REQUEST FOR PROPOSAL
for the
Arizona Revised Statute § 5-601.02
12% Gaming Distribution
Tohono O'odham Nation
A) Explain the perceived need and explain how the proposal will address the need.
The North Valley Posse was established in 2002 as an all-volunteer organization to support the needs
of the Maricopa County Sheriff’s Office. The members of the North Valley Posse serve in a multitude
of functions throughout the entire county, which include search & rescue, community patrol, and
deputy support in all of their duties. However, one of the more important functions that the North
Valley Posse provides is serving as a community service organization to involve the community and
increase relations between the Maricopa County Sheriff’s Office and the citizens of the county.
It is through the functions of assisting the Maricopa County Sheriff’s Office with its law enforcement
functions and participating in community events that establish the need for this grant. As part of the
North Valley Posse’s duties, our members are dispatched throughout the county to assist with
community events (carnivals, fairs, school festivals, etc.), emergency call-outs (search & rescue,
natural disasters, crime scene investigation & security, etc.) and normal law enforcement events
(parades, search warrant details, etc.). During these events, the members of the North Valley Posse
and members of other posse organizations and law enforcement agencies would greatly benefit from
having a focal point for community events, an educational center for community outreach during
events, a central point of operation or a command center during emergency or law enforcement
situations and an area for our members to recover after working in the heat and elements often
encountered in the desert.
On average, the members of the North Valley Posse volunteer approximately 16,000 hours a year to
support the Maricopa County Sheriff’s Office and the communities within Maricopa County. The
hours listed above are primarily centered around community and law enforcement support during
community outreach events and emergency situations.
The funds that we are requesting in this application would allow the North Valley Posse to purchase
an RV type trailer to be outfitted as a mobile command & relief center. In addition, the funds would
also be utilized to purchase a pickup truck capable of towing the trailer. This trailer would be used
for events and emergency situations. The trailer would be outfitted with communications and
charging capabilities, mobile gas containers to support search and rescue efforts, emergency lighting
to provide illumination during crime scene investigations, first aid equipment to be used if needed,
and community educational information to be distributed during community events. The trailer
would also serve as a show piece during community events to welcome civilians and increase
relations between the Maricopa County Sheriff’s Office and the citizens of Maricopa County.

B) Describe the population who will benefit from the proposal if approved.
Although this equipment will be based in Northern-Maricopa County, it will be available for use
anywhere within Maricopa County, and potentially other counties if a state of emergency exists and
surrounding counties request help. In community event scenarios, the public and law enforcement
volunteers and officers would benefit from the trailer as an inviting area for the public and law
enforcement personnel to interact and build relationships and trust. In a law enforcement scenario,
it provides a central operations point that facilitates effective and efficient operations and increased
security of the involved personnel. Within Maricopa County, in any given year there are floods, fires,
events and crime scenes that are manned by volunteer members of the North Valley Posse. The
procurement of the trailer and pickup truck would allow emergency equipment to be quickly
available where ever necessary in the county.
C) Include a budget of the requested funds, with the total amount requested clearly noted.
