PLAN OF DEVELOPMENT
MOUNT ORD - Maricopa County Public Safety Communications Site Upgrade
I. Introduction
This Plan of Development (POD) describes the procedures proposed by Maricopa County, for
construction of a new Public Safety communications tower adjacent to the existing Maricopa
County communication facility. The current Communications Use Lease was granted June 15,
2011 and has a termination date of December 31, 2031. The County’s site currently includes an
equipment shelter, 80 foot tower, 1,000 gallon propane tank, and a 70 kW emergency power
generator. Maricopa County has identified the need for an upgrade to their existing critical
communications systems infrastructure. This upgrade includes interior improvements of the
existing communications shelter and construction of a new tower.
A. General Description
Maricopa County has initiated a Public Safety P25 Radio System Infrastructure Upgrade project,
which includes upgrades to the facility at Mount Ord, in Gila County, Arizona. The facility is
located on Tonto National Forest (TNF) Land administered by the Tonto Basin Ranger District.
Project activities will involve the installation of a new 150-foot-tall self-support tower with a 14
ft. lightning rod at the top, a waveguide ladder, and safety-climb system. The existing 80 ft.
tower will be removed after the new system is completed and cutover has occurred.
No antennas will be installed upon the new tower between heights of 95 ft. and 130 ft., in
order to maintain visibility of the surrounding terrain from the fire lookout.
The new 70 kW back-up generator with ice canopy has already been installed as part of an
emergency maintenance action caused by the failure of the old generator. The old generator was
removed.
The existing shelter interior will be renovated and a new Type 1 surge suppressor will be
installed on the existing main electrical panel “A”. The existing panel “EM” will be relocated to
accommodate new radio equipment racks. The existing Telco board will also be relocated to
accommodate the new equipment racks.
Exterior construction activities will disturb approximately 0.06 acre of land. There will be
ground disturbance for the installation of the new tower which includes a new foundation. This
foundation will be approximately 6’ below grade. All excess material will be taken off site and
properly disposed. No trails are being reconstructed. No new vegetation is being planted.
Access to the site is via existing road. No improvements or additional road construction is
planned as part of this POD.

II. Vegetation Treatments
A. Vegetation Description
The project area is located within the Petran Montane Conifer Forest biotic community as
described by Brown (1994). According to the US Geological Survey’s Southwest Regional GAP
Land Cover, the project area is near the convergence of the Southern Rocky Mountain Ponderosa
Pine Woodland and Madrean Pine-Oak Woodland vegetation types. The project area elevation is
approximately 7,120 feet above mean sea level and is located within the Mazatzal Mountain
Range of central Arizona. Vegetation at the top of Mount Ord is markedly different on the
northern and southern slopes of the mountain. The southern slope is open and more
characteristic of the Madrean Pine-Oak Woodland vegetation type, dominated by Emory oak
(Quercus emoryi) and sparse ponderosa pines (Pinus ponderosa). The top-most portion of the
southern slope has burned recently and is overgrown with non-native weeping lovegrass
(Eragrostis curvula). The northern slope is characteristic of the Rocky Mountain Ponderosa Pine
Woodland vegetation type and is dominated by ponderosa pine and Gambel oak (Quercus
gambelii), interspersed with alligator juniper (Juniperus deppeana), three-awn grass (Aristida
sp.), and Parry’s agave (Agave parryi). The very top of Mount Ord has been graded and a large
radio tower facility has been constructed. The project limits occur within this facility and stretch
from several existing buildings north to the edge of the tree-line on the northern slope. The
project limits have been completely graded and covered with gravel. No perennial plant species
occur within the project limits other than the limbs of a small stand of Gambel oaks (three
medium-sized trees) which overhang into the northern portion of the project limits. Limb
trimming or complete removal of these trees may be necessary to make room for construction
activities.
B. Clearing Prior to Construction
Any vegetation within the proposed grading area will be grubbed as part of the construction
process. With the planned area of work already disturbed, minimal amounts of organic debris is
anticipated. Spoils from the clearing process will be removed from the site.
C. Routine Vegetation Maintenance
Maricopa County will maintain the area of the tower according to its existing vegetation
management practices after the completion of the project.
III. Construction of Facilities
Motorola Solutions, Inc. will be performing the construction of the new communications facility
for Maricopa County in accordance to the plans submitted to TNF for approval. A copy of the
plans is attached as Exhibit A.

V. Construction Methodology
Construction of the new communications facility will generally proceed as follows:
• Mobilization of excavation equipment to site
• Establish rough grade
• Construction staking for major components
• Excavation and placement of new tower
• Excavation and placement of site grounding
• Offload and set tower
• Install antenna and line including MW
• Demolition and removal of existing tower
The general site clear and grub includes the setting of the site rough grade, as well as establishing
the control points necessary to accurately locate the new tower and other construction items.
Once the site is construction staked, excavation will commence on the tower foundation. After
the foundation is installed and backfilled, excavation will begin for the site’s grounding trenches.
A ground ring and leads will be placed around each major component) and tied to all ancillary
site components, providing a single grounding system for the entire site. After the grounding
system subgrade components have been installed, the delivery of the tower will occur in a
manner intended to minimize the time the crane is on site. The crane is expected to be on site for
a single work day and will not be kept overnight.
VI. Mitigation Actions – Resource Concerns
The following mitigation measures were developed to reduce, avoid, and/or compensate for the
potential impacts the proposed activities may cause. Mitigation measures would be implemented
during construction and post construction.
A. Air Quality
• Dust generated during construction will be controlled by watering.
• Vehicles accessing the site for construction purposes will be properly maintained and
regularly inspected.
B. Heritage Resources
A Class III cultural resource survey was performed ("A Class III Cultural Resource Survey for a
