Jefferson, 10th Floor Phoenix, AZ 85003 BOARD OF SUPERVISORS The Board of Supervisors of Maricopa County, Arizona convened in Special Session at 11:00 a.m., on Monday, August 29, 2016, in the Supervisors’ Conference Room, 301 W. Jefferson, 10th Floor, Phoenix, AZ 85003, with the following members present: Clint Hickman, Chairman, District 4; Andrew Kunasek, Vice Chairman, District 3; Denny Barney, District 1 (entered late); Steve Chucri, District 2; Steve Gallardo, District 5. Also present: Fran McCarroll, Clerk of the Board; Joy Rich, County Manager and Steve Goodrich, Legal Counsel. Minutes compiled by Lori Medaris, Minutes Coordinator. Votes of the Members will be recorded as follows: aye-nay-absent- abstain. ACTION 1. ADOPTION OF FULL CASH VALUE FOR BOND CALCULATION Adopt 2016 FULL CASH VALUATIONS for MARICOPA COUNTY as set forth in Attachment A for the purpose of calculating bond indebtedness of school districts consistent with AG Opinion No. I15-007(R15-008). (C-12-17-001-M-00) Fran McCarroll, Clerk of the Board, explained that the Full Cash Value calculations need to be a part of the official record and approved or certified by the Board of Supervisors. The Full Cash Value figures are no longer a part of the tax levy booklet since a statutory change, so this document needs to be approved so jurisdictions can calculate indebtedness for bonds if need be. Motion to approve by Supervisor Chucri seconded by Supervisor Gallardo Ayes: Hickman, Kunasek, Chucri, Gallardo Absent: Barney ~ Supervisor Barney entered the meeting ~ 2. AMENDMENT TO THE “MARICOPA COUNTY 2016 TAX LEVY” PACKET Special Meeting Summary Monday, August 29, 2016 Page 2 of 2 Approve the amendment to the “Maricopa County 2016 Tax Levy” Packet approved by the Board of Supervisors, by resolution, on August 15, 2016, under C-49-17-006-2-00. This amendment will correct the tax levy and tax rate for the Mobile Home Relocation Fee. The Mobile Home Relocation Fee is to be waived this year due to excess fund balance pursuant to Arizona Revised Statutes 33-1476.03 (B). In addition, direct the County Treasurer to make corresponding changes and recalculate taxes so the original bills do not have this tax. (C-18-17-004-7-00) Fran McCarroll, Clerk of the Board, noted that the Arizona Department of Revenue sent a notice to all of the counties that there would not be a need to levy for the Mobile Home Relocation Fee for this tax year as the fund was over $8 million which is the statutory cut- off point. This information was not communicated to those working on the information to be included in the tax levy booklet recently adopted by the Board of Supervisors. This action will remove that line item in the booklet and allow the Treasurer to make the correction prior to printing the tax bills which will be mailed in September Motion to approve by Supervisor Chucri seconded by Supervisor Gallardo Ayes: Hickman, Kunasek, Barney, Chucri, Gallardo 3. EXECUTIVE SESSION Vote to convene in Executive Session to consider the items on the Special Executive Agenda dated August 29, 2016, for Board of Supervisors and relevant Special Districts pursuant to the statutory authority listed for each item. Motion to approve by Supervisor Chucri seconded by Supervisor Gallardo Ayes: Hickman, Kunasek, Barney, Chucri, Gallardo BOARD OF SUPERVISORS OPEN SESSION MELENDRES V. ARPAIO, CV-07-02513-GMS AND RELATED APPEALS Authorize the County Attorney and Counsel for MCSO to take action as directed in executive session. (C-19-17-011-M-00) No action taken on this item.
