4. 2017 BOARD OF SUPERVISORS CHAIRMAN'S ADDRESS
Chairman Barney welcomed everyone who was able to attend this morning and he
introduced his family members that were present. He commented on the great year
under Chairman Hickman’s leadership and said farewells to Andy Kunasek, Joe Arpaio,
Helen Purcell, Dr. Don Covey and a number of other justices of the peace and
constables.
Chairman Barney stated the next chapter brings new perspectives. He acknowledged
the changes to the Board of Supervisors and the changes in the County Manager's
office. He thanked Tom Manos, former County Manager, and Fran McCarroll, Clerk of
the Board, who each helped the new Supervisors to manage the enormous amount of
information having to be absorbed. He commended Joy Rich, the new County Manager,
who took over the position in the last half of 2016 and Sandi Wilson, retired Deputy
County Manager, who worked with each of the Supervisors individually to guide them
through the budget process.
Chairman Barney shared a story about his father and an antique heirloom. Even after a
young Denny and his friend damaged the car, he noted his father’s ability to find
common ground with people and how much he loved his family.
He stated that the County, like the heirloom vehicle, has been through bumps, bruises
and accidents but has survived, changed and will continue to progress. He reminisced
about his first time as Chairman, and how he worked with everyone in sharing a
common goal. He noted the County is moving toward a better place with shared goals
and objectives, focusing on regulatory reforms, and a standardized budget process with
a zero-based budget approach. Great progress has been made with Animal Care and
Control but there is a lot more work to do in all areas of the County government. He
commented on how the County reaches into the lives of its residents everyday even
when they often do not realize it.
The County is a political subdivision of the state and operates under its statutory
authority. The Board of Supervisors is responsible to its residents to stay fiscally sound
while operating under state laws even during a declining economy. At this time the
economy is healing, but it may decline at any time and the Board is still responsible to
its constituency to remain fiscally accountable.
He noted there will be continued focus on transparency for government regulations and
operations. He explained the long process in revising the air quality regulations for new
sources and the need for the revisions. There is more work to be done with workforce

development in order to keep a highly trained and dynamic workforce.
Chairman Barney explained the County will continue to work in the arena of criminal
justice. There is more than 100,000 people who pass through the doors of the County
jails every year. He noted how costly this problem is to the County and that the Board
will be working to overcome the challenges to improve these statistics by exploring
solutions to reduce recidivism.
He was excited to introduce HUB, a new learning resource for County employees.
Maricopa will also be launching a new more open government website focused on being
more user-friendly for the public.
There are plans for repurposing the Madison Street jail to create more space for the
County Attorney's Office. At present the Office is located in several different locations
throughout the downtown area. The new space will allow the department to house all of
its divisions under one roof. He continued noting the new Law Resource Library will be
opening next week. He explained the great need to replace the Durango jail and
informed the audience the County will be breaking ground for an intake facility in the
spring of 2017. The new jail will improve the 24/7 interaction with other law enforcement
agencies throughout the County and will allow for physical and mental health facilities to
be housed under the same roof. He mentioned the challenge of the Diamondbacks law
suit and the Board will work hard to keep them in the downtown area.
Chairman Barney concluded by stating he is honored to be elected as Chairman of the
Board for 2017 and he will work hard to live up to the trust the Board has placed in him.
MEETING RECESSED
Chairman Barney recessed the meeting for a small reception to be held in the new Law Resource
Library.
MEETING RECONVENED
The meeting reconvened in the Sullivan Conference Room, 301 W. Jefferson St., 10th Floor,
Phoenix, AZ.

5. AQ-2016-003-RULE 280 (FEES)
Pursuant to A.R.S. §49-479(b), convene the scheduled public hearing, to solicit comments
and consider the adoption of proposed amendments to Maricopa County Air Pollution
Control Regulations Rule 280 (Fees). Following the public hearing, the Board is requested
to adopt the proposed amendments to Rule 280 (Fees). Upon Board approval, this item will
become effective January 4, 2017.
Rule 280 establishes the fees charged to owners and operators of sources of air pollution.
The Maricopa County Air Quality Department (department) is largely funded by a fee for

service model by charging permit application fees, annual administrative fees, hourly fees
for staff time to process Title V and Non-Title V permit applications and emission based
fees. Revenues generated from fees cover the operating costs of several programs within
the department. Currently, revenues generated by fees exceed the expenses of the fee
funded programs within the department, resulting in a yearly positive balance in the
department’s fee fund. The department is proposing dust control permit fee reductions in
Rule 280 to balance fee revenues with the expenses of the department’s fee funded dust
program. Rule 280 was last revised in 2010 and fees have been adjusted annually
thereafter per the Consumer Price Index (CPI). The department is unable to revise the fee
rule annually; therefore, fee adjustments are made annually per the CPI and a revised fee
schedule is established annually. The revised fee schedule is posted annually on the
department’s website. The department is proposing to update all of the Title V, Non-Title V
and General Permit fees to the most current 2017 Air Quality Fee Schedule. In addition,
the department is proposing to make several other revisions to update and improve Rule
280, including asbestos refunds options, accelerated permit processing, and expanded
general permit options. (C-85-17-012-M-00)
