Jefferson, 10th Floor Phoenix, AZ 85003 The Board of Supervisors of Maricopa County, Phoenix, Arizona, convened in Special Session at 10:00 AM on Monday, May 23, 2016, in the Sullivan Conference Room, 301 W. Jefferson Street, Phoenix, AZ 85003, with the following members present: Clint Hickman, Chairman, District 4; Andrew Kunasek, Vice Chairman, District 3; Denny Barney, District 1; Steve Chucri, District 2; Steve Gallardo, District 5. Also present: Constance Copeland, Deputy Clerk of the Board; MaryEllen Sheppard, Acting County Manager; and Steve Goodrich, Legal Counsel. Minutes compiled by Lori Medaris, Minutes Coordinator. BOARD OF SUPERVISORS 1. EXECUTIVE SESSION Vote to convene in Executive Session to consider the items on the Special Executive Agenda dated May 23, 2016, for Board of Supervisors and relevant Special Districts pursuant to the statutory authority listed for each item. Motion to approve by Supervisor Barney, seconded by Supervisor Kunasek Ayes: Hickman, Kunasek, Barney, Chucri, Gallardo OPEN SESSION 2. DISCUSSION AND POSSIBLE ACTION REGARDING THE SELECTION, APPOINTMENT AND SALARY OF A NEW COUNTY MANAGER Authorize the Chairman or his designee to take action as directed in executive session. This matter was heard in executive session on May 23, 2016. (C-06-16-504-M-00) Motion was made by Supervisor Barney to authorize the Chairman to make an offer of employment to Joy Rich and at a subsequent time negotiate the terms of employment with the assistance of Human Resources and Legal Counsel, generally similar to the previous agreement for County Manager and as directed in executive session. The motion was seconded by Supervisor Chucri who thanked the Human Resource Special Meeting Agenda Monday, May 23, 2016 Page 2 of 2 team for their good work. He noted that they kept the Board informed of the process and produced good results. Congratulations to Joy Rich. Ms. Rich thanked the Board and explained that this appointment meant a great deal to her. Ms. Rich acknowledged that she owes much to Tom Manos who taught her so much in the last four years. Chairman Hickman thanked Tom Manos for his participation in the selection process. Mr. Manos responded that he had no idea what the conclusion of the process would be, but he added his congratulations to Ms. Rich. Mr. Manos also stated that he looked forward to sharing information with Ms. Rich about things he had learned that worked and did not work for him as County Manager. Chairman Hickman directed that all remaining candidates be notified of the Board’s decision. MaryEllen Sheppard stated that each candidate would be informed of the Board’s decision.
