. The site consists of approximately 22.53 gross acres and is Maricopa County
Tax Assessor Parcel Number (APN) 501-53-006B. The Project will consists of 84
single family residential lots with a typical lot size of 45-feet wide by 120-feet deep
with an overall density of 18 dwelling units per acre.
2.0 Project Description
On June 11, 2014, the Maricopa County Board of Supervisors approved the request
for a Comprehensive Plan Amendment for the approximately 252 acres of the
Marbella Ranch community at the northwest corner of Glendale Avenue and El
Mirage Road. The approved Comprehensive Plan Amendment (CPA2014002)
request was to change the land use designation from Mixed Use Employment to
Medium Density Residential. The Zoning Case Z201401 I was approved on the same
day by the Board of Supervisors, which rezoned the Marbella Ranch property from
Rural-43 to R-5 RUPD. The Preliminary Plat (S2016015) was approved by the
Planning Commission on December 8 th, 2016.
The Project will consist of traditional single family lots around a central open space
with linked open space corridors to provide a distinct pedestrian connectivity
experience. This will establish a landscape character to the overall community and
provide required on-site water retention.
Access for the Project is via Glendale Avenue along the southern boundary in two
locations. The primary access will be a main entrance into the Project and is located
in the middle of the Project's frontage, with Glendale Avenue. The secondary access
will be via a half street collector road (12e Avenue) along the project's western
boundary that will also provide access to the parcel to the west when it develops in
the future. An additional secondary access will be provided to the east through
Marbella Ranch Parcel I.
3.0 Relationship to Surrounding Properties
The Project is bounded on north by a vacant parcel of land with the Dysart Drain (a
regional drainage structure) approximately 1,200-feet to the north of the northern
boundary. The Project is bounded on the east by a vacant parcel of land with El
Mirage Road approximately 1,200-feet to the east of the eastern boundary. The
Project is bounded on the south by Glendale Avenue with several parcels consisting

of outdoor storage and manufacturing buildings further to the south. The Project is
bounded on the west by a vacant parcel of land with a salt production facility is located
approximately 1,300-feet west of the western boundary.
There are only a handful of existing single family homes within close proximity to the
Project. The closest existing home is over a quarter of a mile from the Project's
southern boundary.
4.0 Location & Accessibility
The Project is Located in the western portion of Maricopa County (the County) and
is easily accessed via Glendale Road. State Route I 01 is approximately three miles to
the east and State Route 303 is approximately three miles to the west. The Project
also has access to Interstate 10 via Dysart Road, approximately five miles to the
south. The access to the adjacent arterials and nearby freeways allows for connection
to various municipalities and services in Avondale, Glendale, Surprise and Phoenix.
5.0 Circulation System
Onsite: A public collector road along the western perimeter of the project will
distribute traffic from Glendale Road to the Project and to future parcels to the north
and west. Local roads will interconnect the Project and will provide additional
circulation from the collector road to the west, Glendale Road to the south and
future parcels to the east.
Offsite: Glendale Road will serve as the primary offsite circulation system for the
project. It provides easy access to State Route 101 east, State Route 303 to the west
and Interstate I 0 to the south via Dysart Road.
6.0 Development Schedule
The project will consist of 84 lots immediately north of Glendale Road and the main
amenity area. The project will also consist of improvements to Glendale Road and
the extension of water and sewer infrastructure from the intersection of Glendale
Road and El Mirage Road through future parcels of Marbella Ranch. Additionally,
temporary retention basins will be constructed west of I 28t h Avenue to project the
Project from offsite drainage. Construction of the improvements is anticipated to
occur immediately upon approval of final plat and construction documents. It is
anticipated that the project will be constructed simultaneiously with Marbella Ranch
Parcel I immediately to the east. In the event that that parcel does not proceed to
construction, the project will include the water and sewer infrastructure necessary
to provide service to the project. In all other regards, the project has been designed

so that it can stand alone and will not be dependent upon future phases to operate
properly.
7.0 Community Facilities & Services
School District: The Project is within the Dysart Unified School District.
Parks: Approximately 6.5-acres of landscaped open space will be constructed with
the project. Landscaped open space will consist of mini-parks, trails, trees of varying
size canopies, shrubs, accents, groundcover and decomposed granite.
Amenities: A main amenity area will be constructed with Phase 1 of the Project and
will be located immediately off of the main entrance off of Glendale Avenue to provide
a sense of arrival. The main amenity area will include age appropriate playground
equipment, shade covered picnic tables and BBQ grills, benches and trail system.
8.0 Public Utilities & Services
Refuse: Waste Management
Sewer: Liberty Utilities
Water: Liberty Utilities
Telecommunications: Cox Communications and/or Qwest Communications
Natural Gas: Southwest Gas
Power: Arizona Public Service (APS)
Police: Maricopa County
Fire: Rural Metro Fire District
9.0 Conclusions
Marbella Ranch Parcel 2 Phase I will consist of 84 single family residential lots on
approximately 22.53 gross acres of land west of the northwest corner of Glendale
Avenue and El Mirage Road. The Project is consistent with the existing zoning and
has been designed to provide vehicular and pedestrian connectivity throughout. Open
space and amenities have been placed to provide easy access to all of the future
residents. The Project has been designed so that it can operate properly without
dependence on future development.
