FY 2018 Maricopa County Sheriff’s Office Requests over Baseline One-Time Funding--Revised Agenda Item Attachment: Prepared 2/28/2017 1) Mobile Data Computers (MDCs) 1.2 million. The Panasonic MDCs were purchased in 2012 and the equipment warranties expired in 2015. Industry standard useful life for hardened laptops of this era is two to three years. Due to the age of this equipment, spares are no longer available. When an MDC fails, it has to be returned to the vendor for repair, a process which can take a number of weeks. These systems are used to collect critical traffic stop data for compliance with the Melendres Court Order. It is prudent to plan for an orderly refresh of the laptops rather than wait for across-the- board system failures. Replacement is planned over two Fiscal Years with the first phase in FY18 and the second in FY19. Total estimated project cost is $2.5 million for 310 MDCs. Recurring costs are covered in existing operating budget. 2) VHF Radio Unit Replacement at the MCSO Lakes Division – 127 Units, $445,000 to provide critical communications coverage at remote locations where communication via the County SmartZone system is not reliable. The portable and mobile VHF radios deployed in MCSO were purchased in 2006. Industry standard life-cycle for radios is seven years. This issue is particularly critical at Lake Patrol and for search and rescue operations. There is no alternative mechanism to address this issue as cellular reception in the affected areas is nearly nonexistent as well. Radio failure potentially presents a life safety issue for deputies and citizens. Total future cost to replace mobile and portable VHF radios is approximately $1.7m for 541 radios. Server Refresh, replacement of thirty five (35) servers that have reached or will reach end of life in FY 2018--$750,000. The Sheriff’s Office has 35 blade servers that are currently at or approaching end of life. The age of the servers is preventing software upgrades which presents potential data and network security issues. The immediate need is to replace seven servers that are already end-of-life; approximate cost is $147,000. Storage Upgrades for-- $800,000. The Sheriff’s Office is experiencing exponentially increasing data storage demands due, in part, to documentation requirements associated with the Melendres Court Order. Current storage arrays are coming off five- year warranty periods this spring. Warranty extensions can be purchased at an approximate cost of $125,000 annually. However, in holistically evaluating the storage needs of the Office and developing plans to structure on-site and cloud storage to best meet those requirements, this equipment needs to be replaced. The Office is implementing an Azure Cloud solution as a lower cost data storage option; however, local storage devices will still be required for database and virtual servers. This request is to purchase two storage arrays to provide additional storage capacity. 5) Taser replacement of 300 Tasers and related equipment, 200 for detention and 100 for sworn for which warranty periods are have expired or are expiring at a cost of $920,000.
