Narrative
Introduction
North County Fire & Medical District (NCFMD) serves the Northwest Phoenix Metropolitan area with 150
uniform, civilian and volunteer members. The District was formed in 1981 and has grown to protect roughly
55,000 people within a 90 square mile area that includes the communities of Sun City West and Wittmann.
The District provides fire, rescue and medical response as well as other community services and education.
Our mission is to protect life and property and to enhance the well-being of all those we serve. We are
dedicated to values of respect, integrity, compassion and leadership amongst ourselves so that we may
proudly serve others. The District is a unique organization, with a history of using innovation to delivering the
highest of customer service to all those we serve. In 2016, the District responded to over 11,000 calls for
service with an average response time of under four minutes. The District recently consolidated with the
Wittmann Fire District and now delivers services from five fire stations. The District has the vision and goals to
provide exceptional services, through teamwork, to promote an innovative, responsive, and professional
District that adapts within a changing environment. Utilizing collaborative working relationships, we strive to be
a leader in our industry. We endeavor to be fiscally responsible with the single purpose of serving the greater
community good. This project request directly contributes to these goals and will greatly enhance our ability to
serve and protect the community.
Description of the Proposed Project for Funding
The District is requesting $9,000 to purchase firefighter training equipment. The proposed project involves
purchasing a Firefighter Forcible Entry Training Simulator. This device is a freestanding and made of
reinforced steel. It resembles a steel door and door frame and can be configured to allow firefighters to use
forcible entry techniques and tools such as sledge hammers and pry bars to simulate gaining entry through
locked doors on houses and commercial buildings. The prop is designed to be reusable and transportable and
can be configured for various types of doors and situations. This device allows firefighters hone their skills,
using actual tools under real conditions. This type of training is very difficult to complete without actually using
the tools and techniques.
Providing proper training is one of the most important tasks for all public service agencies. It is mission critical
that we have highly trained and experienced firefighters and EMS personnel to provide service to the public.
This request will greatly enhance our ability to provide that high quality training and ensure we can meet
demands for service.
Project purpose and description of how the proposed project meets Fort McDowell’s funding priorities.
As a public safety organization, this proposed project requested by North County Fire & Medical District directly
satisfies the priority funding area focus on Public Safety as outlined. The purpose of this request is to ensure
that all of our first responders have the proper training in forcible entry, to access buildings that are on fire

quickly. Quick access to buildings on fire reduces potential damage and can save lives. This investment in
training can make the difference of life or death for victims trapped inside a building engulfed in fire.
Identification of the need grant will address, target population and number of people to be served by
the project.
The funding for this project will be directly used to train new and current firefighters. Properly trained
firefighters are not only necessary, but expected by the public they serve. This training simulator will be used
though out the year to train, not only North County Firefighters, by other firefighters in neighboring cities and
districts that participate in our training programs. The District protects a 90 square mile area in the Northwest
Phoenix Metropolitan area. There are approximately 50,000 residents directly serviced by the firefighters that
will be trained with the funding from this request. In addition, the District provides fire and EMS services to our
neighboring cities and districts through the Valley Regional Automatic Aid Agreement. Capital funding is
limited and has been dedicated to building new stations and the purchase of new fire trucks and ambulances to
be utilized by crews. The District’s current budget lacks the funds for this project without diverting funds from
other critical programs. North County Fire & Medical District is primarily funded by property taxes. Recent
legislative changes make it very difficult for fire districts to increase revenue. Your funding assistance with the
purchase of this training equipment will ensure our crews have the training necessary to serve the public.
Description of partners in the project; other entities providing funding and support. Applications or
awards granted by other tribes/nations.
There are no other organizations, partners, or funders directly participating in this project or request. As
stated, The District has attempted to fund this project for two years, but capital funding was not available due to
other urgent needs. North County Fire & Medical District has developed this project to meet the needs of the
District and the people we serve. However, as stated, this project will greatly benefit many people outside of
our District through our fire and EMS service provided to surrounding communities through the automatic aid
agreement.
The District has never received funding from Forty McDowell Yavapai Nation or any other tribal/state shared
revenue grant program. The Fort McDowell and other tribal gaming facilities are well supported by the citizens
of the Sun City West retirement community and we look forward to working with you on this project.
Timetable for implementation of the project.
The proposed timeline set for this project would include a start date of July 1, 2016 or the date the project is
funded by your grant program. The finish date would be on or before June 30, 2017 (the end of our fiscal
year). The timeline is flexible and the District would be open to any timeline or other changes necessary to
meet your program funding guidelines. Due to the fact that this equipment would be used to train new and
current firefighters, the District’s current budget will be able to provide funding for supplied and maintenance to
support this equipment. The sustainability of this project would be for the entire life of the equipment, which is
expected to be over 10 years.
