Fort McDowell Yavapai Nation
2017 Arizona Benefits Fund Grant Application
Narrative:
1) Proposed program or project: The Arizona Educational Foundation (AEF) invites the Fort McDowell Yavapai
Nation to join the existing nine entities that are AEF™ Education Champion Platinum Donors. These donors each
contribute between $20,000 and $49,999 annually in support of the seven statewide programs administered by AEF. AEF
was founded in 1983 to identify and recognize excellence in education and to focus positive attention on the successes
in Pre-Kindergarten through 12th grade public education across Arizona. The seven programs administered by AEF are:
Teacher of the Year; A+ School of Excellence™; Arizona Spelling Bee; Polly Rosenbaum Writing Contest; Principals
Leadership Academy of Arizona; Take Your Legislator to School; and UnitED (uniting education and business leaders).
These programs focus on a range of education areas including excellence in teaching, student academic achievement,
professional development for school administrators, evaluation of school effectiveness and success, and bridging the
gap between education and business and education and lawmakers. By supporting all AEF’s programs, this grant will
support and advance AEF’s overall mission of identifying and celebrating successes in public education across Arizona.
2) Purpose of the program or project and how it meets one or more of Fort McDowell’s funding priorities:
AEF’s programs relate directly to Fort McDowell’s priority of funding and supporting education. Research shows
that the most important factor in student success is the quality of the teacher in the classroom. Our Teacher of the Year
program identifies 10 exemplary teachers annually from across the state who serve as models for excellence as they
motivate and inspire their fellow teaching professionals and aspiring teachers. By focusing on excellence in teaching, the
Teacher of the Year program elevates all those who serve in the profession.
Benefits of the A+ School of Excellence program are twofold: by identifying schools that model overall
excellence in all areas of education, A+ Schools serve as examples of success to all schools across the state and their
programs and practices are replicable; and by undergoing the rigorous application process a school is compelled to do a
comprehensive evaluation of every aspect of their service to students and their community. Leaders of schools that
ultimately earn the A+ School of Excellence designation become mentors to participants in AEF’s Principals’ Leadership
Academy (PLAA), which trains and supports new and aspiring school leaders. Those who participate in PLAA have the
opportunity through their mentors to observe, learn and adopt successful programs and practices on their way to
becoming effective school leaders themselves.
AEF administers two programs that promote student academic excellence. The Spelling Bee is one of them.
Approximately 1,200 schools across Arizona administer Spelling Bees. Students who participate in bees hone their
spelling and phonetic skills while also developing poise and articulation skills. This program affects well over 100,000
students in Arizona annually, one of whom eventually becomes Arizona’s Spelling Bee champion and participates in the
Scripps National Spelling Bee in Washington DC. The other program that benefits students is a creative writing contest
with a civics-related theme for 7th through 12th graders called the Polly Rosenbaum Writing Contest. It culminates
annually at the Arizona Capitol on Statehood Day with a ceremony recognizing the students’ achievements. This year the
students were also recognized by the State Board of Education at its February meeting.
Success in the classroom depends on understanding and support from groups outside of education such as
business leaders and policy-makers. Through two of AEF’s programs, Take Your Legislator to School and UnitED, bridges
of understanding are built between educators and lawmakers and between educators and business leaders respectively.
By pairing teachers with legislators and school leaders with business leaders, AEF fosters that much-needed
understanding. Both programs are a result of collaborations with numerous other groups who have an interest in
ensuring the success of Arizona’s students and schools.
All too often, the public’s and media’s focus on education in Arizona is negative in nature. Through its programs, AEF
aims to celebrate the successes and positive aspects of public education across our state.
3) Need that the program or project aims to fulfill, the population targeted, and the estimated number of people
who will be served by the grant:
Arizona public schools – and the education system as a whole – are often categorized as failing and struggling. In
national rankings of student achievement and teacher salaries, Arizona falls at or near the bottom. While it is incumbent
upon all Arizonans to look for ways to address challenges related to education, there is a misconception that all public
schools, teachers and students across Arizona are failing; this is a false perception and is devastating to the citizenry and

to the morale of those who work diligently and passionately with limited resources to educate and meet the needs of
the next generation of Arizona’s leaders. AEF along with other education organizations and businesses must continue
elevate education by identifying, honoring, and celebrating the outstanding students, exemplary teachers and successful
schools across the state.
The target population of AEF’s programs is: teachers, administrators, students, families and community partners
who attend and work at or with Pre-Kindergarten through 12th grade public schools in Arizona.
The approximate number of students who are eligible to participate in AEF’s programs is over 1,000,000, which
reflects the total number of students who attend public school in Arizona. Another 50,000-plus teachers and
administrators are eligible to participate in, be recognized through, and benefit from AEF programs.
4) Partners in the program or project, and other entities providing funding and support (indicate whether
organization will be submitting applications to any other tribes)
AEF has submitted a grant (pending approval) to the Gila River Indian Community inviting them to become an “AEF™
Education Champion Platinum” Donor. At this point, no other grants have been submitted to any other tribes.
In its current fiscal year, AEF has one funder at the “Circle of Excellence ($50,000 and above)” level: the Kemper and
Ethel Marley Foundation. There are 9 funders at the “Platinum ($20,000 - $49,999)” level: Argosy University Phoenix,
APS, Arizona Education Association Foundation, Arizona Republic, Blue Cross Blue Shield of Arizona, Desert Schools
Federal Credit Union, Intel Corporation, University of Phoenix and Wells Fargo. There are 2 funders at the “Gold
($10,000 - $19,999)” level: Grand Canyon University and SRP. Many more corporations and individuals donate at varying
levels to meet AEF’s budget of approximately $425,000. Equally as important as our funding partners are our
collaborating partners. They include the Arizona K12 Center at NAU, the Arizona Education Association, NAU College of
Education, Maricopa Community Colleges, Arizona School Administrators, ABEC, and Greater Phoenix Leadership to
name a few.
5) Timetable for implementation of the program or project.
Timelines for AEF’s programs are ongoing throughout the year; there are no clear start and finish dates for each
program. Ongoing yearlong activities include training, judging, promoting and supporting programs as well as
fundraising, public relations, operations and board management. Addressing these components is imperative to the
success and sustainability of AEF’s initiatives. Some key dates are:
JANUARY – Business and education leaders are matched and meet with each other to forge partnerships aimed to
bridge the gap of understanding between the business and education communities; A+ School of Excellence applications
are due to AEF and evaluation process begins.
FEBRUARY – Polly Rosenbaum Writing Contest winners are honored at the State Capitol on Statehood Day; site visits
to A+ School of Excellence candidate schools begin and extend through March and part of April.
