Exhibit D Bronco Butte Helicopter Operations The Bronco Butte site is located on a mountain top with no road access and will necessitate the use of helicopters to transport materials, tools, and personnel to the site. The site construction will take approximately 8 - 12 weeks. Construction of the site will be scheduled for early Fall 2016, due to public use of the lake during the summer, and the cooler weather conditions (cool air provides substantially more lift for the helicopter than hot air). Motorola will call as directed the assigned phone number(s) to notify the Forest Service and the appropriate fire agencies of flight operation start and finish each day. It is anticipated that the staging area for equipment and personnel to be transported to the site will be the Sheriff’s Aid Station at Apache Lake. All materials, tools, and road transport vehicles will be staged at the selected staging area. Materials and tools will be transported using a Bell UH-1 helicopter. Flight patterns and radio frequencies will be determined by the applicable tower. The Forest Service and the appropriate fire agencies will be notified of the working frequencies prior to the start of helicopter operations. Personnel transport will be supported by a smaller helicopter. Flight patterns and radio frequencies will be determined by the applicable tower. The Forest Service and the appropriate fire agencies will be notified of the working frequencies prior to the start of helicopter operations. The first and last week of site construction will require numerous flights in transporting material, tools, etc. up to the site and removing all tools and materials. During the middle 5-7 weeks of site construction, flights will be on Mondays and Fridays in support of pickups and deliveries of personnel to and from the mountain top.
