14. Project Name: Thermal Imaging Cameras 2017
15. Purpose of Grant: To supply firefighters with vital life safety equipment designed to locate victims in
structure fires during extreme conditions of heavy smoke and fire. Thermal Imaging Cameras (TICs) allow
firefighters to see through the heavy smoke and locate victims so they can be rescued alive. Without this
equipment firefighters are searching by feel and guessing where someone may be in a smoke filled
environment. Thermally Imaging technology has been a game changer for victims of fire. This funding
would be used to put two new TIC’s on fire engines that currently do not have modern TIC’s.

Narrative
Please structure your proposal to provide the following information in the order indicated. Provide the narrative
in paragraph form in the text field provided. Please be thorough but strive for brevity.
1. Briefly describe the organization’s history, mission and goals.
North County Fire & Medical District (NCFMD) serves the Northwest Phoenix Metropolitan area with
150 uniform, civilian and volunteer members. The District was formed in 1981 and has grown to
protect roughly 55,000 people within a 90 square mile area that includes the communities of Sun
City West and Wittmann. The District provides fire, rescue and medical response as well as other
community services and education. Our mission is to protect life and property and to enhance the
well-being of all those we serve. We are dedicated to values of respect, integrity, compassion and
leadership amongst ourselves so that we may proudly serve others. The District is a unique
organization, with a history of using innovation to delivering the highest of customer service to all
those we serve. In 2016, the District responded to over 11,000 calls for service with an average
response time of under four minutes. The District recently consolidated with the Wittmann Fire
District and now delivers services from five fire station. The District has the vision and goals to
provide execptional services, through teamwork, to promote an innovative, responsive, and
professional District that adapts within a changing environment. Utilizing collaborative working
relationships, we strive to be a leader in our industry. We endeavor to be fiscally responsible with
the single purpose of serving the greater community good. This project request directly contributes
to these goals and will greatly enhance our ability to serve and protect the community.
2. If the applying organization is non-municipal or a non-profit 501c, please describe your relationship with
Arizona municipalities including past and present support, whether it be through partnerships,
collaborations, in-kind contributions, grants, tax-based funding or other. Describe the supporting
municipality’s role in this project. If the applying organization is a municipality governmental sub-
division please enter the text “Not applicable.”
Not Applicable
3. Describe the proposed project and planned goals and activities.
The goal of this project is to provide two Thermal Imaging Cameras (TICs) to firefighters so they
can better perform the task of rescuing victims of structure fires. These cameras are a vital life
safety tool designed to locate victims in structure fires during extreme conditions of heavy
smoke and fire. TICs allow firefighters to see through the heavy smoke and locate victims so
they can be rescued while they are still breathing and will survive. Without this equipment,

firefighters are searching on their hands and knees by feel and guessing where someone may
be in a smoke filled environment. Thermal imaging technology has been a game changer for
victims of fire. This funding would be used to put two new TIC’s on fire engines that currently
do not have modern TIC’s.
4. Describe how the proposed project satisfies one or more of the priority funding areas identified by the
Gila River Indian Community.
As a public safety organization, this proposed project and funding request by the NCFMD directly
satisfies the priority funding area stated as “programs and projects that enhance the efforts of
police and fire departments…” As stated in our mission statement, public safety is our number
one priority.
5. Identify the needs/problems to be addressed, target population and number of people to be served by
the project.
These TICs will be used on fire engines that serve the communities of Wittmann and Sun City
West. These engines currently do not have modern TICs or, in the case of the Wittmann
engine, have an obsolete used camera that was donated to them from another fire department.
This older camera is not reliable and is not useful in all fire situations. These new cameras
would benefit all District residents, approximately 55,000 people, as they would be available to
be used on all fire incidents. Due to limitations in capital funding and tax revenues, funding from
GRIC would ensure that we can provide this lifesaving equipment for all of our customers.
6. Define the project as a new or continuing program.
This request to GRIC is a new project for the District. We have other TICs, but not enough to
supply every fire engine in the District. It is imperative that every fire engine have this
equipment to save lives.
7. Provide a brief timeline including start and finish dates. Indicate if the timeline is flexible.
Once funded, the equipment could be obtained within 30 days. The timeline can be flexible and
we would be open to any timeline changes necessary to meet your funding program.
8. Identify other organizations, partners or funders participating in the project and their roles.
This equipment would benfit any and all we serve, but there are no specific partners. NCFMD
does participate in the Valley Regional Automatic Aid Consortium and responds to any and all
agencies in the consortium. These TICs can be used to save lives anywhere within the
consortium.
9. Would you be able to implement the proposed plan if your organization received partial funding for this
project?

Gila River Indian Community Grant Application
Grant Cycle 2017
We could purchase only one TIC if only half the funding was granted to us. We would have to
look for funding for the balance of the project or other funding sources, but any funds you could
provide would be greatly appreciated.
10. Describe your plan for project sustainability beyond the grant period. If this is a program/project
previously funded by the Gila River Indian Community describe efforts made towards the previously
described sustainability plan.
The is no previous sustainability plan to justify as NCFMD has never received funding for this or
any other project from GRIC or any other tribal grant program from any tribe in the State.
NCFMD ensures that this type of equipment is inspected and tested as required by industry and
federal standards. This type of equipment has a ten year live expectancy before it needs to be
replaced under normal circumstances.
11. Describe your plan to document progress and results.
NCFMD has written policies on procurement of capital items such as proposed in this request.
The District would document all the steps for this project procurement, including development of
specifications, requests for bids, delivery and placing the equipment in service. NCFMD follows
best practices as recommended by the Government Finance Officers Association of the United
States (GFOA) and public records can be produced to show that the funds were used as
intended.
12. Indicate any application to and/or awards made by a tribe other than the Gila River Indian Community
for state shared revenues for this and any other project for the past five (5) years. If this information is
included in a separate attachment, please indicate that here.
NCFMD has never received funding from this or any other tribal/state shared revenue grant
programs. As stated, the former Wittmann Fire District was consolidated into NCFMD in 2016.
Wittmann had received badly needed funds to build/remodel their fire station and this request
will be used to purchase TIC’s for two fire engine that serve the community of Wittmann.
