Action Requested:
Approve the donation of two modular buildings by Catholic Charities to the Catholic Charities Native
American Ministries. Catholic Charities is a sub-recipient (delegate agency) to Maricopa County’s federal
Head Start grant. The modular buildings were originally purchased by Catholic Charities with Head Start
funds and are titled to Catholic Charities. They are currently located at a school site in the Avondale
Elementary School District.
Board Required Information:
This action was reviewed and approved by the Head Start Region IX Office, subject to approval by the
Board of Supervisors and submission of the Board minutes to the Office of Head Start.
Catholic Charities Native American Ministries will move these modular buildings at their cost to the Gila
Indian Reservation in Kimatke, Arizona, for use in their programs. No Head Start or County funds will be
used in the relocation.
It has been determined that donation is the most cost efficient way for the Head Start Program to
dispose of the modular buildings, because their current value is less than the cost of the relocation and
the actual cost of their disposal would create a negative cost to the Head Start program.
Additional Information:
The modular buildings were originally acquired by Catholic Charities in 1998 and 1999 for use as Head
Start classrooms and office space. Current market values of the buildings are estimated to be $7,000
for Building 1 and $2,675 for Building 2. Catholic Charities no longer use the buildings for Head Start
services because Avondale School District has provided adequate classroom and office space. The School
District has requested that Catholic Charities remove these buildings to accommodate new school
district construction at that site.

Approved as to form. I have been informed by Don Bower that Maricopa County does not have any
ownership interest in these modular buildings, and therefore, the board is not making this donation.
The Region 9 Head Start Office requires board approve prior to donation. Therefore, this action does
not require unanimous consent of the board.
