Maricopa County seeks a capable and experienced provider of check writing services to ensure that vulnerable county residents seeking emergency assistance-- not limited to emergency rent or utility payments--remain safely housed. TCAA appreciates the importance of this service in the lives of the individuals and families who stand to benefit. For more than 12 years TCAA has successfully managed check writing services for Maricopa County. Moreover, TCAA has operated a Community Action Program (CAP) which provides a similar (check writing) service to Tempe households at risk of homelessness. CAP clients in need of emergency rent and utility assistance receive financial assistance in the same manner in which TCAA provides check writing services for Maricopa County. Checks are prepared for property managers/vendors in a timely manner so that clients can avoid eviction, foreclosure, and/or utility disconnects. Additionally, checks are issued to help clients with housing or utility deposits. On a monthly basis TCAA issues an average of 65 checks for Maricopa County and TCAA/CAP clients. This process includes verification of approved application services and accepted vouchers, check issuance, data entry using HSD Online, and ongoing communication with Maricopa County regarding check issuance. Additionally, TCAA completes federal tax forms and issues these forms to vendors. Documentation of these services is maintained and archived according to contract requirements. TCAA uses Sage50 Accounting Software and undergoes an independent audit of financial records, accounts, business practices, accounting transactions, accounting practices, and internal controls on an annual basis. The independent auditor’s clean bill of health confirms that TCAA maintains responsible financial practices and records. Over the course of TCAA’s lengthy history operating this contract, staff has cultivated positive collaborative relationships with Human Services Department employees. Our contract liaison communicates often and directly with our check writing service team. On many occasions TCAA has provided same-day services to address an urgent need. ROLES AND RESPONSIBILITIES On the following page TCAA provides an organizational chart showing roles and responsibilities of the position(s) responsible for proposed activities to include the position in the organization responsible for oversight of activities.
