Gila River Indian Community Grant Application Grant Cycle 2017 Narrative Please structure your proposal to provide the following information in the order indicated. Provide the narrative in paragraph form in the text field provided. Please be thorough but strive for brevity. 1. Briefly describe the organization’s history, mission and goals. The Daisy Mountain Fire District was created in 1988 to provide fire and medical services to the growing communities we serve today. We have grown to a 4 station fire department that serves 50,000 citizens with multiple programs to benefit our community. Our mission statement is “To protect and preserve life and property from the impact of fire, disaster, injury and illness, by providing fire suppression, fire prevention and emergency medical service to the citizens of the community we serve.” Our goals as a growing organization is to be able to improve and increase the services we provide. We always strive to be prepared and reduce our response times for all types of emergencies that we will encounter. 2. If the applying organization is non-municipal or a non-profit 501c, please describe your relationship with Arizona municipalities including past and present support, whether it be through partnerships, collaborations, in-kind contributions, grants, tax-based funding or other. Describe the supporting municipality’s role in this project. If the applying organization is a municipality governmental sub- division please enter the text “Not applicable.” Daisy Mountain Fire District is a special district tax-based entity that is funded through Maricopa County. Maricopa County is our pass through entity for grants funded by proposition 202. Daisy Mountain Fire is responsible for emergencies at multiple Maricopa County Regional Parks. We have the support from our neighboring municipalities for this project including Phoenix Fire, Scottsdale Fire and Peoria Fire-Medical (see attachements). The support from these departments comes from decades of their own Technical Rescue Teams (TRT) responding to a variety of technical rescues within our district. Our TRT will be a valuble resource for all municapalities in Maricopa County region to assist in technical rescues that require more than one team or multiple rescue calls at one time. Our Technical Rescue Personel will also be trained through the Phoenix Fire Departments 200 hour TRT course. 3. Describe the proposed project and planned goals and activities. The proposed project will directly benefit the Daisy Mountain Fire Districts (DMFD) citizens, automatic/mutual aid recipients and Maricopa County recreational enthusiasts. The first objective is to send 15 DMFD members through special operiations training at Phoenix Fire Departments 5 week, 200 hour Technical Rescue course that focuses on specialized training including trench rescues, swift water rescues, technical high angle rope rescues, confined space, industrial emergencies, structural collapse and mountain/trail rescues. The second Gila River Indian Community Grant Application Grant Cycle 2017 objective for this project will be purchasing the necessary individual load out gear (see attachment) and the required TRT support equipment (see attachment). The last objective of this project is to repurpose our reserve DMFD apparatus to be used as the support vehicle needed for this Technical Rescue Team. The planned goals/activities for the first years allocated grant money will be utilized to train 3 DMFD captains as subject matter experts for establishing the team and purchasing the necessary equipment. The second years allocated grant funds will be utilized for training 12 additional DMFD members required to constant staff the Technical Rescue Team. Once the DMFD members are trained, specialized equipment is received, and support vehicle is equipped, we will be able to add this vital resource into the 911 automatic/mutual aid system. We will coordinate trainings with the nearby Technical Rescue Teams to establish continuity with crews and equipment, as we will be working closely on emergencies valleywide. 4. Describe how the proposed project satisfies one or more of the priority funding areas identified by the Gila River Indian Community. Daisy Mountain Fire District is a committed fire department that provides fire and medical emergency services for the publics safety. The proposed project will enhance our efforts by combating the increasing technical rescues in our area. 5. Identify the needs/problems to be addressed, target population and number of people to be served by the project. Our fire district is 107 square miles of growing coverage area located in northern Maricopa County, with a majority of our 50,000 residences living in rural areas encompassing the communities of Desert Hills, Anthem, Black Canyon City and New River. Due to the rural setting and increasing population, we have seen a rise in flood water rescues. Currently our members have minimal training to support life safety rescue in slow moving flood water conditions. This has put our members in extremely dangerous situations with near misses that could have been avoided. With these funds we will be able to properly train and equip DMFD members to avoid these scenarios. Our district responds to a variety of high traffic recreational areas including; Maricopa County Regional Parks, Tonto National Forest, Bureau of Land Management and Arizona State Land. This Technical Rescue Team will not only improve our firefighter and public life safety in our fire district, but other heavily populated surrounding communities as well. Implementing this resource in our fire district will reduce the response Gila River Indian Community Grant Application Grant Cycle 2017 times for these emergencies. Currently we have to wait for a TRT to come from another fire department. 6. Define the project as a new or continuing program. This project is new to the Daisy Mountain Fire District. DMFD has been striving for the last 10+ years to establish a Technical Rescue Team without success due to the districts budget being severely constrained by Arizona’s property tax limiting legislation. Our fire district is committed to this project and will be contributing a 10% match of $31,206.64. Also, we are including an in kind contribution of a DMFD repurposed support vehicle in the estimated amount of $150,000.00. 7. Provide a brief timeline including start and finish dates. Indicate if the timeline is flexible. Once we are awarded the first year funding from this grant in October 2017, our timeline will be to train the first 3 DMFD captains in the Spring of 2018 TRT course. Following their completion of the course we will order the necessary equipement (see attachment) and arrange it on our repurposed support vehicle. When the second year funding is received in October 2018, we will enroll the next 12 DMFD members in the Spring of 2019 TRT course. Following their completion of the course we will be able to add this resource into the regional 911 automatic/mutual aid system. The flexibility of this project is limited due to the life safety impact to the public and the limited availability of the 5 week, 200 hour TRT course. The finish dates for this project will be spring of 2019. 8. Identify other organizations, partners or funders participating in the project and their roles. Daisy Mountain Fire District will be the funding partner for this project by contributing a total of $181,206.64. This is a combination of the 10% match or $31,206.64 and the in kind contribution of $150,000.00. 9. Would you be able to implement the proposed plan if your organization received partial funding for this project? The Daisy Mountain Fire District will not be able to fund this project beyond our 10% match and in kind contribution of $150,000.00 equaling $181,206.64. Due to the cost of backfill/overtime expense for the 15 DMFD members to attend the 5 week training course, DMFD will not be able to fund the start up costs of this vital TRT resource. Gila River Indian Community Grant Application Grant Cycle 2017 10. Describe your plan for project sustainability beyond the grant period. If this is a program/project previously funded by the Gila River Indian Community describe efforts made towards the previously described sustainability plan. Daisy Mountain Fire District will be able to budget the equipment, training and apparatus upkeep that is required to sustain this project. There is a standard for continued education in the valley with multiagency weekly TRT training that we will utilize. We have researched other fire departments TRT budgets and forecasted that we are able to sustain this project. 11. Describe your plan to document progress and results. Our Plan is to write multiple follow up reports on the progress of this project. There will be a period of time before the first 3 DMFD captains will be trained, equipment delivered and completing our re-purposed apparatus. During this time we will send an interim report to follow up on the status of the project. Once the second year funding is allocated, we will send another interim report to announce our accomplishments and plan for the next group of 12 DMFD members to be trained. When the final group has completed there training, we will conclude our final report. 12. Indicate any application to and/or awards made by a tribe other than the Gila River Indian Community for state shared revenues for this and any other project for the past five (5) years. If this information is included in a separate attachment, please indicate that here. Daisy Mountain Fire District has obtained a $250,000 grant for our Wildland Division 3 years ago from the Gila River Indian Community to purchase our Type 3 wildland apparatus. This grant has been a great benefit to our DMFD Wildland Division. We most recently received partial funding for $25,738.69 to purchase a Polaris 6x6 with a Fire/Rescue skid unit and trailer from the Salt River Pima-Maricopa Indian Community from their 2016 grant process. This apparatus was chosen for its wildland capabilities, special public event medical response, and ability to access remote locations for medical emergencies, which is a valuable piece of equipment to support a technical rescue team.
