EXHIBIT B-1
ADDITIONAL SCOPE OF WORK
1.0 INTENT:
The purpose of this exhibit is to expand the scope provided by the Grant Thornton project team.
The expanded scope will increase the Grant Thornton budget for the Phase IV Implementation
phase of the ULTIS project. Since the ULTIS project kick-off in May 2016, the scope and
expectations of project team excluding the prime integrator, hereby referred to as the "Project
Team", has expanded.
2.0 SCOPE OF WORK:
The services to be completed by Grant Thornton in the Phase IV Implementation phase will
increase. The increases are in the areas of reporting, quality support, and project oversight.
Background
In February 2017, the Maricopa County Treasurer's Office (MCTO) undertook a Resource
Assessment to determine, plan, and manage the optimal resource levels for the Implementation
Phase of the ULTIS Project. A high performing Project Team is vital to the success of the ULTIS
project and the accomplishment of the Project Team's deliverables.
The assessment determined that increased scope of the Project Team has created several
resource constraints in the ULTIS project, which has created risk to the project schedule, quality,
and vendor management. MCTO leadership has determined there is an increased resourcing
need for reporting, testing, and project oversight. MCTO has been able to fill many of these
resource needs with internal County employees.
Some resource needs are highly specialized and specific to the ULTIS project deliverables. MCTO
asked Grant Thornton to increase the Grant Thornton Project Scope to meet the expanded scope
of the ULTIS Project Team. The additional Grant Thornton resources are required to meet the
increased scope needs. The increased resources are expected to lower project risk with improved
project performance, increase the likelihood of success, and decrease project risk.
Implementation Support Services
Grant Thornton will provide implementation support services for the following work-streams:
reports analysis & validation, quality support and project oversight. The support includes
dedicated project resources that are assigned to support ULTIS Project Team implementation
project activities.

The Grant Thornton team will complete the following major steps to provide expanded project
management, testing and business analysis services during the TIS Replacement project.
Reports Analysis & Validation
Amendment 2 is being expanded to include requirements gathering, design and validation of
approximately 300 reports for accounting, investment management and property tax. Grant
Thornton will help MCTO determine information requirements, communicate them clearly to
stakeholders, facilitators and partners, and check the integrity of data being provided in the
reports.
Key Outcomes and responsibilities include:
• Document reporting requirements for accounting, investment and property tax as part of
the Dynamics, Sympro, and Aumentum process
• Design required reports
• Recommend and create plan to develop reports
• Recommend and create plan to test reports
• Work with Testing team to validate reports
Test Management
In order to guarantee the highest quality outcome, the ULTIS project will expand Quality Support
under Amendment 2 to include Test Management responsibility of the unit, functional, end-to-
end, and user acceptance testing. Whereas Amendment 2 asked Grant Thornton to "support the
County in functional and integrated test cycles throughout the project," this Amendment
expands Grant Thornton's role to organizing and controlling the Testing process; and ensuring
visibility, traceability, and control of testing process to deliver high-quality software.
Key Outcomes and responsibilities include:
• Create and manage integrated test plan
• Review test cases scripts
• Assist in triaging test issues and bugs
• Coordinate test resources
• Coordinate test data
• Coordinate test configuration

• Work with project management team to report status of testing
Program Integration
Due to ULTIS project complexities, Amendment 2 Project Coordination will be expanded to
include managing all project integration aspects of technical, program and organizational
integration. Greater program integration will drive the planning, design, development, testing,
deployment and post-launch support activities for all aspects of the ULTIS Dynamics, Syrnpro,
and Aumentum efforts.
Key Outcomes and responsibilities include:
• Identify and mitigate gaps in work streams
• Coordinate multiple work streams, ensuring architectural fitness, communication, and
collaboration.
• Improve project processes for more effective delivery
• Plan deployment and post go-live support activities
• Project Team resource management
• Oversight of the integrated project schedule
• Coordinate program responsibilities and shared responsibilities

Estimated Timeline
The chart below provides an estimated timeline for Phase IV Implementation phase. The project
resources will support the delivery of all relevant project milestones, tasks and activities. Price
per Deliverable and Labor Cost under exhibit A is based on this timeline. A change in the timeline
will impact Exhibit A.

Solution Implementation:
Grant Thornton will produce the following deliverables in accordance to the frequency and/or
project milestones identified in Exhibit A.

Implementation Support Deliverables:
Grant Thornton will produce the following recurring deliverables while supporting the
implementation project team.
GT Status Report
Grant Thornton will produce a bi-weekly status report organized by work stream that describes,
in detail, the activities performed by the Grant Thornton team, meetings attended and
conducted, and completed tasks for the reporting period. it will also include planned activities,
meetings, and tasks to be completed for the following reporting period. The GT Status Report
will be expanded to include activities from the Test Manager, Integration Lead and Reports
Analyst.
Project Risk & Issue Register
Grant Thornton will conduct a comprehensive monitoring of the project. Based upon the
principles of the Project Management Body of Knowledge (PMBOK), the monitoring will review
all aspects of the project structure. The Risk & Issue Register will be expanded to include risks
and issues identified by the Test Manager, Integration Lead and Reports Analyst.
Data Conversion Readiness Report

Project Health Report
To establish effective overall project health reporting from the beginning, Grant Thornton
will work with MCTO to develop a Project Performance Matrix, to agree on the project
components that should be reported upon, as well as the standards and measures that
will be used to quantify progress. The performance and progress information contained
in the Project Health Report will be expanded to include the new reporting, quality
support and project oversight activities.

Prime Integrator Deliverable Review Report
Expanded activities regarding reporting, quality support, and project oversight of the
Prime Integrator's deliverables and key work products will be added. A deliverable review
checklist template will be established to facilitate the review. Review results will be
documented in the template for each deliverable and key work product. This feedback
will be provided to the County to be included in the overall feedback provided back to the
Prime Integrator. The review checklist will assess overall deliverable quality and indicate
readiness and adherence to acceptance criteria. On a quarterly basis, all completed
deliverable reviews will be included, along with a high-level summary, in the Prime
Integrator Deliverable Review Report.
Phase Gate Quality Report
Prior to County acceptance for each project phase, Grant Thornton will lead a Quality
Gate Review meeting with County stakeholders and the Prime Integrator. The objective
of the meeting is to evaluate project progress in the context of Project schedule and
timeline (actual vs. forecasted), Issues, risks and their impacts, and Quality of Prime
Integrator deliverables and overall contract compliance. The Phase Gate Quality Report
will be expanded to include the new reporting, quality support and project oversight
activities that impact the information contained in the Phase Gate Quality Review Report.
