Central Avenue Suite 1200 Phoenix, AZ 85012 PR/Award Number: V420A160010 Dear Ms. Franks: I am pleased to inforin you that you have been selected as a finalist for designation as one of the Performance Partnership Pilots for Disconnected Youth (P3) authorized by the Consolidated Appropriations Act, 2014, (Public Law 113-76), the Consolidated and Further Continuing Appropriations Act, 2015. (Public Law 113-235), and the Consolidated Appropriations Act, 2016 (public Law 114-113). A grant award notification (CAN) is enclosed. To be selected a Pilot, you lutist enter into a Performance PartnershiP Agreement (Agreement) with the U.S. Department of Education (ED) and the _U.S. Department of Labor for your project. The purpose of the Agreement is to establish the terms and conditions under which you will participate in and implement a P3 project consistent with the laws authorizing P3. The Agreement also contains terms and conditions that are specifically required under section 526(c) of the 2014 Act and also sets forth other provisions that are critical to the designation and implementation of the Pilot, including interim indicators, outcome measures, and performance targets. You will note that your GAN includes a condition that requires you to enter into the Agreement within 90 days of the grant award (December 30, 2015), The Agreement must include the Maricopa County Regional School District as a signatory. You are not permitted to draw down start-up grant funds until the Agreement is finalized. If you do not enter into the Agreement by December] . 30, 2015, we will_ terminate your grant award and deobligate the funds. Please also note that ED and the other partner Federal agencies do not expect to make a formal announcement of the designation of P3 pilots .until Agreements have been finalized. Your CAN includes three other conditions that have been imposed on your grant award: • Within 30 days of date of the CAN (October 31, 2016) you must submit to ED an assurance that you will include as part of your P3 project a plan to study the causes that have led to school dropout and chronic absenteeism in Maricopa County, including a report summarizing findings, actions that can be taken to prevent such cauSes before students reach high school, and a plan to incorporate these actions into future plans for activities under Title. Within 120 days of the date of the CAN (January 29, 2017), you will submit to ED a plan to complete such a report, including timelines, activities, key personnel, and deliverables. • Within 30 days of date of the CAN (October 31, 2016), you must submit to ED an assurance that you will augment the academic component of the Manufacturing Apprenticeship Program (MAP) to include a greater emphasis on improving the academic achievement of at-risk students, including the lowest-achieving students participating in the program. Within 120 days of the date of the CAN (January 29, 2017), you will submit to ED a plan to appropriately modilY the plan for your training program, including timelines, activities, key personnel, and deliverables. Within 30 days of the date of the CAN (October 31, 2016), you Must submit to ED an assurance that the project will include activities that will facilitate the enrollment of MAP participants in a program re-engaging in high school that will lead to their attaining a high school diploma and open up potential pathways to college and career.
