Provide the narrative in paragraph form in the text field provided. Please be thorough but strive for brevity. 1. Briefly describe the organization’s history, mission and goals. The Housing Authority of Maricopa County (HAMC) was created in 1943 in an effort to develop, maintain and offer affordable housing opportunity to Maricopa County’s low-income families. Since its inception HAMC has incorporated family supporting services through partnerships and strategic collaborations. Our goals remain the same since 1943: “To improve the quality of life and strengthen communities by developing and sustaining affordable housing programs; and to become a leading housing authority by exemplifying best practices, offering innovative affordable housing programs, and expanding accessibility throughout Maricopa County.” 2. If the applying organization is non-municipal or a non-profit 501c, please describe your relationship with Arizona municipalities including past and present support, whether it be through partnerships, collaborations, in-kind contributions, grants, tax-based funding or other. Describe the supporting municipality’s role in this project. If the applying organization is a municipality governmental sub- division please enter the text “Not applicable.” Not applicable 3. Describe the proposed project and planned goals and activities. The John Hollar and John Baden Housing Communities were developed in 1980 and 1959 respectively, Hollar Homes counts with 25 units and Baden Homes counts with 20 units for a total of 45 combined units. All housing units in both developments have been maintained to meet HUD standards. However, after 57 and 36 years since their construction some major replacements need to take place in order to continue offering healthy, comfortable and quality affordable housing. Both Hollar and Baden need substantial repairs and or replacements to increase water and energy efficiency. Housing Authority Maintenance Staff has identified three priority areas. If awarded funds will be invested to meet the following goals and perform related activities. Goals & Activities A. Priority area one; water issues: Baden and Hollar outdoor main water and irrigation systems need to be replaced. Both properties are experiencing water waste due to pipe ruptures and persistent leaks across the entire development of 45 housing units. Goal_1: Reduce water consumption a. Activity 1.1: Remove all water supply lines from street main to housing structures. b. Activity 1.2: Replace all water supply lines from street main to housing structures. Gila River Indian Community Grant Application Grant Cycle 2017 c. Activity 1.3: Design and install limited irrigation systems to water small grassed areas and trees to provide shade and playground for kids and adults. B. Priority area two; Landscaping: Landscaping on both properties are covered but various areas of unplanned grassed areas. Those areas tend to be underwater or underwater as all watering is performed manually. This has caused substantial waste of water and uneven growth of grass. Further, the amount of grass in both properties is underutilized and needs to be redesigned including a new irrigation controlled system, desertscape areas, desert low-water use plants and some strategic grassed areas to provide space to play for all age groups. Goal_2: Increase water efficiency, provide designed play space and increase curb appeal. a. Activity 2.1: Design a comprehensive and integrated landscape master plan to include desert landscape primarily, strategic planting of desert trees and plants and well located grassed areas for kids and families to play. b. Activity 2.2: Design an efficient and long lasting irrigation programmable system with monitoring software to efficiently manage water use while maintaining plants and grass fully. C. Priority area three; windows: Hollar and Baden still count with original single pane windows. Both properties have been maintained to meet highest standards but windows need to be replace. Goal_3: Increase thermal comfort, reduce power usage and increase energy efficiency. a. Activity 3.1: Remove existing windows in all 45 housing units. b. Activity 3.2: Install windows in all 45 housing units with double pane, energy efficient glazed windows. D. Priority area four; roofs: Roofs on both properties need repairs and or replacements to ensure the safety of all families and durability of the entire building as a unit. Goal_4: Expand roof durability to keep families safe and housing units intact from water damage. a. Activity 4.1: Repair and replace all housing units’ roofs. E. Priority area five; safety: Mechanical systems and doors need to be replaced in all units to ensure entry safety and indoor safety and comfort. Goal_5: Increase home safety, curb appeal and indoor air quality and comfort. a. Activity 5.1: Remove and replace all front doors. b. Activity 5.1: Remove and replace 4.
