Subject: Construction Contract for QCID and STID Irrigation Pipe Relocation for Riggs Road Widening Project, 11429
Dear Mr. Nelson:
The Maricopa County Department of Transportation (MCDOT) is in the process of design and construction of
improvements to Riggs Road. Queen Creek Irrigation District (QCID) operates and maintains existing pipeline along the
North side of Riggs Road which is interconnected with the Chandler Heights Citrus Irrigation District (CHCID) and the
San Tan Irrigation District (STID) pipeline for the Joint Distribution Project within an existing Bureau of Reclamation
Right of Way (ROW). The Riggs Road widening project will require relocation of the existing QCID-STID pipeline along
Riggs Road between Power Road and 180th Street.
MCDOT design consultant TYLIN has designed the road widening project and Gookin Engineers as District Engineers,
for QCID, has designed the pipeline relocation plans in conjunction with TYLIN. Enclosed are cost estimates for the
relocation improvements.
QCID will implement the relocation by installing new irrigation pipes and appurtenances to the lines and grades shown on
the plans and make connections between the existing and new systems. The new pipeline will be installed partly within
the existing Bureau of Reclamation Right of Way and partly in a relocated Bureau of Reclamation Right of Way, subject
to Bureau of Reclamation approval. QCID is working toward the approval of these changes in ROW, as well as an
approval of some of the various crossings.
QCID will prepare as-built drawings of the irrigation facilities. QCID will invoice MCDOT periodically for actual costs
incurred. QCID's administrative costs will be $21,500. Total costs invoiced shall not exceed the estimated cost plus 10%.
MCDOT will reimburse QCID within thirty (30) calendar days of receipt of an invoice from QCID.
The cost summary is as follows:
Joint Distribution Pipeline & STID pipeline relocation $1,707,981.43
Gookin Engineers LTD. $ 127,200.00
QCID Administrative and Insurance $ 24,500.00
Total Costs: $1,859,681.40
