Re: Grant No. 09HP0004
Dear Mr. Hickman:
On December 18, 2015, President ()barna signed Public Law 114-113, Consolidated
Appropriations Act, 2016, which contains an increase of approximately $570 million for
programs under the Head Start Act for Fiscal Year (FY) 2016. A portion of the increase
provides a cost-of-living adjustment (CgLA) of 1.8 percent, depending on final funding
decisions, to assist grantees in increasing staff salaries and fringe benefits and offsetting
higher operating costs.
Program Instruction ACF-PI-HS-16-03, dated April 27, 2016, informed Head Start and Early
Head Start grantees and delegate agencies of the intended uses of these funds and
announced the opportunity for grantees to apply for the funds. Please review the Program
Instruction carefully to ensure your supplemental application meets the requirements for
funding and contains all of the necessary information.
The following table reflects the amount of the COLA, depending on final funding decisions,
for the Early Head Start program in FY 2016.
G095128 Earl Head Start $44,135
TOTAL $44,136
Submission Requirements

contact the HSES Help Desk at tihsesinfo.org or 1-866-771-4737.

Mr. Hickman • Page 2
Please ensure the program narrative, budget and detailed budget justification submitted in
the application documents demonstrate:
• An increase of 1.8 percent in the hourly rate of pay for each Early Head Start
employee and the pay scale subject to the: provisions of Sections 653 and 640(j)
of the Head Start Act;
• The rationale if employees are receiving less than the 1.8 percent COLA or
differential COLA increases;
• The provision of the 1.8 percent increase to all delegate agencies and partners or
justification if the full percentage is not provided to delegate agencies and
partners;
▪ The planned uses for the balance of the COLA funds to offset higher operating
costs;
• Each source of non-federal match, including the estimated amount per source
and the valuation methodology; and
• A detailed justification that conforms with the criteria under Section 640(b)(1)-(5)
of the Head Start Act if the application proposes a waiver of any portion of the
non-federal match requirement.
Signed statements of the Governing Body and Policy Council Chairs along with Governing
Body and Policy Council minutes documenting each group's participation in the
development and approval of the supplemental application must be provided. The
application most be submitted on behalf of the Authorizing Official registered in the HSES.

EHS-CCP Grant No. 09HP0004
Request for COLA Funds
Page 1
PROGRAM NARRATIVE:
The Maricopa County Human Services Department seeks to request the full portion of
the cost-of-living adjustment (COLA) of $44,135 to assist in increasing salaries and fringe
benefits and offsetting higher operating costs.
The Early Head Start-Child Care Partnership (EHS-CCP) grant funds are used primarily
to support the work of our 8 contracted child care providers who are implementing EHS
standards and services to 160 infants and toddlers in the Maricopa County communities,
excluding within the City of Phoenix.
The program continues to experience tremendous growth and success in supporting
private child care in meeting Head Start performance standards and in ensuring our youngest and
most vulnerable children receive the benefits of a fully comprehensive and high quality early
care and education program. In addition, enrolled families have been able to engage in work, job
training, and/or education that are contributing to the increased self-sufficiency for themselves
and their families.
The COLA funds contribute greatly to help offset rising costs for the Grantee and
contracted providers. The program has engaged program governing bodies in discussion about
this funding opportunity and has received feedback during budget development. Policy Council
membership includes parent representatives participating in the CCP program and they have
been instrumental in providing guidance and leadership in this process.
On April 25, 2016 the Maricopa County Human Resources Employee Compensation
Department revised the market range for the market title of Professional Development Coach.
The increase to this title resulted in an average 8.5% increase to the salaries of the Professional
Development Coaches, and a further adjustment was made to the staff that provides supervision

Page I 2
of the Coaches to address potential equity issues. The increase to the Administrative Supervisor's
resulted in an average increase of 4.3%. COLA funds will be used to address this differential pay
adjustment.
These adjustments meet the intended 1.8% salary increase for two of the positions funded
by this Grant. The employee related expenses due to these increases are reflected in the budget
narrative.
Kim Tan- Child Care Specialist $2,798*
Jennifer Gaulke- Child Care Specialist $45,852 $5,304
* Only 50% of the increase will be included in the CCP budget, as this position is split between
other funding sources.
In addition to funds to increase salaries at the grantee, the Program seeks to increase the
contracted amounts for the Child Care Partners for the purposes intended in the COLA guidance
of offsetting increased operational costs and to increase staff wages. Each partner will submit a
detailed plan for expending the additional funds for approval by the grantee prior to receiving the
COLA funds.
BUDGET AND BUDGET JUSTIFICATION:
Funds in the CCP program are budgeted to align with the programs approach to ensure
comprehensive services to eligible infant and toddlers and their families in a cost effective
manner. The budget distinguishes operating funds, COLA funds, TTA funds, and the required
Non-Federal Share.

Non-Federal Share (NFS) is a statutory requirement of the Head Start Act Section 640(b). As
stated in the Act, a grantee agency must provide 20% of the total costs of the Head Start program
through Non-Federal match unless a waiver has been granted.
The Marieopa County EHS—CCP program anticipates collecting $639,350, 20% of the total of
previously awarded operations, TTA, and expected COLA funds required of Non-Federal share
for the contracted period.
Valuing Volunteer Time - Volunteers consist of parents and community volunteers who assist in
the program, either as classroom teacher assistants, or general laborers. Parent and Community
volunteers without technical or professional skills are valued for in-kind purposes based on the
average wage the program currently pays for Teacher Aides including the value of all fringe
benefits provided by Maricopa County as outlined in the OHS program approved budget. This
rate is used for non-technical, non-professional volunteer services regardless of the location the
services are provided.
Valuing Parent Time - Volunteer time is captured from parents when engaged in In-Home
Curricula tasks and Family Literacy Activities (In-Home Curricula Tasks are assigned by the
teacher/home visitor to enhance a child's experience in the Program). Parents engaged in In-
Home Curricula and Family Literacy activities are budgeted at $23.94 per hour, which is the
FY 16 average wage paid to Teacher Aides, including all fringe benefits outlined in this
budget narrative (FY 17 valuation will be based on average wage, including fringe benefits
paid to Teacher Aides in FY 16 per Maricopa County Market Range Title [MRT] and Wage
Scale).
o Valuing Policy Council Time - Volunteer time from Policy Council members when they
attend Policy Council meetings or Policy Council Committee meetings are budgeted at

$51.00, which is equal to the FY 16 wage paid to the County MRT for Head Start Director,
including the value of fringe benefits.
o Valuing Community Space- Donated space used for parent trainings/meetings, Policy
Council, staff trainings, conferences, etc. are valued at fair market value determined either by
the community partners' usual rental price or by a valuation of current market rate for leased
meeting space.
The FY 16-17 budget is based on:
Parent and non-parent volunteers who assist in the program, either as teacher assistants or office
assistants $186,732 (estimated to be 1.5 hrs. per week per working parent). In addition, volunteer
time is captured from parents when engaged in In-Home Curricula Tasks $404,586 (estimated to
be 3.25 hr. per week per family) and Family Literacy Activities (In-Home Curricula Tasks are
assigned by the caregiver to enhance the child's experience in EHS). Also includes volunteer
time from Policy Council members $6,732 (estimated to be 4 hrs. per month per PC member)
when they attend Policy Council meetings or Policy Council Committee meetings. All
volunteers, except Policy Council volunteers, are budgeted at $23.94 per hour, which is the
average wage, including all fringe benefits outlined in this budget narrative, paid to Teacher
Aides. Policy Council volunteers are budgeted at $51.00, which is equal to the wage paid to the
Head Start Director, including the value of fringe benefits described in this budget narrative.
