Maricopa County Procurement Code MC1-351 states: "Single source" means an acquisition where, competition is impractical because
of standardization, warranty, or other factors as approved by the Board of Supervisors.
NOTE: The following are unlikely to be sufficient single source justifications:

• Agency perception that the vendor is the best qualified (this should be determined through a competitive process)
• Lack of agency planning resulting in limited time to conduct a competitive procurement
• Special incentive or deal offered (can be assessed in open and competitive solicitation)

THIS PROCURMENT IS A SINGLE SOURCE BECAUSE (attach additional page if needed):
OpenGov is the only known source of an off-the-shelf software application that combines both
outward (citizen facing) and inward facing software functionality. The outward facing functionality
significantly enhances the County's transparency offering by allowing financial and budgetary data to
be analyzed in multiple ways at the user's discretion. This same flexible data analysis functionality
also permits County departments to easily track and analyze their agency specific financial and
budgetary information, performance metrics and other user defined data using a standard tool verses
the use of shadow applications or systems. No other provider has been found that offers a similar
application capable of providing the functionality offered by OpenGov.
