Authorize $69,236 (budgeted) matching General Funds for FY2017-18. Complete description of action requested: The Juvenile Probation Department in Maricopa County has participated in the Family Counseling Program provided by the Arizona State Legislature, A.R.S. 8-261 through 8-265 for over 40 years. The objective of the program is to divert delinquent or incorrigible offenders from the court process by providing counseling until the family can mobilize its own resources for meeting its problems. In addition, the counseling is provided to reduce referral frequency to the Juvenile Probation Department. The allocation to Maricopa County for FY2016-17 is $360,249 which will be disbursed by the Administrative Office of the Supreme Court. A 4 to 1 ratio County match is required in the amount of $69,236 and is included in the Juvenile Probation Department's FY2017-18 budget. A resolution by the Board of Supervisors will make it possible for approximately 1,500 families to participate in the Family Counseling Program during the next fiscal year. Attached for signature: Arizona Supreme Court (AOC/JJSD) FY2017-18 Family Counseling Board Resolution. PERFORMANCE INFORMATION: 1) Activity Name: Standard Probation - JSTD 2) Performance Measure: Number of requests for Juvenile Treatment Management Services fulfilled. 3) Anticipated Results: Percent of Formal Staffings and Financial Eligibility Reports rated as satisfactory or above. By approving this agenda item, the Juvenile Probation Department will be able to provide approximately 1,500 families with family counseling services. It is anticipated that offering these services will decrease the number of delinquent referrals to the department. Byers Chief Justice Administrative Director of the Courts To: Juvenile Court Directors/ Chief Probation Officers From: Steve Tyrrell, JJSD Program Mana Date: May 15,2017 Subject: FY 2018 Family Counseling Fund Enclosed are the Family Counseling Allocation Schedule, Court Certification Form and Board of Supervisor's Resolution for FY 2017-2018. The Board of Supervisor's Resolution and Court Certification Form must be completed and returned to the Supreme Court asap and no later than July 1, 2017. The Family Counseling allocation is continuing to be funded at the reduced amount of $500,000 by the Legislature again this year. The AOC is able to restore that lost revenue with non-family counseling dollars to bring the total allocation to $650,400. Consequently the 25% county match amount has been figured on the $500,000 allocation which is why it is much less than in previous years. Your finance staff are familiar with this. Please keep copies for your records. JJSD will acknowledge your submitted Court Certification and BOS Resolution forms by sending you a confirmation e-mail. Monitoring of this fund will continue as it has in the past with primary oversight for FYI 8 being done by TC Colla. Please return the Board Resolution and Court Certification documents to the attention of TC Calla at the address on the form.
