He spoke regarding his term as President of the County Supervisors Association. He introduced and played a video that contained excerpts of 2015 events and an outlook for 2016. CHAIRMAN’S ADDRESS Chairman Hickman stated it is an honor and privilege to work beside a hard-working Board. He stated how much he appreciated the support of his family and introduced members of his family. He acknowledged the presence of one of his predecessors, the Honorable Jan Brewer, noting that former Supervisor Max Wilson was unable to attend. Chairman Hickman noted that Maricopa County accomplished the following in 2015: Formal Meeting Minutes Wednesday, January 06, 2016 Page 3 of 38 Adopted a conservative, service-oriented budget, virtually the same level of spending as in FY 2008 Established a prudent, two-month cash reserve for emergencies Made critical but calculated investments in public safety, technology, cyber security and flood control that will help protect citizens from Queen Creek to Wickenburg Earned 47 NACo awards which is more than any other county in the nation Correctional Health Services in collaboration with the Sheriff’s office was selected as the finest in the Nation The Industrial Development Authority was honored by Greater Phoenix Economic Council (GPEC) for its wide range of economic and community development efforts He said he would like to re-evaluate the economic development system by: Detouring the use of general fund dollars Working closely with Industrial Development Authority on exploring and partnering to spur job growth Providing the basics without using out-of-state businesses Focus on local firms and local businesses Continue to work to make it easier for businesses to do business in Maricopa County Work with Procurement to reach out and meet directly with local businesses to introduce e-procurement programs, remove obstacles and provide education on the process He acknowledged the presence of local business owner, Kimber Lanning, who is the founder of Local First Arizona which started in 2003 and is now the largest local business advocacy group in the country. Chairman Hickman stated that in 2015 Supervisor Chucri called for the formation of a “collaborative approach” to county government such as Supervisor Gallardo’s forthright effort to alleviate homelessness and his passion in working with the Tumbleweed Center. He said he is in support of: Finding homelessness solutions in conjunction with Cities/Towns to build low demand shelters that provide community services to the patrons. “Safe Sleep” which is an Arizona Department of Health Services initiative to educate parents that the correct sleeping position for babies is alone on their back in a crib. Children’s Safety Zone is sponsored by Swift Office Solutions and educates the public on drowning prevention for children. Chairman Hickman noted Supervisor Barney’s zeal for policy detail and his fearless embrace of innovation that has made him a persuasive advocate joining with County Attorney Bill Montgomery, Sheriff Joe Arpaio, Superior Courts, Justice Courts, legal defenders and other criminal Justice agencies on the County Justice program. The program ensures the various criminal justice agencies are collaborating rather than working individually on mandates. The result has been a system that promotes the right treatment at the right level to maximize the chance of rehabilitation and to positively influence the likelihood of an inmate to not reoffend. Formal Meeting Minutes Wednesday, January 06, 2016 Page 4 of 38 He said collaboration within the County criminal justice system is critical with half of the County’s $2 billion dollar budget appropriated to public safety and the criminal justice system. One of the latest elements in reducing recidivism is to create community-based solutions such as Clean Start which is a program that will link ex-offenders with programming and actual employment opportunities. He called upon the Human Resources department to move swiftly forward on the plan to have probationers serve in County jails and departments working specific jobs such as food preparation and laundry services to gain experience, skills training and good life habits. Chairman Hickman spoke about Strategic Planning Sessions and the open collaboration between all elected officials, fair compensation for employees, and State Legislature challenges. He said County funds are continually used to fund State services or departments. If the State is going to give the County the cost of making a change then the State should also give the County the ability to effect the change. There also needs to be adequate revenue to deal with the service. Chairman Hickman asked that everyone join in the effort in speaking to their legislators on County challenges. He noted that the Board consists of multigenerational native Arizonians who serve because of their desire to continue to make Maricopa County a great place to live. The granting of this change in use of the property has been at the request of the applicant, with the consent of the landowner. The granting of this approval allows the property owner to enjoy uses in excess of those permitted by the zoning existing on the date of application, subject to conditions. In the event of the failure to comply with any condition, a hearing shall be scheduled with the Board of Supervisors for consideration to revert the zoning that existed on the date of application. It is, therefore, stipulated and agreed that either revocation due to the failure to comply with any conditions, does not reduce any rights that existed on the date of application to use, divide, sell or possess the property and that there would be no diminution in value of the property from the value it held on the date of application due to such revocation of the Zone Change. The Zone Change enhances the value of the property above its value as of the date the Zone Change is granted and reverting to the prior zoning results in the same value of the property as if the Zone Change had never been granted. f. A separate Plan of Development (POD) shall be submitted for administrative review and approval for the proposed vehicle storage area, or any other use of the site (other than agricultural or other uses statutorily exempted from the County’s zoning authority). This POD must be approved prior to issuance of any construction permits. l. The IUPD overlay shall also restrict the use of the site. Until such time as the site is served by sewer or effective annexation by the City of Mesa, uses on the site shall only be those acceptable to the Maricopa County Environmental Services Department (MCESD) that can be accommodated by septic systems. m. IND-2 IUPD zoning approval is conditional per Maricopa County Zoning Ordinance Article 304.6. As the economy improves, the need for new housing will become increasingly important. The extension will enable home builders to continue to pursue financing for final platting and development while not losing the benefits of the initial review completed through a preliminary plat procedure. When a preliminary plat is approved, it is only valid for two years. (In the event of a phased preliminary plat, the plat remains valid for a two year period for each phase.) If the landowner does not proceed to final plat within those two years, the preliminary plat expires and the land owner must begin anew. SUB-AWARD AGREEMENT WITH PUBLIC HEALTH INSTITUTE FOR HEAT SURVEILLANCE STUDY Approve and accept fixed-price Sub-Award Agreement (No.1021103) between Public Health Institute (PHI), Climate Change, Health and Equity Nexus: Framework to Action and Maricopa County by and through its Department of Public Health (MCDPH), Office of Epidemiology to provide funding to conduct a scan of activities pertinent to climate change and health within the local jurisdiction. The award amount is $30,000 for the budget period start date from January 1, 2016 through end date June 30, 2017. Since 2006, the Maricopa County Department of Public Health has been tracking heat- related illness and death. Through death surveillance we have identified that around half (ranges from 40%-55%) of deaths occur indoors and about 70% of those that died indoors had air conditioning but were either unable or unwilling to use it. We aim to supplement current general fund heat surveillance expenditures with these grant funds to better understand the barriers to air conditioner use in people that are at risk for these preventable outcomes. Below is a list of activities that will be completed: • Survey homebound individuals about their air conditioner use and preferences. This is conducted in partnership with the Area Council on Aging. • Record measured home temperature to the survey respondents perceived temperature in their home during the day. • Complete an assessment of all Valley assets such as subsidies, organizations, charities, etc. which could be a source of assistance to these homebound individuals and link these individuals to services. This Grant deviates from County Policy A2505 and does not allow for full indirect cost reimbursement, but a maximum of 10% indirect cost reimbursement as delegated in the Grant Agreement. MCDPH indirect rate for FY15-16 is 15.8%. The increased full indirect costs are estimated at $4,309 of which $2,727 is recoverable and $1,582 is unrecoverable. Departmental indirect rates are reestablished at the beginning of each fiscal year and the future indirect rates will be collected at the corresponding rates. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore expenditure of the revenues is not prohibited by the budget law. This Amendment does not alter the budget constraining expenditures of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. The overall grant budget will be adjusted as necessary to accommodate this grant through a future reconciliation. Also, this IGA with ASU is funded through a grant from Department of Health and Human Services, Public Health Services, Office of Grants Management, Office of Adolescent Health (TP1AH000129-01-00) (C-86-16-006-3-00).
