A portion of the increase provides a cost-of-living adjustment (COLA) of 1.8 percent to assist grantees in increasing staff salaries and fringe benefits and offsetting higher operating costs. Program Instruction ACF-PI-HS-16-03, dated April 27, 2016, informed Head Start and Early Head Start grantees and delegate agencies of the intended uses of these funds and announced the opportunity for grantees to apply for the funds. The following table reflects the amount of the COLA for the Head Start and Early Head Start programs for the initial budget period of the new grant awarded to your organization. G094122 Head Start $175,597 G094125 _ Early Head „ Start „ _ $44,663 TOTAL $220,260 Submission Requirements The supplemental application is due July 31, 2016 and must be submitted in the Head Start Enterprise System (HSES) at https://hses.ohs.acthhs.gov/hsprograms . For technical assistance in preparing the application, please contact the HSES Help Desk at 13112.phsesinfo.org or 1-866-771-4737. Mr. Hickman Page 2 Please review the Program Instruction carefully to ensure your supplemental application meets the requirements for funding and contains all of the necessary information. Please ensure the program narrative, budget and detailed budget justification submitted in the application documents demonstrate: An increase of 1.8 percent in the hourly rate of pay for each Head Start/Early Head Start employee and the pay scale subject to the provisions of Sections 653 and 640(j) of the Head Start Act; The rationale if employees are receiving less than the 1.8 percent COLA or differential COLA increases; ▪ The provision of the 1.8 percent increase to all delegate agencies and partners or justification if the full percentage is not provided to delegate agencies and partners; • The planned uses for the balance of the COLA funds to offset higher operating costs; ▪ Each source of non-federal match, including the estimated amount per source and the valuation methodology; and • A detailed justification that conforms with the criteria under Section 640(b)(1)-(5) of the Head Start Act if the application proposes a waiver of any portion of the non-federal match requirement. Signed statements by the Governing Body and Policy Council Chairs along with Governing Body and Policy Council minutes documenting each group's participation in the development and approval of the supplemental application must be provided. The application must be submitted on behalf of the Authorizing Official registered in the HSES. Incomplete applications will not be processed. Jan Len Regional Program Manager Office of Head Start cc: Bruce Liggett, Executive Director Alecia Jackson, Head Start Director Maricopa County Human Service Department HS-EHS Grant No. 09CH010385 Request for COLA Funds Page I 1 PROGRAM NARRATIVE: The Maricopa County Human Services Department seeks to request the full portion of the cost-of-living adjustment (COLA) of $175,597 for Head Start and $44,663 for Early Head Start to assist in increasing salaries and fringe benefits and offsetting higher operating costs. The use of the COLA funds will be used to offset the increased cost of benefits for all staff employed through the HS and EHS grant awards. The cost of employee benefits is expected to rise from $10,032 per employee to $11,400 per employee in FY17. Total cost to the program is $236,664 based on 136 Head Start FTE's and 37 EHS FTE's. However, the total COLA amount available does not fully cover this increase and the program has prepared the FY17 budget, submitted in the competitive application, to address the increase above the COLA award. The program has completed a wage study in collaboration with other HS/EHS programs that serve in Maricopa County and has moved forward with Maricopa County Employee Compensation Department to increase the salary range of Teachers, Professional Development Coaches, and Family Services workers based on the results of the wage study that showed the program's wages were lower that the averages wages in those positions among Head Start and Early Head Start programs. An increase to the hourly rate of pay and/or permanently increased the Head Start pay scale of Teacher, Area Supervisors, Teacher Assistants, and Professional Development Coaches was included as a part of the 5 Year Grant Application budget. Increasing the compensation range for instructional and direct services staff is an important strategy in staff retention for positions that the program has experience high turnover and a part of the overall program philosophy to ensure that those who work directly with children Maricopa County Human Service Department HS-EHS Grant No. 09CH010385 Request for COLA Funds Page I 2 and families are retained to encourage continuity of relationships and maximize the investments in professional development. BUDGET AND BUDGET JUSTIFICATION: Funds in the HS and EHS program are budgeted to align with the programs approach to ensure comprehensive services to eligible infant and toddlers and their families in a cost effective manner.
