(C-20-17-017-P-00) Chris Cushing, Nelson Mullins Riley & Scarborough LLP Jennifer Pharaoh, Nelson Mullins Riley & Scarborough LLP Rick Bohan, Director, Governmental Relations Rick Bohan, Director of Governmental Relations, stated that his office, Chris Cushing and Jennifer Pharaoh have had the opportunity to meet with each department, Supervisor and their staff, and have clear ideas what each entity would like to see accomplished with the 2017 Federal Legislative Agenda for Maricopa County. Chris Cushing stated that with the new administration and new congress being a unified government, he expects a great deal of activity with the issues. He will be meeting with Arizona’s Representatives and Senators to make them aware of the County’s issues. One of the issues of concern is the inability to get clear direction from the Bureau of Land Management (BLM) in working with the Army Corp of Engineers. The new administration wants to streamline regulatory issues which will help with this problem. Special Meeting Minutes Wednesday, December 07, 2016 Page 2 of 4 Mr. Cushing explained there are two things being brought before the Board: 1. Departmental proposals 2. Policy submissions for consideration The major issues that have the potential to impact Maricopa County are the following: The Affordable Care Act Border Security and Immigration Transportation and Infrastructure Improvement Opportunities Regulatory Proposals In speaking with departments and agencies, infrastructure spending and regulatory proposals appear to have the most interest. Chairman Hickman asked questions about infrastructure spending and where the emphasis will be – the building of new highways or repairs of highways already in place. Mr. Cushing explained the decisions are usually made in accordance with census results. This sometimes causes rapidly growing areas to be left without needed funding and other areas overfunded such as along the east coast where the population might be declining. Supervisor Kunasek was interested in information pertaining to the possible realignment of Arizona regarding the Circuit Courts of Appeals and the Environmental Protection Agency (EPA). He urged everyone to continue to look at realignment with other mountain counties. He stated his concerns with the significant issues that impacted the parks and forests from the last government shutdown. He would like a contingency plan put in place where local government could take the lead in these situations. Supervisor Chucri recognized Mr. Cushing and his organization as a great asset to Maricopa County and the effort they put forth on so many issues that affect the County. Mr. Cushing responded that he expects to have more opportunities to be on the offensive and moving issues through rather than always being in a defensive position. Supervisor Chucri stated his priorities are the EPA and transportation issues. Supervisor Gallardo stated that the economy is a big issue with most citizens. He expressed his opinion that there are some key portions of the Affordable Care Act that need to be protected because so many people are dependent on these key portions. He said that the Affordable Care Act may be one of the first major items to hit the President’s desk. He expressed his concerns about immigration and the impact it may have on the nation’s economy as well as the need for a balanced approach with the EPA. He stated the environment needs to be protected but at the same time the economy and businesses need to keep moving forward. Mr. Cushing recommended an article on Deferred Action for Childhood Arrivals (DACA) found in today’s Wall Street Journal. He said it could have a calming effect on those who are frightened by immigration reforms. Mr. Cushing also recommended coalitions where it would be beneficial to have Supervisor Gallardo’s input and leadership. Supervisor Kunasek informed the Board that Bill Gates, the incoming Supervisor for District 3, will be a great resource for the Board in using his contacts with cities, businesses and in Washington D.
