Narrative
Please structure your proposal to provide the following information in the order indicated. Provide the narrative
in paragraph form in the text field provided. Please be thorough but strive for brevity.
1. Briefly describe the organization’s history, mission and goals.
Established in 1983 the Harquahala Valley Fire District is located in Maricopa County. Located
west of Phoenix, Harquahala Fire District covers 432 square miles. This coverage includes a
20-mile stretch of the I-10 Freeway. Our team is made up of 15 full-time members aided by paid
reserves, and two administration members. Harquahala Fire District uses a 48-hour on, 96-hour
off rotation schedule with an A, B, and C shift. We are here to ensure the safety and security of
those within our district.
Our department handles all medical issues, fires, hazardous material incidents, vehicle
extractions, and other calls for assistance as needed within our district. Additionally, the
department serves as needed for backup on large incidents on the mutual aid system. Our
Mission-“The Harquahala Valley Fire District exists to serve the citizens and guests of our
community, whenever needed. This is performed through prevention programs,
assistance activities, and emergency operations.” Realizing this honor, our fire service
family will only consist of superior professionals that are highly trained, caring, honest, and
willing to sacrifice. This will be accomplished in a cost-effective manner with maximum utilization
of resources, realizing our greatest resource is our members. As such, we will strictly adhere to
the Risk Management Profile and properly compensate and provide our members with the best
work environment possible.
2. If the applying organization is non-municipal or a non-profit 501c, please describe your relationship with
Arizona municipalities including past and present support, whether it be through partnerships,
collaborations, in-kind contributions, grants, tax-based funding or other. Describe the supporting
municipality’s role in this project. If the applying organization is a municipality governmental sub-
division please enter the text “Not applicable.”

3. Describe the proposed project and planned goals and activities.
The goal of this grant is to replace the unsafe fire apparatus so that our certified Firefighters will
be responding safely to our wildland and interface fires. The cost of purchasing equipment of
the shelf or used has not proven beneficial. In fact, our last apparatus purchase has proved to
be far more costly than the saving promised from the vendor nine years ago. The apparatus

purchase requested will assist Harquahala Valley Fire Department to safely provide protection
to our citizens and property as well as our neighbors. The purpose of this grant request is to
obtain a Type II apparatus that can serve as a wildland response vehicle but also have the
pump capacity and water tank to serve as a front line apparatus in the urban setting. The
implementation of this equipment into service would assist both our automatic and mutual aid
areas who also are primarily equipped with unreliable equipment. The primary benefit to our
community, if we receive this award, would be the enhanced ability to protect life and property
during fires in our wildland and urban interface areas. The award of this grant to upgrade our
apparatus capabilities is important to not just our department but our neighboring departments
as well. An additional benefit with this vehicle upgrade will be enhanced ability to access remote
residential areas that can be challenging during summer months as well as providing an
alternative water source in hydrant deficient areas.
4. Describe how the proposed project satisfies one or more of the priority funding areas identified by the
Gila River Indian Community.
Public Safety – programs and projects that enhance the efforts of police departments and fire
departments, crime prevention programs, reduction of environmental hazards, environmental
protection or quality, educational programs that promote public and individual safety, shelters.
This project will help keep the community members in the southern half of our district safe by
providing them with the response capabilities that only a type 3 brush engine can provide in
such a harsh environment. The acquisition of this truck will not only enhance fire response
capabilities but will also provide a means of response to medical calls.
5. Identify the needs/problems to be addressed, target population and number of people to be served by
the project.
As mentioned earlier, the key to having an effective response capability is by protecting your
members and mitigate the dangers the best way possible. This much-needed apparatus
provides the members with the latest and safest protection available and the community with a
reliable means of service delivery. The firefighter will have the piece of mind that they will arrive
safely and the on scene reliability will allow firefighter inside a burning building to be protected
for in the best manner possible. The community would be safer because the reliability of the
ability for the crews to do their jobs would be increased. It would be a horrible situation to have a
known rescue and to have the response not be able to act because of an outdated or obsolete
apparatus failed at a fire scene or even worse didn't allow the members to arrive on scene at all.
This project will provide safety for up to 2000 residents and will protect over 425 square miles
including protection of over 150,000 acres of pristine wilderness areas.

6. Define the project as a new or continuing program.
This will be a new acquisition for us and will be replacing an outdated type 6 brush truck. This
will be a one-time purchase with the district absorbing all future cost.
7. Provide a brief timeline including start and finish dates. Indicate if the timeline is flexible.
The project will take 1 year from award to implementation. Start time is flexable.
8. Identify other organizations, partners or funders participating in the project and their roles.
This project will also help partners in the largest automatic aid system in the world as well as
federal responses and emergencies. In the past, other agencies have co-manned our apparatus
at their expense to provide a true cooperative response.
9. Would you be able to implement the proposed plan if your organization received partial funding for this
project?
Not at this time. Our district just received notice that our total taxable value has decreased by
33%. Grant funding is more important now than ever before.
10. Describe your plan for project sustainability beyond the grant period. If this is a program/project
previously funded by the Gila River Indian Community describe efforts made towards the previously
described sustainability plan.
The only cost to the district after purchase is for operation and maintenance. This will be
replaced with the funding that was allocated to the old type 6 brush truck. The district will absorb
all future cost.
11. Describe your plan to document progress and results.
Our district maintains and reports all response information utilizing the phoenix cad system and
NFIRS. An ongoing evaluation will be conducted by the department through the use of our
starategic plan and standards of coverage.
12. Indicate any application to and/or awards made by a tribe other than the Gila River Indian Community
for state shared revenues for this and any other project for the past five (5) years. If this information is
included in a separate attachment, please indicate that here.
This is only our second year applying for state shared revenue, and we were unseccessful in
receiving funding in previous attempts. We will be also applying for smaller equipment grants
through other organizations this grant year.
