2024 State Homeland Security Grant Application 2024 State Homeland Security Grant Application Submitted by Joseph Cruz on January 26, 2024 - 12:14pm PROJECT ADMINISTRATION PROJECT DESCRIPTION Project Title: Central Region Training and Exercise Project Summary: Request that funds awarded to MCDEM for the Central Region be granted to DEMA under a Memorandum of Understanding (MOU) to be managed on behalf of the Region's training and exercise needs. This project allows the Region to continue a highly successful multi-year training and exercise program via a phased approach. Maricopa County cities, towns, tribes and county departments within the Central Region determine training and exercise needs. DEMA then provides necessary support. This approach has proven successful in the Region over past years, and funding will allow the Central Region to continue building capabilities identified through the State's THIRA workshop and after action items. Should a portion of the projected training and exercise activities be cancelled or postponed, funds will be used to support additional short-notice, no-notice or unplanned costs for approved FEMA training programs, exercises, specialty training or conferences in support of regional needs as identified though MYTEP updates, AAR/IP, SPR or other gaps identified through real world events. What is the terrorism threat your area faces that will be addressed by this project?: Active Shooter Explosive Devices Cyber Attack 2. Explain how this project will assist your agency in preventing/protecting against/mitigating/responding to/recovering from all hazards events and threats including your chosen terrorism threat in question 1.: This project will enable collaboration among all jurisdictions within the region to help prevent, protect against, mitigate, respond to and recover from acts of terrorism and other catastrophic events. Funding under this project will allow the region to continue a highly successful multi-year training and exercise program where first responders and emergency services personnel receive and maintain training consistent with their current and potential responsibilities. Providing regional stakeholders with training in exercise development, incident command, incident management, mitigation and recovery planning, mass care and mass fatalities will better enable them to prepare for and respond to real-world incidents and exercise scenarios involving active shooter, explosive devices (including improvised nuclear devices and radiological dispersal devices), and cyber incidents. Awarded funds will assist in the sustainment and delivery of regional core capabilities including command, control and communication; establishing a common operating picture; and ensuring NIMS/ICS compliance. This will be accomplished through the following means: Approved Federal Emergency Management Agency (FEMA) training programs, to include (but not limited to) Incident Command System (ICS), National Incident Management System (NIMS) training, and FEMA’s Advanced Professional Series; All Hazards Incident Management Team training; County, Regional, and State Exercise Programs; and other specialty training or conferences that support gaps identified through After Action Reports/Improvement Plans, Threat and Hazard Identification and Risk Assessments, or as required by stakeholder Emergency Operations Plans for All-Hazards and terrorist incidents. Request awarded regional funds be transferred to the Arizona Department of Emergency and Military Affairs (DEMA) under a Memorandum of Understanding (MOU) to be managed in support of the region’s training and exercise projects. 3. Maintain for 14 day( › Training › NIMS/ICS compliance 4. What resources does your agency currently have to support the capability target selected above?: Limited to no funding, specifically for training. We would be reliant on DEMA's ability to request no-cost training from Federal agencies (at the provider's discretion), which would result in a significant lack of all-hazards training, and training designed to support preparedness and response to terrorist incidents. A regionwide lack of training would undermine the Region's ability to bridge the gaps noted in the 2017 and subsequent SPRs. 5. How will this project help your agency to achieve the capability target selected above?: This project will enable collaboration among all jurisdictions within the region to help prevent, protect against, mitigate, respond to and recover from acts of terrorism and other catastrophic events. 6. Will your agency continue to maintain, support and sustain this capability with other funding sources if Homeland Security grant funds were no longer available?: No 6a. Describe the reasons your agency will not continue to maintain/sustain this capability.: file:///C/Users/joseph.cruz@maricopa.gov/Downloads/2024%20State%20Homeland%20Security%20Grant%20Application.html[1/29/2024 9:05:41 AM] 2024 State Homeland Security Grant Application There is currently a lack of other funding sources available for the Central Region to provide this level of training for all stakeholders. Each agency within the Central Region would be reduced to choosing only the most critical training and delivering it internally and having to fund the training internally. Continued funding of this Central Region training and exercise project will allow training, delivery, and course offerings to be maximized cost-effectively. 7. Does this project support a NIMS typed resource?: No 8. Has your agency previously been awarded Homeland Security Grant Program (SHSGP, UASI and/or OPSG) funding to support this project/capability?: Yes 8a. List the Subrecipient Agreement number and award amounts previously received in support of this capability.: FY15 150203-02 - $124,139; FY16 160204-03 - $167,000; FY17 170203-01 - $105,197; FY18 180205-01- $105,592; FY19 190205-03 - $105,142; FY20 200208-02 - $20,772; FY22 220204-05, $107,637; FY23 230206-02, $182,824 9. Is this a multi-phase project?: No 10. Will your project benefit more than just your own agency?: Yes 10a. List which agencies that will have a direct benefit: 27 cities/towns and 4 Tribal Nations located within Maricopa County 10b. Describe in detail how the agencies mentioned in question 10a will benefit.: Continued training and collaboration among 27 cities/towns and four tribal nations located within Maricopa County, Central Region, will help ensure personnel receive and maintain training consistent with their current and potential responsibilities to prevent, protect against, mitigate, respond to, and recover from acts of terrorism and other catastrophic events in these jurisdictions; which encompass an international airport, numerous major sports and entertainment venues, and is home to more than 4.4 million residents. In addition to promoting classroom collaboration, the FEMA programs ensure that personnel can respond and work in unison, just as they train and exercise together. This effort directly supports command, control, and coordination, helps to build a common operating picture and ensures compliance with NIMS/ICS.
