Total grant amount request 25000 1 / 1 Fort McDowell Yavapai Nation: Girl Scouts–Arizona Cactus-Pine Council Proposal for The Leadership Center for Girls at Camp South Mountain Girl Scouts–Arizona Cactus-Pine Council (GSACPC) respectfully submits this 2017 Arizona Benefits Fund Grant Application requesting $25,000 in funding to support the construction of the landmark Leadership Center for Girls and Women at Camp South Mountain, with the opportunity for a naming at the site. Applicant Information: Girl Scouts–Arizona Cactus-Pine Council, 119 E. Coronado Road, Phoenix, AZ 85004 Primary Contact: Jessica Lyon, Senior Manager – Campaign for Girls, jlyon@girlscoutsaz.org, 602.452.7088 1. The proposed program or project, and whether it is a new or continuing project: In 2011, GSACPC embarked on the Campaign for Girls in Arizona to provide more girls the opportunity to experience the power of Girl Scouting while addressing the deeply entrenched gender and ethnic inequalities that still exist today. Our primary goal was to transform our 14.5-acre property in South Phoenix into a $18 million program and leadership center for girls and volunteers to enhance the Girl Scout Leadership Experience— creating a community facility devoted to girls’ leadership development and programming that would also serve the local community. The project has been under construction for a year and a half and is now just a few weeks away from completion with our grand opening scheduled for April 6th, 2017. The Bob & Renee Parsons Leadership Center for Girls and Women at Camp South Mountain will be a vibrant, dedicated space in South Phoenix providing leadership programs for girls and a space to support adult volunteers, as well as much needed indoor and outdoor facilities that will be accessible to surrounding community organizations and schools. With 85% of our membership residing in Maricopa County, this facility will be a state- of-the-art program center near the majority of our membership. The facility will offer comfortable overnight facilities and space for large gatherings of 300 – 500 people, a pool, an industrial kitchen with adjacent kitchen garden, two walking labyrinths, archery range and play field, aquatic center, along with fifteen cabins and three activity centers. With a wide range of spaces, the Leadership Center is uniquely positioned to welcome multiple groups at one time, increasing opportunities for usage and accessibility. 2. The purpose of the program or project and how it meets one or more of Fort McDowell’s funding priorities: For over a century Girl Scouts has been providing girls with the skills and experiences they need to become courageous, confident women with the character to make the world a better place. This new facility will enable our Council to work toward our mission by providing new opportunities for the girls we serve and the surrounding community. It will be a place where girls can have their first camp experience, learn new skills, and come together with other girls to develop leadership skills. The facility will be home to residential summer camp, weekend encampments by troops, girl and volunteer trainings, special STEM programming throughout the year, and our Council’s most important membership events such as the girl-led Annual Meeting and our Highest Awards Celebration. At the same time, it will be a modern and affordable gathering place for community groups in the area that demonstrates our commitment not only to girls, but to the surrounding community. The Leadership Center will provide many positive outcomes, including: • Increased capacity for providing leadership training for girls and volunteers; • Improved facility/meeting space for the local community for providing educational programming; • Greater opportunities for girls and other youth to benefit from outdoor education activities; • A more vibrant presence for Girl Scouts in the South Phoenix community. These specific outcomes, and our overall mission, align with Fort McDowell’s funding priorities of education and community development. 3. The need that the program or project aims to fulfill, the population targeted, and the estimated number of people who will be served by the grant: GSACPC serves approximately 66% of Arizona, serving girls in more than 90 communities, including Native American communities, military installations, and border communities in central and northern Arizona and also offers camping experiences at our three (soon-to-be four) campsites. Our organization recognizes that the Girl Scout program benefits girls across all socioeconomic strata, races/ethnicities, geographic locations, and life circumstances. Thus, we have a fierce commitment to serve every girl everywhere who is interested in participating in the Girl Scout movement. While we currently serve approximately 21,000 girls in grades K-12 throughout central and northern Arizona, U.S. Census data reveals there are over 350,000 girls in K-12 throughout our Council’s jurisdiction. The 2014 Arizona Kids Data Book shows that nearly half (49%) of these girls reside in low-income households. When families face difficult financial decisions each day, their children’s participation in youth development programs is far less likely. Consequently, girls who are already underserved don’t have access to the curriculum and positive adult supporters to help them build self-worth and confidence that would help them rise above current circumstances. And Arizona, in turn, loses the leadership potential of a large segment of its population. As an organization that is building our future female leaders, this wealth of untapped potential motivates GSACPC to find new ways to reach into traditionally underserved communities within our Council. The Parsons Leadership Center at Camp South Mountain is a key tool to reaching our goals in this area. 4. The partners in the program or project, and other entities providing funding and support (please indicate whether the organization will be submitting applications to any other tribes): GSACPC is dedicated to having the Leadership Center seen and experienced as a significant asset to Girl Scouting as well as an important asset to the local community. We are very committed to leveraging the use of this facility to serve our entire community, as much as possible. We have a long history of partnering and collaborating with other community and government organizations (non-profits, schools, districts, charters, etc.) that align with our mission and our commitment to social impact, particularly in reaching and serving the most vulnerable girls and families. We also seek to help build the leadership capacity and civic engagement across our community through the programming we will offer to community leaders, our volunteers and youth. Notable contributions/pledges to date include: The Bob & Renee Parsons Foundation, $5,000,000; The Virginia G. Piper Charitable Trust, $1,500,000; The Kemper & Ethel Marley Foundation, $1,250,000; Gila River Indian Community, $500,000; Diane and Bruce Halle Foundation, $500,000; The Craig and Barbara Barrett Foundation, $500,000; and Nina Mason Pulliam Trust, $400,000. We are not currently submitting applications to any other tribes however GSACPC has received awards from other Arizona tribes for this capital project, including: Salt River Pima-Maricopa Indian Community, $60,000 and Gila River Indian Community, $500,000. A full list of contributors is available upon request. 5. The timetable for implementation of the program or project. The Leadership Center has been under construction since June 2015 and is expected to be complete this spring. Our staff is preparing the Leadership Center to be ready to welcome girls, volunteers and the community for the first time with events in April 2017, and then for summer camp at the end of May. With the upgraded and climate controlled facilities, this space will now be used year-round. While construction will be complete this spring, we work to raise the remaining $3.5 million to fund this $18 million-dollar project. Thank you for your consideration of supporting the Leadership Center for Girls and Women at Camp South Mountain. Please feel free to contact me with any questions you may have about this proposal. A girl’s journey in leadership often begins in a girl-only environment, away from school pressures, social cliques and boys, where she can be herself and try new roles. Girl Scouts provides this environment and prepares girls with the skills and experiences they need to empower themselves for life. Our age-specific program is tied to five intentional outcomes: sense of self, positive values, healthy relationships, challenge seeking and community problem-solving. We believe that given the opportunity, every girl can become a leader, act confidently on her values, and connect with her community. For the last 105 years, Girl Scouting has been a powerful force in the lives of millions of girls–instilling in them increased self-confidence in their decision- making abilities and their capacity to become strong leaders in their own lives and in their communities. The Girl Scouts–Arizona Cactus-Pine Council has been serving girls since 1936. Today we serve 22,000 girls, in grades K-12, with the help of 10,000 adult volunteers. Our jurisdiction covers central and northern Arizona and the entire Navajo Nation and Hopi Lands. We are an inclusive organization, serving girls across every economic class, ethnic group and religion. If needed, financial assistance is provided so that no girl is denied a Girl Scout experience. Our Vision for the Future Our decision to transform our 40-year-old camp property in South Mountain into a leadership center emerged from our desire to expand our capacity to serve more girls, especially in underserved populations, and better serve our existing members, of whom 85% reside in the metro Phoenix area. The Bob & Renee Parsons Leadership Center for Girls and Women at Camp South Mountain will be a year-around urban program center, with camp appeal, and fully ADA accessible. The center will allow us to increase the quality and variety of programs we offer, from STEM to archery and aquatics. Girls will be able to enjoy their first camping experience close to home, participate in special Girl Scout programs and engage more deeply in Girl Scouting. We plan to offer both day and residential camp to girls beginning in June. Leadership and skill-building training will be offered to our adult leaders and volunteers. The center will also facilitate our partnership with surrounding community groups, local organizations and schools towards our shared goal of closing the opportunity gap for girls and other youth. And we see this as 119 E Coronado Rd | Phoenix, AZ 85004 | girlscoutsaz.org a place to convene thought leaders on a regular basis, creating rich dialogue around topics related to youth development. Perched on the side of South Mountain, the design of the Parsons Leadership Center celebrates and respects the fragile desert environment. From the raised walkways, water-harvesting roofs to the recycled building materials and xeriscaping, this site is environmentally sustainable. These same design features also promote a sustainable community, fostering connections, integration and engagement.
