ADVANCE PAYMENT PROGRAM AGREEMENT

checks. We will carry out the Advanced Pay provisions in Title 38, United States Code, which states:
A. The Advance Payment shall be drawn in favor of the veteran or eligible person; mailed to the educational
institution listed on the application form for temporary care and delivery to the veteran or person by such institution;
and delivered to the veteran or person upon their registration at such institution, but in no event shall such delivery
be made earlier than thirty (30) days before the program of education is to commence.
B. Upon delivery of the Advance Payment, the institution shall submit to the Administrator a certification of such
delivery (VA Form 22-1999v). If such delivery is not affected within thirty (30) days after commencement of the
program of education in question, such institution shall return such payment to the Administrator forthwith.
