THIS PROCURMENT IS A SINGLE SOURCE BECAUSE (attach additional page if needed):
WSP (formerly Parsons Brinckerhoff) has been providing continuous construction management and
inspection services for the TT0463 project since March 2016. All construction has been completed,
but WSP has not been able to invoice for all hours they have applied to the project. They hold all
records, documentation, project history, and are currently in the process of closing out the
construction contract and project. Approval of this request will provide consistency in completing
the close of of the construction phase and the project. Without approval, County will not be able to
reimburse vendor for services already rendered, or those services still required for project close-out.

Available alternatives are: 1) Completing the remaining CM services in-house. This is impractical as
MCDOT construction does not have the staffing, this would involve the complete transfer of all
electronic files as everything is built on a single electronic platform, and MCDOT would still be unable
to reimburse for hours already expended on this project. 2) Procuring another consulting firm to
complete project close-out. This too is impractical as there would be a major learning curve,
electronic files would still need to be transferred, and MCDOT still would be unable to reimburse for
hours already expended.

MC1~352-B states: The Using Agency requesting a Competition Impracticable Procurement shall provide written evidence
to support a Competition Impracticable determination containing an explanation of why the proposed procurement

Describe methodology and results (attach any written supporting data, e.g., survey or market analysis):
WSP (formerly Parsons Brinckerhoff) has provided a fee proposal consistent with the original scope of
work, and with the rates matching those in on-call Contract No. 2016-014 that was a qualifications
based the in summer of 2016, and executed on 9/7/2016. The fee proposal which is
procurement
attached for reference, includes hours required to close project, and previous hours they were unable
to bill for due to insufficient funds remaining. This work assignment received approval of Chief
Procurement Officer in January 2017 for additional funds in the amount of $68,270.54. The quoted
above reflects the delta between funds previously approved and the projected final cost of work
price
assignment.
