MARICOPA COUNTY SHERIFF'S OFFICE Memorandum
To: Brandon Uptain #S1326 From: Scott Marceau
Sergeant Detective
Major Crimes Division Major Crimes Division
Subject: Bait Vehicle 2003 Ford F-250 Pickup Date: October 5, 2016
Truck
This memorandum is to inform that one of the current Bait Vehicles, 2003 Ford F-250 has been donated
to the Maricopa County Sheriff's Office — Bait Vehicle Program. This vehicle has been with the
Sheriff's Auto Theft Unit/Bait Vehicle Program for several years and has yielded several arrests for
Theft of Means of Transportation, which is a class 3 felony.
This vehicle was donated by State Farm Insurance Companies via National Insurance Crime Bureau
(N.I.C.B.). Due to State Farm Insurance Companies being a private entity, they are unable to directly
donate this vehicle. Therefore NICB was donated this vehicle which in turn was donated to the
Maricopa County Sheriff's Office for the strict use for the Bait Vehicle Program.
I would respectfully request this vehicle be added to Maricopa County Fleet for the purpose of Auto
Theft Unit and or the Bait Vehicle Program.

RE: Donation of 2003 Ford F250 Pickup VIN: 1FTNW21P73ED63138
Dear Board Members:
This letter is being supplied to provide a short explanation for the donation of this vehicle.
The subject vehicle has for several years been in service with many law enforcement agencies,
on loan from State Farm Insurance Companies. Most recently the truck has been in use with the
Maricopa County Sheriff's Office (MCSO) as a bait vehicle for the purpose of combatting auto
theft.
Due to the ongoing value this vehicle provides to the MCSO and the citizens of Maricopa
County, and the recent investment of upgraded equipment through a grant from the Arizona
Automobile Theft Authority, State Farm has elected to outright donate the vehicle for its
continued use by MCSO.
As a private entity State Farm is unable to make donations directly to a government agency.
Due to this, State Farm is donating the truck to the National Insurance Crime Bureau (NICB) a
non-profit entity, for the purpose of them in turn donating the truck to the MCSO.
The accompanying documents showing agreement between State Farm and the NICB should
verify this arrangement.
I hope your office will contact me with any question that may arise from this donation.
Sincerely,
Matthew Reed
