Jefferson, 10th Floor, Phoenix, AZ 85003, with the following members present: Denny Barney, Chairman, District 1; Steve Chucri, Vice Chairman, District 2; Bill Gates, District 3; Clint Hickman, District 4; Steve Gallardo, District 5. EXECUTIVE SESSION Vote to convene in Executive Session to consider the items on the Special Executive Agenda dated January 11, 2017, for Board of Supervisors and relevant Special Districts pursuant to the statutory authority listed for each item. Motion to approve by Supervisor Chucri, seconded by Supervisor Hickman Ayes: Barney, Chucri, Gates, Hickman, Gallardo RECONVENED as Board of Supervisors OPEN SESSION BOARD OF SUPERVISORS 2. CHIEF DEPUTY ASSESSOR SALARY Pursuant to ARS § 11-419(C) approve the Market Range for Chief Deputy Assessor and the salary for the Chief Deputy Assessor as discussed in Executive Session. (C-31-17- 024-6-00) Motion to approve new market range for the position of Chief Deputy Assessor to be from: $53.56 to $80.12, and set the Chief Deputy Assessor, Tim Boncoskey's salary at: $77.95 per hour. by Supervisor Chucri, seconded by Supervisor Hickman Ayes: Barney, Chucri, Gates, Hickman, Gallardo 3. CHIEF DEPUTY TREASURER APPOINTMENT Special Meeting Minutes Wednesday, January 11, 2017 Page 2 of 4 Pursuant to ARS §11-409 and ARS § 11-419(C) approve the appointment of the Chief Deputy Treasurer, the Market Range for Chief Deputy Treasurer and the salary for the appointee as discussed in Executive Session. (C-31-17-025-6-00) There was discussion on salary amount and keeping it within the range of similar counties as well as looking at Chief Deputy’s salary. A suggested salary in the range of $143,000 to $150,000 was also discussed. Motion to approve the appointment of Russell Pearce as the Chief Deputy for the newly elected Treasurer, Royce Flora. The new salary range for this position shall be from: $51.04 to $79.96, and setting Mr. Pearce's salary at: $75.48 per hour. by Supervisor Chucri, seconded by Supervisor Bill Gates Ayes: Barney, Chucri, Gates, Hickman Nays: Gallardo MEETING RECESSED Chairman Barney recessed the Board of Supervisors to convene as the Board of Directors of the Stadium District. Jefferson, 10th Floor, Phoenix, AZ 85003, with the following members present: Denny Barney, Chairman, District 1; Steve Chucri, Vice Chairman, District 2; Bill Gates, District 3; Clint Hickman, District 4; Steve Gallardo, District 5. LEGAL SERVICES STADIUM DISTRICT (171162-CI) Take action consistent with direction given in Executive Session regarding legal representation for the Stadium District in the matter of AZPB Limited Partnership et al. v. Maricopa County Stadium District et al. This matter was heard in Executive Session on January 11, 2017. (C-73-17-023-3-00) Motion to approve contracts pursuant to the Maricopa County Procurement Code, Section MC1-351, competition impracticable, with the following firms to represent the Stadium District in the matter of AZPB Limited Partnership et al, v. Maricopa County Stadium District et al., CV2017-000323, filed in Maricopa County Superior Court. Each contract has a not-to-exceed limit of $500,000. The effective term of each contract is January 11, 2017 through January 10, 20187 with four (4) one-year renewal options. INCREASE FY2017 EXPENDITURE BUDGET FOR THE STADIUM DISTRICT Approve an increase in budget and expenditure authority in FY 2017 Stadium District (D680) Ballpark Operations Fund (253) Non Recurring Non Project (NRNP) of $500,000 for an increase in legal services. Funding for the $500,000 increase will come from the Fund Balance of Ballpark Operations Fund (253). The Maricopa County Stadium District has seen an increase in legal services resulting from the disputes with the tenant of Chase Field over the collective agreements which has now been compounded by the introduction of litigation and the required services of additional outside counsel.
