Broadway Road 14100 N. 83rd Avenue, Suite 250, Tempe, AZ 85282 Peoria, AZ 85381 Crossriver Point Final Plat PURPOSE OF REQUEST This request is for a Final Plat for a 9.92-acre parcel (APN 503-53-986) located at the northwest corner of Williams Drive and 120 th Lane in an unincorporated area of Maricopa County between the Cities of Surprise and Peoria. The property is currently zoned Two-Family Residential (R1-6) Residential Unit of Development (RUPD) zoning district to allow the development of a 33-lot single-family subdivision. The density for the 9.92 acres is 3.3 dwelling units per acre and the maximum unit count for the Project will not exceed 33 lots. DESCRIPTION OF PROPOSAL Background/ Site Information The Project is currently owned by Empire Residential Communities Fund, LLC. The site is vacant desert and located adjacent to the Rancho Silverado Community to the north and west, Crossriver Unit 5 to the east and AZ State Land to the south across Williams Drive. The Comprehensive Plan land use designation for the site is Medium Density Residential. Additionally, the project is also located within the White Tank/ Grand Avenue Area Plan. Proposed Final Plat The request is to approve a Final Plat for Crossriver Point which will allow for a 33-let single family subdivision. The lot depths allow for a variety of lot sizes ranging from 6,000 square feet up to 15,985 square feet with an average lot size of 7,275 square feet with minimum lot widths of 50'. The proposed architectural style for this subdivision will be compatible and complimentary to the existing subdivisions in the northern developing areas of Sun City and Peoria which include Crossriver and Rancho Silvered°. RELATIONSHIP TO SURROUNDING PROPERTIES The property is bound by Williams Drive to the south, additional vacant desert zoned Rural-43 to the west, the existing Crossriver Unit 5 Community to the east, and the existing Ranch Silverado Community to the north and west. Directly across Williams Drive is vacant desert State Trust Land. The site is also located less than a mile away from the Corte Bella Country Club Community and the Sun City West Developments. LOCATION AND ACCESSIBILITY The site is located off of Williams Drive, which is accessed via El Mirage Road and approximately 1.4 miles south of the Loop 303. The site is in a prime location for quick access to roadway connections to several Cities in the Phoenix metropolitan area including: Surprise, Peoria, El Mirage and Glendale. It is 4.8 miles north of Bell Road and approximately 2.3 miles south of Happy Valley Road CIRCULATION SYSTEM The Project will be accessed off of Williams Drive, which connects to a loop road within the site for fluid circulation. Williams Drive is designated as an arterial road and is currently a two lane road with a center 2 Crossriver Point Final Plat turn lane and occasional deceleration lanes into the nearby communities. It connects to El Mirage Road which is a designated Principal Arterial Road (6 lane) and currently exists as a divided highway with 3 lanes in each direction with deceleration turn lanes and center turn lane. Only the adjacent south half of Williams Drive is improved along the project frontage, therefore the north half-street improvements are anticipated along the project boundary. These improvements will mirror the adjacent improvements east of the site, which is approximately 40' of pavement with curb, gutter, and sidewalk. There is no median along Williams Drive, therefore eastbound and westbound access is possible. DEVELOPMENT SCHEDULE The Project will be developed as a single phase. Construction will begin around 211/2017 and shall be completed around 3/1/2018. COMMUNITY FACILITIES AND SERVICES The Project provides 1.8 acres of open space which totals over 18% of the site. Open space is centrally located to the site as you enter the community and along the frontage of Williams Drive. Lots within the community are able to quickly access the open space areas to enjoy them. Landscaping and monument/wall signage will be explored by the developers, and a consistent theme will be used throughout the Property, which will meet the County Zoning Ordinance Sign Regulations. The landscaping will adhere to the Arizona Department of Water Resources drought tolerant plants. The project is located within the Peoria Unified School District. The district was notified through the standard County requirement process of this request. PUBLIC UTILITIES AND SERVICES Domestic Water System Water to the property is served by EPCOR Water (formerly Arizona-American Water Company), There is a 12" water main line and a 10" transmission line located in Williams Drive. These lines connect to a 12' line in 123' 1 Avenue and an 8" fine in 120 th Lane. The project will connect to the existing 12" line in Williams Drive to service the site. Sanitary Sewer System Sewer to the property is also served by EPCOR Water. An existing 10" sewer line approximately 20' deep is located in Williams Drive. The line connects to a 15" line in 119 th Avenue. The project will connect to the existing 10" line to service the site. Solid Waste Solid Waste Pickup will be provided by Parks & Sons for future residents of the community. Electric The electric provider for this area is APS. Telecommunications The Project will be served by Cox Communications and Century Link Communications. 3 Crossriver Point Final Plat Will Serve Letters Will Serve letters have been submitted to the County from EPCOR, APS, Cox and Century Link. Public Safety Services The Property is located outside any incorporated communities. Because of this, fire protection and emergency medical services will need to be supplied on a contract basis. The Maricopa County Sheriffs department will provide police protection to the Property. The nearest office/ substation is located in District 3 in Surprise (approximately 2 miles away), Rural Metro Fire Department will be able to enter into contract to serve the site for fire protection. The closest Rural Metro Fire Station is Station 833 in Waddell (approximately 13 miles away) and a Rural Metro Ambulance Service is located in Peoria (approximately 9 miles away). The Project Team will coordinate with the Sheriffs Office and Rural Metro to discuss potential agreements. Drainage The project site is currently vacant desert, adjacent to existing subdivisions to the north and east. The existing topography on the site slopes gently to the southwest with an average slope of 1%. As shown on the Federal Emergency Management Agency (FEMA) Flood Insurance Rate Map (FIRM) 04013C1230L dated October 16, 2013, the project site is in Zone X. Zone X is defined as areas of minimal flood hazard, usually depicted on FIRMs as above the 600-year flood level. Retention basins will be constructed to accommodate the 100-year, 2-hour storm, per Maricopa County standards, and to provide for active use recreational areas for residents. 4 STATE OF ARIZONA _DEPARTMENT OF W TER RESOURCES THICATE OF ASS D WATER SUPPLY Thqs JAI° .c.ertif3r.hat mpire Re5idkutial Commuiiities.Fun tt; LLC, a elaWare limited liability company, owitier, 114: nipt the requirwfient.s . pf S.
