Karen Osborn, Elections Director, stated there are 1,700 pages of detailed information
contained on the compact disk given to each Supervisor.
Supervisor Gallardo asked why there were 36,923 provisional ballots. Ms. Purcell
responded there were several factors such as: new residence, change of address, name
change and protected names. Ms. Osborn noted a provisional ballot is a fail-safe way to
vote in these instances. Provisional ballots are also used for those people who go to the
polls but are not registered to vote. These ballots cannot be counted.
Discussion ensued on provisional ballots and ballots received or returned by mail.
Chairman Hickman asked how many poll workers worked on election day. Mr. Purcell and
Ms. Osborn responded there were over 4,000 and approximately 200 Recorders and
Election office employees.
Supervisor Chucri asked if there were any lessons learned. Ms. Purcell noted there is no
perfect election and suggested taking a look at the reporting system.
Supervisor Barney stated elections have a unique environment with early ballots.
There was discussion on the election ballot process and election day events.
Supervisor Kunasek stated he was in New York City on election day and was able to see
the long lines that sometimes wrapped around city blocks. He noted his appreciation of all
the work that Ms. Purcell and Ms. Osborn do and have done throughout the years.
Chairman Hickman thanked Mr. Purcell and Ms. Osborn for their work and years of
service as well.
