Purpose is modified to include the following verbiage: The Southwest Interdisciplinary Research Center (SIRC) Office of Evaluation and Partner Contracts at Arizona State University (ASU) agrees to continue to partner with the Maricopa County Department of Public Health (MCDPH) and the Collective for Adolescent Wellbeing in the evaluation of its Capacity Building Assistance grant from the Department of Health and Human Services (HHS) Office of Adolescent Health (OAH). In order to evaluate the success of the capacity building assistance (CBA) received and the efforts to replicate evidence-based programs, the partnership of MCDPH, Touchstone Health Services (THS) and SIRC will provide services on several levels. First, THS staff members will work directly with the youth-serving organizations in performing the initial organizational assessment and developing the associated CBA action plan, in assisting the agencies in identifying an appropriate EBI, in recruiting youth to participate in the EBI, and in learning to facilitate and evaluate the EBI workshops. Within this process, THS staff members will serve as coaches and mentors and offer peer-to-peer support. The OAH instrument, "Organizational Capacity Assessment for Teen Pregnancy Prevention Programs", will be used for the youth-serving organizations to assess, discuss and prioritize their capacity building assistance needs. From this assessment, each youth-serving organization will develop a detailed three-year CBA action plan. SRC will oversee the overall evaluation of the process for providing CBA to youth-serving organizations including evaluating the process of selecting the organizations to receive the CBA. SIRC plans to document the process of developing and implementing CBA strategies that THS and MCDPH offer and will identify key successes, risks and challenges, and lessons learned based on the analysis of performance measures, results of the capacity assessment tools, and feedback from participating organizations, in order to track and provide continuous review of the process of offering CBA. Also, SIRC will assess the number of staff and possible volunteers who received training or technical assistance as a result of the capacity building services provided. The number of organizations that monitored their progress toward the goals identified in their community assessment with the assistance of THS and how they monitored that progress will also be assessed by SIRC. Further, the number of additional activities completed and/or program outputs produced by the program as a result of capacity building services provided which are not captured on the OAR performance measures will also be analyzed by SIRC. 3 Each of the organizations, MCDPH, THS and SIRC will work together to evaluate the success of the process for providing CBA to the selected organizations. Further, SIRC will work with the selected organizations to ensure the performance measures are collected and to help them evaluate the success of their efforts to replicate the evidence-based programs. This may include assessing the implementation of the evidence-based TPP program (i.e., reach, participant attendance, fidelity, implementation quality, adaptations), outcomes of the program (i.e., outcome objectives, participant satisfaction, reception of the community to the program, facilitator experience), and lessons learned.
