opposition received accounts for 7 of the 25 property
owners with an area of 128,627 sq. ft. of the 615,375 sq. ft.
(see the attached map of opposition).
The calculations for Riggs & Recker RV Storage Facility are as
follows:
28% opposed parcel numbers within the 300’ buffer
20.9% opposed parcel acreage within 300’ buffer
Commission
Recommendation: On 6/8/17, the Commission voted 6-0 to recommend
approval of Z2016082 subject to conditions ‘a’ – ‘i’:
a. Development of the site shall comply with the Site Plan entitled “Riggs Road and

except as modified by the following conditions.

b. Development of the site shall be in conformance with the Narrative Report
entitled “Riggs & Recker RV Storage”, consisting of 13 pages, dated March 6,
2017, and stamped received March 10, 2017, except as modified by the
following conditions.
c. This Special Use Permit shall expire 30 years from the date of approval by the
Board of Supervisors for a period of 90 or more consecutive days, or upon
termination of the use, whichever occurs first. All of the site improvements shall
be removed within 60 days of such termination or expiration.
d. The following Planning Engineering comments shall apply:
1. When applying for a building permit, the parking lot retention must be
limited to a maximum of 25 percent of the parking lot area per Maricopa
County Drainage Policies and Standards (DPS) Standard 6.10.7. This may
require increasing the underground storage volume.
2. When applying for a building permit, calculations must be provided
showing that the proposed wall openings have sufficient capacity to pass
the peak 100-year discharge from the site (emergency overflow), allowing
for 50 percent clogging. This may require an increase in the number
and/or size of wall openings.
e. The following Maricopa County Environmental Services Department (MCESD)
condition shall apply:
1. Stormwater – Development and engineering design shall be in
conformance with the Maricopa County Stormwater Quality
Management and Discharge Control Regulation. It is required, the
owner/developer to prepare a Stormwater Pollution Prevention Plan and
obtain approval by MCESD prior to construction permit issuance. (A
separate submittal to MCESD would be required.) It is required, upon
completion of construction, the owner to fulfill MCESD requirements and
obtain a post-construction stormwater permit. If applicable, the site plan
shall contain a note designating the entity responsible for operation and
maintenance of the on-lot stormwater management facilities consistent
with an approved operation and maintenance plan.
f. At the time of building permits the applicant shall submit a shared access
agreement between the two property owners.
g. Major changes to the Special Use Permit shall be processed as a revised
application, with approval by the Board of Supervisors upon recommendation of
the Planning and Zoning Commission. Minor changes may be administratively
approved by the Planning and Development Department. Major changes to the
Special Use Permit may require a new Citizen Participation Process as
determined by the Planning and Development Department.
h. Noncompliance with any Maricopa County Regulation shall be grounds for
initiating a revocation of this Special Use Permit as set forth in the Maricopa
County Zoning Ordinance.

i. The granting of this change in use of the property has been at the request of the
applicant, with the consent of the landowner. The granting of this approval
allows the property to enjoy uses in excess of those permitted by the zoning
existing on the date of application, subject to conditions. In the event of the
failure to comply with any condition, and at the time of expiration of the Special
Use Permit, the property shall revert to the zoning that existed on the date of
application. It is, therefore, stipulated and agreed that either revocation due to
the failure to comply with any conditions, or the expiration of the Special Use
Permit, does not reduce any rights that existed on the date of application to use,
divide, sell or possess the property and that there would be no diminution in
value of the property from the value it held on the date of application due to
such revocation or expiration of the Special Use Permit. The Special Use Permit
enhances the value of the property above its value as of the date the Special
Use Permit is granted and reverting to the prior zoning results in the same value of
the property as if the Special Use Permit had never been granted.

Zoning Ordinance.
p. Non-compliance with the regulations administered by the Maricopa County
Environmental Services Department, Maricopa County Department of
Transportation, Drainage Review Division, Planning and Development

8. April 26, 2016: A pre-application meeting was held to discuss modifying the existing SUP
to include the proposed RV Storage. Staff recommended the applicant apply for a
stand-alone SUP for the RV storage facility, rather than amending the previous SUP for
the self-storage site.

Utilities and Services:
14. Water: Chandler Heights Irrigation District
Wastewater: N/A
School District: Chandler Unified School District
Fire: Queen Creek Fire & Medical Department
Police: Maricopa County Sheriff Department
Adopted Plans:
15. Queen Creek Area Plan: Identifies this site as Suburban Residential Area (0-2 d.u./ac).
The current zoning of this property is R-4 (Multi-Family).
16. Town of Queen Creek General Plan: The General Plan designates the subject site for
“Very Low Density Residential” uses (0-1 d.u./ac), adopted in 2008. Uses found within the
category include vacant land, single-family detached residential, and certain
agricultural uses.
Public Participation Summary:
17. The applicant complied with the Maricopa County Citizen Review Process with the
required posting of the site and notification by first class mail to adjacent property
owners within 300’ of the subject parcel and interested parties. To date, staff has
received a petition from adjacent property owners in opposition of the project. The
petition is signed by 19 property owners (attached). Neighboring residents are
concerned the RV storage facility will lower home values, increase traffic, and invite
crime to the area.
Outstanding Concerns from Reviewing Agencies:
18. N/A
Staff Analysis:
19. The proposed SUP for a RV storage facility is adjacent to an existing self-storage facility.
The original SUP (Z2007070) included the subject area; however, because the self-
storage facility was sold and is now under a separate parcel number, staff determined
during the pre-application meeting a new SUP was needed instead of a major
amendment to the existing SUP.
20. Staff received no objections from reviewing agencies and Areas of Interests, including
the Towns of Gilbert and Queen Creek. The Town of Gilbert supplied staff with
comments on the proposed case. Their comments were regarding landscaping and
materials used for the screen wall along Riggs Road and Recker Road, right-of-way
(R/W) requirements for Riggs Road, and if structures would be within the future R/W. The
applicant has an approval for reduction of future MCDOT R/W on Recker Road
(attached). Per the narrative and site plan, landscaping and materials will match the
adjacent self-storage facility. Staff did not receive comments from the Town of Queen
Creek. The applicant received a “Will Serve” letter from Queen Creek Fire & Medical
Department (attached).
Agenda Item: 5 – Z2016082

21. Staff did receive opposition via a petition from neighboring property owners. Their
concerns are regarding the land use, home values, increase in traffic, and increase in
crime to the area. Staff believes this use is complimentary in nature to the adjacent
existing self-storage facility. To date, staff has not received any complaints regarding
the self-storage facility.
Recommendation:
22. For the reasons outlined in this staff report, staff recommends the Commission motion for
approval with conditions ‘a’ – ‘i’, of Z2016082 as follows:
a. Development of the site shall comply with the Site Plan entitled “Riggs Road and
Recker Road,” dated March 6, 2017 and stamped received March 10, 2017
except as modified by the following conditions.

PROJECT NARRATIVE
A request for Special Use Permit to allow for a
Recreational Vehicle Storage Business in the R-4 zoning district
Approximately 4.6 acres
Located on the Southwest Corner of Riggs Road and Recker Road
I. Property Location
The subject parcel ("Property") is an approximately 4.6 acre site located
in Maricopa County, at the southeast corner of Riggs Road and Recker Road,
also know as parcel number 304-88-003E.
Purpose of Request
This request is for a Special Use Permit ("SUP") to allow for a recreational
vehicle storage business in the R-4 zoning district for a period of no less than
thirty (30) years pursuant to section 1301 of the Maricopa County Zoning
Ordinance ("MCZO") within the R-4 zoning district.
On June 4, 2008 the Maricopa County Board of Supervisors approved
SUP Z2007070 for the 9.06 acres on the southeast corner of Riggs Road and
Recker Road to allow for a self-storage facility with manager's residence. Said
SUP includes the approximate 4.6 acres that are the subject of this request.
The site plan approved with Z2007070 reflected a future commercial and retail
use on the Property.
Description of Proposal
This proposal consists of development of a recreational vehicle ("RV")
storage business on approximately 4.6 acres. The covered storage is made up
of 3 rows centered on the site with additional covered storage adjacent to the
perimeter. No buildings or structures, other than the covered parking spaces,
are proposed for the site. Via a shared access agreement, the RV storage will
be accessible twenty-four hours a day through an existing single access
controlled pointed off Riggs Road that is already developed and used by the
existing self-storage facility. A secondary access point has been planned along
Recker Road as an emergency access only.
Riggs & Recker RV Storage
Case: Z2016082 Page 3 of 12

IV. Site Design
As demonstrated on the attached plan, the site design consists of
asphaltic pavement, prefabricated metal parking covers, 6' CMU perimeter
wall, and landscaping between the CMU perimeter wall and the proposed
public street improvements on Riggs and Recker Roads. Said perimeter wall
and landscaping will be comprised of materials and colors intended to
compliment and enhance the materials and colors previously approved for the
existing and adjacent self-storage facility.
V. Relationship to Surrounding Properties
The surrounding land uses are indicated on Table A below.
Jurisdiction Zoning Land Use
Site Maricopa County R-4 Vacant
North Town of Gilbert Single Family R-15 Seville Master Plan
South Maricopa County Multi-Family - R-4 SUP Self-Storage Facility
East Maricopa County Multi-Family - R-4 SUP Self-Storage Facility
West Town of Gilbert Single Family - R-10 Cordova Subdivision
VI. Location and Accessibility
The site is located at the south east corner of Riggs and Recker Roads
and will have its main access off Riggs Road and a secondary emergency
access off Recker Road.
VII. Circulation System
The site is at the corner of two major arterials and will not have a
significant impact on the surrounding circulation system. The on-site
circulation will be simply controlled by the proposed drive aisles within the site
with both ingress and egress from the shared existing self-storage facility main
drive aisle on Riggs Road. Once inside the gated area, the width of the drive
aisles are sized to accommodate Class A RV's and two way normal vehicular
movements. The site plan has been revised to clearly demonstrate the RV
maneuvers and turning radius of the entry.

XII. Off-Site Public Street & Drainage Improvements
The public street and drainage improvements for Riggs and Recker Roads
adjacent to this proposed development frontage will be provided as part of Maricopa
County Department of Transportation Project ("MCDOT") Number T429. The property
owner/developer and his representatives have already conducted meetings with
MCDOT's project manager, real estate staff, and design consultants to ensure the
proposed site design is properly coordinated.
In particular, this ongoing coordination with MCDOT and its consultant
effectively addresses the proposed main and secondary points of site access,
stormwater conveyance and retention, landscaping, and related issues. As of the
writing of this narrative ! MCDOT indicated that additional dedications of public right-
of-way is unnecessary. The property owner/developer and his representatives will
continue to coordinate with MCDOT as this SUP application moves through the
county process.
Preliminary Drainage Concept
The accompanying Preliminary Grading and Drainage Plan is based on
comments received in a meeting held with the Maricopa County development
services drainage engineer Bob Fedorka. It includes stormwater retention for the full
100-year 2-hour storm as required by the county.
Over the developed portion of the site, excluding the perimeter drainage
easement area. The perimeter drainage easement as shown is the result of meetings
and discussions with MCDOT over the past year, and provides for the conveyance of
offsite flows across and past the subject site and to the existing Concrete Box Culvert
that conveys flow across Riggs Road to the south. This flow is kept separate from
onsite flows (with the exception of overflow beyond the 100-year, 2-hour storm
volume). Therefore, no retention is proposed for this portion of the site. This is
consistent with the MCDOT Drainage Report for Riggs Road, which notes that
retention is not required for the right-of-way improvements because the downstream
Seville grassed drainage channel acts as a bio-swale.
Onsite Drainage and Retention
The retention is provided through a combination of underground storage in an
8-foot diameter pipe and surface storage on the pavement. The maximum depth of
ponding on the pavement is one foot in accordance with Mr. Fedorka's direction. The
site is sloped from south to north at approximately 2% (1% where the water is to be
ponded).
Riggs & Recker RV Storage
Case: Z2016082 Page 6 of 12

Onsite stormwater is retained and does not mix with the offsite conveyance
area, discussed below. A valley gutter conveys surface flow to 2 underground storage
inlets and a drywell interceptor inlet. The underground ,storage was sized to provide
approximately the first flush volume so that most frequent rains will not result in any
ponding on the pavement. In addition the dry wells will help dissipate the retained
water in a short period of time (calculations provided on plan).
Offsite Conveyance Area
Off-site runoff from the south is conveyed past the new driveway at the
southwest corner of site along Recker Road via 2-36-inch storm drain pipes. A
landscaped drainage swale will continue the flow to the intersection with Riggs Road
where the MCDOT plans call for surface runoff from Recker Road to be discharged
into the existing/ proposed conveyance channel/ temporary retention basin via a new
curb opening scupper. The culvert and swale sizes have been checked against design
flows per the Riggs Road Final Drainage Report and the San Tan West ADMP.
A retaining wall is proposed along the Riggs Road frontage that will maintain
the channel/ retention basin that is to be built by MCDOT. The channel conveys flow
from the existing and proposed (MCDOT) drainage pipes and catch basins to the
existing box culvert that crosses Riggs Road. The headwall at the outlet of the
proposed MCDOT storm drain pipe will be modified to allow roadway runoff to
continue to flow to the existing box culvert and to convey any water that is below the
invert of the box culvert to the existing drywell.
A retaining wall is also proposed along the Recker Road frontage to provide
the grade separation required to accommodate the drainage swale discussed above.
Runoff from the RV Storage site in excess of the required retention volume will
overflow through curb openings in the perimeter screen wall along Riggs Road into
the conveyance channel.
A weir at the inlet to the existing box culvert crossing Riggs Road causes some
water to pond on the upstream side of the weir; this is to be kept as a feature of the
box culvert when it is extended by MCDOT
Per the Final Drainage Report for Riggs Road, the MCDOT improvements do
not require first-flush volume be provided due to the existence of the bio-swale/
drainage channel downstream of the existing box culvert.
Riggs & Recker RV Storage
Case: Z2016082 Page 7 of 12

Therefore no retention is required within the offsite conveyance area. Water
that is retained within the proposed MCDOT storm drain conveyance area is
dissipated via the existing drywell located within the southeast quadrant of the Riggs-
Recker intersection, which will be maintained separate from the new on-site drywells.
The outlet of the MCDOT pipes will be modified as shown on the Preliminary Grading
and Drainage plans to include an inlet to an 8" bleed-off pipe which will connect to
the existing drywell. This weir is to be eliminated as part of the RV Storage project,
thus reducing the backwater effect the weir has on the Riggs Road storm drain
system.
Drainage Summary
The attached conceptual Grading Plan shows the proposed on-site drainage
and retention improvements and the off-site conveyance improvements along the
Riggs Road frontage and the Recker Road frontage, and is intended to:
1. Allow for elimination of the existing retention basin and a portion of the
proposed (MCDOT) modified retention basin along both road frontages.
2. Eliminate the unnecessary existing and proposed condition (per MCDOT
plans) of the weir at the inlet to the box culvert that crosses Riggs Road.
3. Maintain the existing condition whereby the water volume below the box
culvert inlet elevation is dissipated via the existing drywell/interceptor.
(Including runoff retained in the proposed MCDOT storm drain pipe).
4. Allow for elimination of the existing retention basin easement and the
proposed modified retention basin easement along both frontages, retaining a
conveyance drainage easement in both areas.
5. Replace the existing drainage easement with a 20-ft wide drainage easement
adjacent to the existing 65' ROW along Riggs Road and the existing 40' ROW
along Recker Road. The drainage easement will cover the "Offsite Conveyance
Area" described above.

Subject: Approval for Reduction of Future MCDOT Right-of-Way APN 304-88-003E
Dear Applicant:
Maricopa County Department of Transportation (MCDOT) has reviewed the
request for a reduction of the 55-foot ultimate half-width right-of-way
requirement on Recker Road for the above subject parcel to a 40-foot
ultimate half-width right-of-way. This request is approved based upon the
following:
• This section of Recker Road is not likely to warrant an arterial
roadway classification and is more likely to warrant a major collector
roadway classification (40-foot ultimate half-width right-of-way)
based on future traffic potential.
This letter pertains only to future right-of-way needs for a public roadway
on the identified alignment and does not consider legal access to adjacent
parcels.

Local residents believe that this proposed project is a poor use of land in this growing middle class
residential area and will lower home values, increase traffic, and invite crime, while targeting outside
laborers to store their construction trucks and trailers in this central premium location. This project is a
misnomer and is NOT about RV and Boat Storage for local residents but actually targets construction
crews and laborers from outside the community. There is excess vehicle storage capacity already
available near Arizona Avenue for boats and RV's.
