Average Domestic Violence Population 1200 1000 800 600 400 200 0 FY15 Actual FY16 Actual FY17 Projection FY18 Projection Justice System Clerks – requesting 5 We currently have 73 Justice System Clerks with 865 officers for a ratio of 11.8:1. In FY2013, we had 69 Justice System Clerks with 762 officers for a ratio of 11:1. So, while our officer number has increased by 103, we’ve only added 4 of these support positions. We used to be at a much lower support staff to officer ratio and don’t feel that an 11:1 ratio is ideal to accomplish all that is required of these positions. However, this request moves us in the right direction . These positions: act as the receptionist; perform cash receipting functions as sworn Clerks for RFR as well as Intensive Probation; process bank deposits; set up files for new clients; pull Department of Corrections records; run criminal history reports; perform entry and verification work in the statewide probationer database; and prepare modifications, warrants and summonses for the Court. In addition, we will be moving into the new Southwest Court facility and will need an additional position for this location. When there isn’t sufficient support staff for the completion of these duties, officers must take time away from their supervision of caseloads to get these functions completed. 5 Dispatcher (Communications System Operator) – requesting 1 The Adult Probation 24/7 Communications Center currently monitors 977 active radios for Adult Probation, Juvenile Probation and Superior Court Security and has 21 Communications Systems Operator positions. In addition to radio coverage, these operators handle thousands of calls each month from criminal justice, law enforcement, and after hours GPS alerts for pretrial and sex offender populations plus all radio emergency calls from officers. From Mondays through Thursdays, a minimum of 6 operators are needed to cover the radio and phone traffic on each of the day and swing shifts; 4 operators are needed at a minimum to cover the radio and phone traffic on the night shift. From Fridays through Sundays, a minimum of 4 operators are needed to cover the radio and phone traffic on each of the day and swing shifts; 3 operators are needed at a minimum to cover the radio and phone traffic on the night shift. This daily coverage takes just about all of our current 21 operator positions and doesn’t provide relief for judicial required trainings, meetings, emergency drills, sick coverage, and vacation coverage.
