Report to the Board of Supervisors
Prepared by the Maricopa County Planning and Development Department
Board Hearing Date: February 7, 2024
Case #/Title: Z2023113 – Chandler Heights Storage
Supervisor District: 1
Applicant/Owner: Greg Davis, Iplan Consulting / Cannon Family Living Trust
Request: Zone Change with Overlay with Precise Plan of Development from
Rural-43 to C-2 CUPD
Site Location: Generally located approx. 1,266 west of the SWC of McQueen Rd.
and Chandler Heights Rd. in the Chandler area.
Site Size: Approximately 2.6 acres
County Island Status: Yes - City of Chandler
Additional
Comments: The zone change and overlay request is to accommodate the
development of a self-storage facility on a long under-developed
parcel surrounded by City of Chandler jurisdiction. Although the
proposal does not meet City of Chandler’s general plan
contemplated use of a golf-course, staff is comfortable with the
zone change as a valid infill proposal that would mitigate attracting
nuisances typical of vacant / underdeveloped parcels surrounded
by development. There are no outstanding concerns from reviewing
agencies. No public opposition was received for this request.
Since the publishing of the report to the commission, Staff
recommended changes to conditions ‘d’, ‘e.1’ and ‘e.2’ to allow the
developer a reasonable amount of time to acquire a will-serve for
municipal water service, remove references to sewer service as the
proposal includes a permanent on-site septic solution, clarify
maximum building height, and clarify amount of parking spaces for
each use. Staff clarifications to conditions ‘d’ and ‘e’ are shown with
eliminated text in strikethrough and new language underlined and
bold:
d. Within 30 days of Board approval, Prior to certificate of
occupancy, the applicant shall provide the Maricopa County
Planning and Development Department with an executed pre-
annexation service agreement with the City of Chandler that
identifies the detail for when the proposed project will be annexed

and the provision of water and sewer service. In lieu of pre-
annexation service agreement the developer must provide a ‘will
serve’ letter from the certificated water and sewer provider(s).
e. The following C2-CUPD overlay standards shall apply:
1. Maximum Height: 35 feet.
2. One parking space per 980 sf of sales office floor area and One
parking space per 11,324 sf of self-storage warehousing area - 5%
of provided spaces must be designated ADA Accessible
This language is included in the Commission’s recommendation
below.
Commission
Recommendation: On 1/11/24, the Commission voted 8-0 to adopt a motion
recommending the Board of Supervisors approve Z2023113
subject to conditions ‘a’ – ‘j’:
a. A Plan of Development is approved subject to site plan entitled “Plan of Development for
a Self Storage Facility for High Bridge Partners, LLC” consisting of 10 full-size sheets,
dated 11/16/23, and stamped received 12/8/23. The plan of development may be
amended administratively under separate application as long as the amendment complies
with the established CUPD development standards as approved by the Board of
Supervisors. Staff may determine slight refinements to remain in substantial
conformance with the approved site plan. Minor and major amendments to the site plan
will be determined in accordance with Chapter 3 of the Maricopa County Zoning
Ordinance.
b. Development of the site shall be in substantial conformance with the narrative report
entitled “Chandler Heights Storage”, consisting of 11 pages, dated November 2023, and
stamped received 12/8/23, except as modified by the following conditions.
c. The following Planning Engineering conditions shall apply:
1. Site will be graded to drain to a retention basin.
2. Construction details for basin including verification of required volume, retaining
wall construction, underground retention pipe will be reviewed at the time of
building permit.
3. Construction details for basin outlet configuration and drywells will be reviewed at
time of building permit.
4. Dry floodproofing design needs to be provided with building permit plan set and
FEMA Flood Proofing Certificate provided (at design and finished construction
stages).
5. Floodplains must be clearly mapped on construction plans. Disturbance to the
floodplain will require a floodplain use permit concurrent with building permits.

6. Chandler Heights Road is City of Chandler jurisdiction. Applicant to contact the
City of Chandler regarding access, right-of-way, and required improvements to
Chandler Heights Road.
7. The subject site is located within the County’s Urbanized Area. A Storm Water
Pollution Prevention Permit (SWPPP) from the County will be required prior to
issuance of any construction permits. This does NOT preclude the requirement to
obtain a Notice of Intent to Discharge (NOID) from the State (ADEQ), as may be
required.
8. FEMA Dry Flood-Proofing Certification and design to be presented with the
application for Building Permits.
9. Engineering review of planning and/or zoning cases is for conceptual design only.
All development and engineering design shall be in conformance with Section
1205 of the Maricopa County Zoning Ordinance; Drainage Policies and Standards;
Floodplain Regulations for Maricopa County; MCDOT Roadway Design Manual;
and current engineering policies, standards and best practices at the time of
application for construction.
10. Based on the conceptual design nature of the information submitted, changes to
the site layout may be necessitated by the final engineering design of the site’s
drainage infrastructure.
11. Detailed Grading and Drainage (Site Infrastructure) Plans must be submitted with
the application for Building Permits.
d. Prior to certificate of occupancy, the applicant shall provide the Maricopa County Planning
and Development Department with an executed pre-annexation service agreement with
the City of Chandler that identifies the detail for when the proposed project will be annexed
and the provision of water service. In lieu of pre-annexation service agreement the
developer must provide a ‘will serve’ letter from the certificated water provider.
e. The following C2-CUPD overlay standards shall apply:
1. Maximum Height: 35 feet.
2. One parking space per 980 sf of sales office floor area and One parking space per
11,324 sf of self-storage warehousing area - 5% of provided spaces must be
designated ADA Accessible
3. Uses allowed: Self-storage facilities and ancillary uses.
f. The following Maricopa County Environmental Services Department (MCESD) conditions
shall apply:
1. A Notice of Intent to Discharge application for an onsite wastewater treatment
(septic) system is required for any construction. Application must be submitted to
the MCESD Onsite Wastewater Program.
2. Wastewater is not permitted to discharge to an adjacent parcel’s septic system.
February 7, 2024
Z2023113

3. Setback requirements must be maintained per Arizona Administrative Code, Title
18, Chapter 9, Article 312, C (Features Requiring Setbacks).
4. An Approval to Construct application is required and must be submitted to
MCESD’s Subdivision & Infrastructure Program for water, reclaimed water and/or
wastewater system infrastructure.
5. A will serve letter issued by the Utility is required and must be submitted to MCESD’s
Subdivision & Infrastructure Program if the site/development will be provided with
water and/or reclaimed water by a Utility. A capacity assurance letter issued by the
Utility is required to MCESD’s Subdivision & Infrastructure Program if the
site/development wastewater service is being provided by a Utility.
g. Prior to issuance of a building permit, written confirmation will be required from the
emergency fire protection jurisdiction having authority that the facility has been designed
in accordance with their regulations and requirements, and that emergency fire protection
service will be provided to the facility. Prior to issuance of the certificate of occupancy,
local fire protection jurisdiction review and approval will be required.
h. Noncompliance with any Maricopa County Regulation or condition of approval shall be
grounds for initiating a revocation of this Zone Change as set forth in the Maricopa County
Zoning Ordinance.
i. The property owner/s and their successors waive claim for diminution in value if the
County takes action to rescind approval due to noncompliance with conditions.
j. The granting of this change in use of the property has been at the request of the applicant,
with the consent of the landowner. The granting of this approval allows the property owner
to enjoy uses in excess of those permitted by the zoning existing on the date of
application, subject to conditions. In the event of the failure to comply with any condition,
the property shall revert to the zoning that existed on the date of application. It is,
therefore, stipulated and agreed that either revocation due to the failure to comply with
any conditions, does not reduce any rights that existed on the date of application to use,
divide, sell or possess the property and that there would be no diminution in value of the
property from the value it held on the date of application due to such revocation of the
Zone Change with Precise Plan of Development. The Zone Change with Precise Plan of
Development enhances the value of the property above its value as of the date the Zone
Change with Precise Plan of Development is granted and reverting to the prior zoning
results in the same value of the property as if the Zone Change with Precise Plan of
Development had never been granted.

Project Summary:
1. The applicant, Greg Davis of Iplan Consulting, is requesting a zone change from Rural-43 to C-2
CUPD overlay approximately 1,266 west of the SWC of McQueen Rd. and Chandler Heights Rd. in
the Chandler area. The purpose of the overlay would be to allow for increased height, lower
standard parking requirements and restrict other uses allowed in C-2 to accommodate a
proposed 2-story, 114,000 square foot self-storage facility.
2. The site is zoned Rural-43 surrounded by City of Chandler jurisdiction, with municipal annexation
by City of Chandler to the west and south effective August 22, 1987, to the east effective August
24, 1997, and to the north effective January 8, 2013. The applicant provided a preliminary
technical site plan memo dated May 3, 2023, from the City of Chandler on November 7, 2023. The
municipal comments identify the proposed use as not allowed by-right and does not meet
Chandler’s general plan designation of ‘Neighborhoods’, which does not contemplate regional
commercial or industrial uses. Further, the existing area plan designates the site as golf course.
Since the site is located outside a county area plan, Vision 2030 identifies the site as a 'Rural
Development Area’, suitable for rural uses that do not require urban services.

6. Chandler Heights Road is City of Chandler jurisdiction with an existing 65’ half-width R/W. The
applicant is responsible for coordinating with the City of Chandler regarding access, right-of-way,
and required improvements to Chandler Heights Road.
Adopted Plans:
7. City of Chandler General Plan (adopted August 30, 2016): The municipal designation for the site
falls under the ‘Neighborhoods’ uses which does not contemplate regional commercial or
industrial Uses.
8. Southeast Chandler Area Plan (adopted September 16, 1999): Non-residential development is
not desired on every arterial intersection corner within this character area. Where it does occur, it
should do so in designated commercial nodes. The existing area plan designates the site as
neighborhoods / golf course.
9. Maricopa County Vision 2030 Comprehensive Plan: Unincorporated areas outside of county area
plans are designated Rural Development Area and are only appropriate for rural land uses and
rural zoning.
Public Participation Summary:
10. The applicant complied with the Maricopa County Public Participation process with the required
posting of the property and notification by first class mail to the adjacent property owners within
300’ of the subject site and interested parties. No activity was reported by the applicant. Staff has
not received any calls or correspondence to the request. There is no known opposition except for
that provided by the City of Chandler.
Outstanding Concerns from Reviewing Agencies:
11. The following concerns have been identified per preliminary technical site plan review of the
proposal done by the City of Chandler – PRE23-0032 dated May 3, 2023:
1. This is not an allowed use and is not supported by staff.
Z2023113

2. All addressing shall be in accordance with Chandler Fire Department standards and
addresses assigned prior to construction document submittal.
3. Buy-ins are due on this project. Prices will be calculated upon formal submittal and are subject
to yearly adjustment. Note, Buy-in Assessments must be paid prior to final plat approval and
permit issuance.
4. System Development Fees will apply to this project. Note: System Development Fees are paid
at the time of building/water meter permit issuance. You may contact me regarding System
Development Fees.
5. Building permits will not be issued until Civil plans are approved. No “At Risk” permits will be
issued.
6. The City of Chandler has adopted the 2021 International Building Code and is currently
reviewing plans to this code series.
7. Prepare a drainage report. Onsite retention must accommodate the 100-year, 2-hour storm
onsite and all adjacent half street runoff plus 10%. Elevations noted on plans shall be based
upon NAVD 1988 datum, see City benchmark book for additional requirements.
8. See Fire Department’s list of standard requirements, those that look like they may require
some coordination on this site have been marked. Ensure fire department turning radius is
met onsite and offsite. Parking will only be permitted in designated areas, ‘No Parking’ signs
shall be posted, and curbs painted red in accordance with FD111. Management/Owner is
responsible for enforcement of ‘No Parking’ zone. The Fire Marshall does not waive this
requirement for aesthetic reasons.
9. Developer is responsible for verifying existing water and sewer stubs. The City does not
guarantee the condition or accurate location of utility stubs.
10. Developer is required to analyze all existing sidewalk, curb ramps and accessible route within
the r/w and adjacent to the property. The sidewalk and curb ramps will have to be updated
based on the criteria called out in TMD#4 sections 3.3 and 3.4. When replacing an existing
curb ramp, the existing accessible route must meet current ADA requirements, or it will be
required to be upgraded.
11. This project is required to use the updated water system minimum delivery pressure
memorandum as of February 27, 2023 posted in the Unified Development Manual on the City's
website. Onsite domestic and fire protection plumbing systems and associated design
reports must use the minimum pressure of 45psi in lieu of fire hydrant flow test results, please
refer to memorandum for specific design criteria.
12. Located in FEMA flood zone AH, must provide compensatory volume/onsite retention per
Flood Control District of Maricopa County. A CLOMR, LOMR and a flood plain use permit will
be required. All building floor elevations must be min. l' above the flood elevation and min. 14"
above site outfall. Basement will not be permitted on this site.
13. Preliminary civil approval must be granted from the City prior to submittal to Flood Control
District.
Z2023113

14. Flood zone elevations and determination must be clearly shown on all plans sheets. Flood
zone waters cannot pond on pavement more than 6".
15. Construct driveway entrance per MAG 251 modified with a larger turning radius per COC
standards and in line ADA ramps per C-257, aligned per C-249.
16. Prepare a Minor Land Division. Reference City Code Chapter 48 and Section 5 of the Unified
Development Manual for all platting requirements.
17. Dedicate an 8' PUE adjacent to r/w.
18. 24' drive lane is required for 2-way traffic.
19. Fire sprinkler line must have a double check detector assembly with a remote fire department
connection (FDC) at the main entrance. The FDC must be within 150' of a public fire hydrant.
Onsite private fire hydrant(s) may be required to meet the fire department coverage. This will
require a separate looped fire hydrant line. The fire hydrant line is separated from the fire riser
line with a buried swing check. Refer to Fire Department detail FD 103 for fire line
configuration.
20. Coordinate with fire sprinkler designer prior to civil plan submitted to determine if fire pump(s)
will be required. The City of Chandler requires the FDC to be remoted to the main entrance of
the site. If the building( s) has a fire pump, the FDC line must enter the building past the pump
not before the pump. This will result in an additional line coming from the riser after the pump
back out to the main entrance of the site.
21. Provide a waste-water discharge questionnaire. This site may be required to install a waste-
water sampling port/vault depending on the results of the questionnaire. Coordinate with
Chris Conner at 480-782-3586.
22. Reclaimed water is available and may be utilize for all landscape. If using reclaimed,
coordinate with site development for irrigation requirements. A turnout structure will be
required on the civil plans. A reclaimed water use agreement will be required to be executed
prior to civil plan approval.
23. Underground or remove all existing ditches.
24. Under-grounding of over-head utility lines is required.
25. Upgrade the existing driveway to meet MAG 251 and meet current ADA requirements.
26. Underground conversion of existing overhead distribution facilities is required per City Code
(47)(4). This includes SRP 12kV power along the East side of development. The extent of
underground conversion is required to next existing utility pole or structure beyond
development property line.
27. In accordance with Chandler City Code, Chapter 47-4, Undergrounding of overhead utility lines:
All overhead electrical and utility lines, either within a proposed development or
redevelopment project or within public rights-of-way or easements adjacent to the project, are
required to be undergrounded. Please provide space for above ground SRP equipment. Relief
Z2023113

from undergrounding requirements may be considered as outlined in Chandler City Code 47-
4, section E. 1 & 2. If submitting for relief, a cost estimate of undergrounding from the electric
company as well as a trench and conduit estimate must be included with the completed
Application for Modification to Standard, Specification or Engineering Design Manual. Here is
the link to application:
https://www.chandleraz.gov/sites/default/files/documents/imported/AppforModStdDtls.pd
f
28. All new service lines installed shall be underground even though relief may be granted for
adjacent existing lines.
29. Coordination with private utilities should begin early for conflict review and new service
orders. Please find the provided Utility Coordination for Development Projects and request a
conflict review for all utilities listed on an AZ811 ticket for your project. Allow a minimum of
90 days for any relocations and service orders unless otherwise advised by any provider.
Staff Analysis:
12. Staff understands the City of Chandler’s lack of support determination via preliminary technical
review provided to the applicant May 3, 2023. The City notes the request is for a commercial use
in an area designated as golf course / neighborhoods by the surrounding municipality is not
appropriate. The City has already designated commercial nodes for these types of uses within
city limits, the closest being approximately ¾ mile to the west at the intersection of Arizona Ave.
& Chandler Heights Rd. Further, county staff would prefer to see the property annexed into City of
Chandler jurisdiction as the applicant intends the site be served by City of Chandler municipal
water service. Staff intends to avoid approval of commercial rezone that would create a
permanent County island. County land use goals also identify the area as a rural development
area, suitable for rural uses that do not require urban services. County policy shall refer to ARS
11814 § G where the rezoning of any unincorporated area completely surrounded by a city or
town shall use as a guideline the adopted general plan and standards as prescribed in the
subdivision and zoning ordinances of the city or town after April 10, 1986.
13. However, this 2.6-acre site is completely surrounded by developed land. The site is separated
from the adjacent golf course to the west by a canal and cannot be pragmatically developed as
part of the golf course nor a stand-alone golf course or golf related facility. The site is buffered
from all surrounding development by man-made open spaces and an arterial. Staff considers this
proposal a reasonable, use serving the adjacent residential neighborhood as well as an infill
development mitigating potential for weeds and accumulation of junk, trash and debris should
the site remain vacant and an attractive nuisance. Although sewer service is not necessary for
the proposed use, the City of Chandler would be the future sewer service provider and the property
owner will need to comply with City requirement for future sewer service as well as access onto
Chandler Heights Rd.

amended administratively under separate application as long as the amendment complies
with the established CUPD development standards as approved by the Board of
Supervisors.

10. Based on the conceptual design nature of the information submitted, changes to
the site layout may be necessitated by the final engineering design of the site’s
drainage infrastructure.
11. Detailed Grading and Drainage (Site Infrastructure) Plans must be submitted with
the application for Building Permits.
d. Within 30 days of Board approval, the applicant shall provide the Maricopa County
Planning and Development Department with an executed pre-annexation service
agreement with the City of Chandler that identifies the detail for when the proposed
project will be annexed and the provision of water and sewer service. In lieu of pre-
annexation service agreement the developer must provide a ‘will serve’ letter from the
certificated water and sewer provider(s).
e. The following C2-CUPD overlay standards shall apply:
1. Height: 35 feet.
2. One per 980 sf of sales office floor area and One per 11,324 sf of self-storage
warehousing area - 5% of provided spaces must be designated ADA Accessible

PURPOSE OF REQUEST:
Iplan Consulting, on behalf of High Bridge Partners, has initiated a Rezoning request for the 3.3-
acre property located at 11733 East Chandler Heights Road which is just west of the southwest
corner of McQueen Road and Chandler Heights Road. The subject property is currently zoned
Rural-43 and we are requesting to rezone the property to General Commercial (C-2) with a
Commercial Unit Planned Development (CUPD) overlay. A Plan of Development is included
with this request with the intent of the proposed entitlements to build an indoor personal
property storage commercial use on the subject property.
SITE AERIAL MAP
LOCATION AND ACCESSIBILITY:
The subject site is located along the south side of Chandler Heights Road about ¼ mile west
of McQueen Road and is in a Maricopa County island surrounded by the City of Chandler. Only
one point of access is available to the property (off Chandler Heights Road) as it is hemmed in
by the Bear Creek Golf Complex and Consolidated Canal to the west and the Kerby Estates
neighborhood to the east.
RELATIONSHIP TO SURROUNDING PROPERTIES:
The property is in residential use (mobile homes) currently which will be removed once the
proposed commercial zoning is approved. As mentioned, the site fronts onto Chandler Heights
2 | P a g e

Road which is a 5-lane arterial street at this location. On the north side of Chandler Heights
Road is a single-family residential neighborhood. Another single-family residential
neighborhood exists to the east but is separated by a 125-foot wide landscape tract that is
owned by the City of Chandler. To the west is the aforementioned Consolidated Canal and the
Bear Creek Golf Complex. The property is triangular shaped so has no meaningful south
boundary and terminates at the Consolidated Canal as it swings eastward.

DESCRIPTION OF PROPOSAL:
The proposed use for the subject 3.3-acre site is a personal property storage facility. The
facility will feature approximately 114,000 square feet of area entirely contained in one three-
story structure (two stories above ground and one basement level). The ground floor houses
the business office, meeting room space, and specialized storage areas while the basement
level and the 2nd story are used for storage spaces and access corridors. The building covers
approximately 27% of the site area with the rest of the property being used for parking,
landscaping, and drainage.
The business office for the storage use will be open from 9am until 6pm but the facility will
permit secured gate access from 6am until 10pm via customer specific access codes. It is
expected that 1-2 employees will be on site during business hours while security cameras monitor
the property 24 hours a day.
3 | P a g e

A single building design was chosen for this site due to its efficiency and office building look
which we believe is more appropriate given the location of the property within the City of
Chandler’s planning area. The building’s primary building materials are masonry and stucco with
the first floor being masonry and upper floor stucco. Large vertical columns of both metal and
CMU are used to break up the body massing and provide architectural interest to the building.
Glass storefront fenestration is used along the north side of the building to provide an office
building appearance along Chandler Heights Road as well as at the entrance of the facility which
is located on the west side of the building.
The proposal includes foundation landscaping along the north, east, and west sides of the
building as well as in the parking lot area. In addition, 10-foot wide and 20-foot wide landscape
tracts are proposed along the north and east property lines respectively and feature a
combination of trees and shrubs to beautify the frontage (consistent with adjacent properties)
and to provide a visual buffer for the neighbors along those two property lines.
Since the facility is for the secure storage of personal property, the site will feature a 6-foot tall
metal fence along the west and south sides of the site and will tie into an existing 6-foot masonry
wall that exists along the east property line. Although a security gate will be used to gain access
into the side and rear of the site, customers can freely access the front parking area that is
outside the gating/fencing. Also, since this property serves as access for the property owner(s)
to the south of our parcel, we have left a 20-foot wide access easement area outside of the
project fencing and gating. This access easement hugs the canal along the west property line.
A standalone monument sign will be utilized to identify the business to the public along Chandler
Heights Road. Additional way-finding signage may be needed in the parking lot which again, is
on the west side of the building and faces the canal and golf complex where lighting will not be
an issue.
The C-2 zoning district is proposed for the project as it most aligns with the development intent
and is compatible with the land uses in the area. The C-2 Development Standards are provided
in the table below with any deviations identified in bold.
4 | P a g e

DEVELOPMENT STANDARDS TABLE
Development Standard MCZO C-2 CUPD (Proposed) Actual1
Minimum Lot Area 6,000 SF 6,000 SF 143,344 SF
Minimum Front Setback (north) 10 Feet 10 Feet 10 Feet
Minimum Rear Setback (south) 25 Feet 25 Feet 250+ Feet
Minimum Side Setback (east) 10 Feet 10 Feet 21 Feet
Minimum Side Setback (west) 3 Feet 3 Feet 50+ Feet
Maximum Lot Coverage 60% 60% 27%
Maximum Building Height 21.9 Feet2 35 Feet 32 Feet
Note 1 – This column reflects the current Plan of Development but does not supersede the CUPD standards proposed.
Note 2 – C-2 allows a maximum height of 40-feet EXCEPT when adjacent to residential zoned land which is then limited to
the building setback along that property line which is currently shown as 21 feet.
Although the project has been designed to meet the County’s C-2 development regulations, a
Commercial Unit Planned Development (CUPD) is proposed to permit two deviations. The first
deviation is to increase the maximum height from 21-feet to 32-feet. The typical maximum
building for the C-2 zoning district is 40-feet, but when the parcel is adjacent to a residential
zoning district, the maximum height is then equal to the minimum building setback along that
side that is shared with residential zoning. In this case, our east property line is adjacent to
residential zoning and our building features a minimum setback of 21-feet, thus the resulting
maximum height. However, even though the parcel adjacent to our east boundary is zoned
residential (Rural-43), it is uninhabitable as it is a 5 - 15-foot-wide remnant parcel that will likely
be incorporated into our parcel in the future. Furthermore, the next adjacent parcel (zoned
PAD) is a City of Chandler owned parcel that is 90-125 feet wide and used for drainage and a
pedestrian trail. It is also relevant to know that the permitted height in the residential district
to the east is 30-feet or 2-stories which is consistent with our CUPD proposal. As such, the
primary purpose for the reduced height requirement, buffering for adjacent homes, is not
relevant in this instance and thus should support our proposed maximum height of 32-feet
which is only 2-feet more than the nearby residential zoning district and is 8-feet less than the
standard C-2 zoning would permit.
The second deviation proposed is in regard to parking. The County’s Zoning Code Section 1102
requires one parking space per 250 square feet of office area and one space per 900 square
feet of storage area. This calculates to 130 parking spaces required which is ridiculously high
for a use that gets 4-5 visitors an hour on average. Furthermore, in comparing the parking
requirements with the adjacent communities (shown below), it is clear the current MCZO
5 | P a g e

standard is not in line with the current approach to parking requirements for personal storage
uses and needs to be updated.
Chandler: 5 spaces regardless of floor area.
Gilbert: 8 spaces regardless of floor area.
Mesa: 4 spaces regardless of floor area.
Tempe: 1 space per 5,000sf of GLA up to 12 spaces maximum.
The project is currently proposing 11 parking spaces of which two are ADA accessible plus 5
loading/unloading parking spaces, the latter which does meet the MCZO requirement. Given
the requirements of the adjacent jurisdictions as well as the developer’s significant experience
in building and operating these facilities, the 11 parking spaces and 5 loading spaces proposed
will be more than sufficient to meet the actual parking needs of this facility and should justify
the deviation.
Although we are proposing C-2 as the base zoning district for this project, it is the intent of the
developer to limit the allowable uses to only Self Storage Facilities via the CUPD overlay. See
attached CUPD Permitted Land Use List.
CIRCULATION SYSTEM:
Access to the site is from Chandler Heights Road, which is a fully improved arterial level
street. The driveway for the site already exists and is not proposed to be modified
by this request. This entry features a 24-foot wide driveway that provides access to the
facility parking lot, the facility gated area, and to the other parcels of land south of our parcel.
The parking lot area features a 25-foot wide drive aisle leading to the parking area and the
primary entry into the building. This parking area includes 7 spaces (2 ADA) adjacent to the
building lobby and office. A passcode-controlled gate restricts access into the facility beyond
the lobby/office area. Once through the 20-foot wide gate, the driveway area expands to
provide access to five loading spaces and four standard parking spaces. Beyond that
area is the refuse container and paved fire access lane with hammerhead turnaround.

DEVELOPMENT SCHEDULE:
This facility is designed to be built in one phase and it is the developer’s intention to start the
construction documents for this project as soon as the Plan of Development is approved by
the County which could result in construction starting in mid-to-late 2024.
COMMUNITY FACILITIES & SERVICES:
A personal property storage use does not require much in the way of community facilities or
services, but even so, this is an infill property and is well served by an existing network of
community facilities and services such as transportation, shopping, healthcare, and more.
Emergency service to this property, if needed, are provided by the Maricopa County
Sherriff’s office who has a station (District 1) a few miles to the north as well as Rural/Metro
which is well established in the area.
PUBLIC UTILITIES & SERVICES:
The infill nature of the site benefits the project by having the necessary utilities within proximate
access, most along Chandler Heights Road which is the north boundary of the property.
The activation of this property will not have any appreciable impact on the utility infrastructure
capabilities and/or the service providers for this area, which are identified below.
Service Provider
Water City of Chandler
Sewer On-Site Septic
Electric Salt River Project
Gas Mesa Gas
Police Maricopa County Sherriff
Fire/Medical Rural Metro
Solid Waste Waste Management
Water is identified to be provided by the City of Chandler via agreement. The City of Chandler
permits water service to County islands where water infrastructure is in place and able to service
properties via their Service Outside City Limits Policy which we have discussed with them and
have a preliminary approval for this service. The final agreement for water service provision
requires City review of infrastructure plans which will be developed in the construction document
phase of development which follows this Zoning and Plan of Development process.

COMPLIANCE WITH CITY OF CHANDLER GENERAL PLAN:
The subject property is located the City of Chandler’s Planning area and is designated as
Neighborhoods on the City’s General Plan. As such, the City is not supportive of this land use
as proposed and would require a minor General Plan Amendment from Neighborhoods to
Commercial if this project were developed within the City limits. However, since the project is
proposed to be developed in the County, we are not required to expend the time and energy to
go through that City process and instead intend to develop the property under the County’s
jurisdiction.
Even though the City of Chandler Planning Department cannot support the land use as-is, , they
recognize that this specific site cannot easily be developed for a neighborhood contemplated
use. The location of the site in a flood plain, the small size of the site, the odd shape of the
property, and the lack of enough public street frontage for two points of access significantly
limit what uses are viable here. A neighborhood certainly is not one of them which is why a
land use change is necessary. We believe a low traffic, indoor focused use would be the most
compatible with the adjacent Neighborhoods uses which is what we are proposing. This fully
indoor personal storage facility generates little traffic, little noise/light/dust pollution, and is
primarily used by residential customers that live in the immediate area. It is a very compatible
and non-intrusive use that will serve the needs of the immediate community, which corresponds
to the goals and principles of Chandler’s General Plan making the use compliant with its intent,
even if it is not a Neighborhoods use.
CONCLUSION:
High Bridge Partners has an excellent history in building high quality, sustainable projects that
are good neighbors and although personal property storage may not seem like an exciting
use, it is a necessary service that is highly used by the local communities. The low intensity
nature of the use and its completely enclosed design means the impact to area residents will
be minimal, especially since the nearest home is over 150-feet away. The property is currently
underdeveloped with no landscaping or otherwise improvements that benefit the community. This
proposal activates a dilapidated and unsightly parcel and does so with a use that is needed and
provides a significant enhancement to the streetscape. We look forward to working with the County
to improve this property which we see as a benefit to the local neighbors, the City of Chandler, and
Maricopa County.

The General Plan designates the area as Neighborhoods which does not contemplate Regional
Commercial or Industrial uses. Further, the existing area plan designates the site as golf course.
Permitting and Plan Review Requirements:
Building permits will not be issued until Civil plans are approved. No “At Risk” permits will be
issued.
Building Code Adoptions and Requirements:
The City of Chandler has adopted the 2021 International Building Code and is currently
reviewing plans to this code series.
Retention Requirements:
Prepare a drainage report. Onsite retention must accommodate the 100-year, 2-hour storm onsite
and all adjacent half street runoff plus 10%. Elevations noted on plans shall be based upon
NAVD 1988 datum, see City benchmark book for additional requirements.
Fire Requirements:
See Fire Department’s list of standard requirements, those that look like they may require some
coordination on this site have been marked. Ensure fire department turning radius is met onsite
and offsite. Parking will only be permitted in designated areas, ‘No Parking’ signs shall be
posted, and curbs painted red in accordance with FD111. Management/Owner is responsible for
enforcement of ‘No Parking’ zone. The Fire Marshall does not waive this requirement for
aesthetic reasons.
Civil Requirements:
Developer is responsible for verifying existing water and sewer stubs. The City does not
guarantee the condition or accurate location of utility stubs.
Developer is required to analyze all existing sidewalk, curb ramps and accessible route within
the r/w and adjacent to the property. The sidewalk and curb ramps will have to be updated based
on the criteria called out in TMD#4 sections 3.3 and 3.4. When replacing an existing curb ramp,
the existing accessible route must meet current ADA requirements, or it will be required to be
upgraded.
This project is required to use the updated water system minimum delivery pressure
memorandum as of February 27, 2023 posted in the Unified Development Manual on the City's
website. Onsite domestic and fire protection plumbing systems and associated design reports
must use the minimum pressure of 45psi in lieu of fire hydrant flow test results, please refer to
memorandum for specific design criteria.

Located in FEMA flood zone AH, must provide compensatory volume/onsite retention per Flood
Control District of Maricopa County. A CLOMR, LOMR and a flood plain use permit will be
required. All building floor elevations must be min. l' above the flood elevation and min. 14"
above site outfall. Basement will not be permitted on this site.
Preliminary civil approval must be granted from the City prior to submittal to Flood Control
District.
Flood zone elevations and determination must be clearly shown on all plans sheets.
Flood zone waters cannot pond on pavement more than 6".
Construct driveway entrance per MAG 251 modified with a larger turning radius per COC
standards and in line ADA ramps per C-257, aligned per C-249.
Prepare a Minor Land Division. Reference City Code Chapter 48 and Section 5 of the Unified
Development Manual for all platting requirements.
Dedicate an 8' PUE adjacent to r/w.
24' drive lane is required for 2-way traffic.
Provide a waste-water discharge questionnaire. This site may be required to install a waste-water
sampling port/vault depending on the results of the questionnaire. Coordinate with Chris Conner
at 480-782-3586.
Reclaimed water is available and may be utilize for all landscape. If using reclaimed, coordinate
with site development for irrigation requirements. A turnout structure will be required on the
civil plans. A reclaimed water use agreement will be required to be executed prior to civil plan
approval.
Underground or remove all existing ditches.
Under-grounding of over-head utility lines is required.

Traffic Requirements:
Upgrade the existing driveway to meet MAG 251 and meet current ADA requirements.
Utility Requirements:
Underground conversion of existing overhead distribution facilities is required per City Code
(47)(4). This includes SRP 12kV power along the East side of development. The extent of
underground conversion is required to next existing utility pole or structure beyond development
property line.
In accordance with Chandler City Code, Chapter 47-4, Undergrounding of overhead utility lines:
All overhead electrical and utility lines, either within a proposed development or redevelopment
project or within public rights-of-way or easements adjacent to the project, are required to be
undergrounded. Please provide space for above ground SRP equipment. Relief from
undergrounding requirements may be considered as outlined in Chandler City Code 47-4, section
E. 1 & 2. If submitting for relief, a cost estimate of undergrounding from the electric company as
well as a trench and conduit estimate must be included with the completed Application for
Modification to Standard, Specification or Engineering Design Manual. Here is the link to
application:
https://www.chandleraz.gov/sites/default/files/documents/imported/AppforModStdDtls.pdf
All new service lines installed shall be underground even though relief may be granted for
adjacent existing lines.
Coordination with private utilities should begin early for conflict review and new service orders.
Please find the provided Utility Coordination for Development Projects and request a conflict
review for all utilities listed on an AZ811 ticket for your project. Allow a minimum of 90 days
for any relocations and service orders unless otherwise advised by any provider.

From: Daniel Johnson, Planner
SUBJECT: Z2023113 – Chandler Heights Storage
Agenda Item: 5
Since the publishing of the staff report for the above case, staff was in communications with the
applicant regarding the requirement to obtain a will serve for municipal sewer service. Staff is
comfortable revising condition d. to provide a reasonable length of time for the developer to
acquire an outside city utility agreement from the municipal water provider and to remove
references to acquire a municipal sewer service agreement since the project proposes a
permanent on-site septic solution. See revised condition ‘d’ (with deleted language struck through
and added language underlined):
d. Within 30 days of Board approval Prior to certificate of occupancy, the applicant shall
provide the Maricopa County Planning and Development Department with an executed
pre-annexation service agreement with the City of Chandler that identifies the detail for
when the proposed project will be annexed and the provision of water and sewer service.
In lieu of pre-annexation service agreement the developer must provide a ‘will serve’
letter from the certificated water and sewer provider(s).

Hi Daniel.
After reading the stips, our civil brought up the fact that since we may not be able to annex into Chandler, we may not
be able to get sewer service which is why we submitted a permanent septic solution. Chandler will provide water
without annexation but typically not sewer. As such, we would like to have the sewer service reference removed from
condition 1.d. Please let me know if that is a problem.
Thanks,
Greg Davis
