from involved stakeholders. The plan is intended to be flexible in order to adapt to
changing conditions.
Allan Muller, President of New River Desert Hills Community Association, came forward
to thank Mr. Holm for the work he contributed to the plan and to the Planning and
Zoning Commission for the acceptance of the plan.

issues such as a robust high speed digital infrastructure and legislation addressing
groundwater concerns. She asked that the plan be approved.
Roger Willis, Director, Anthem Community Counsel and Desert Foothills Land Trust
(DFLT), explained their mission is to connect people to nature. The DFLT, the New
River Desert Hills Association and the Anthem Community Counsel collaborated on four
particular concepts within the plan that included balanced land use; adequate park,
recreation and community facilities; open space and connectivity; and within the next 15
years 30,000 acres of additional park space will be needed. Mr. Willis provided
information about the Daisy Mountain Area Plan and its mission and purpose.
Jenna Kohl, Anthem Community Counsel, and Anthem Chamber of Commerce, stated
her organization’s support of Vision 2030 and have measured it with their own
development plan. She commented on the parallels between the two visions and all of
the organizations are hoping these parallels will continue with the Daisy Mountain Area
Plan.

A-2. APPROVE PARKING CONTROLS ON THE SOUTH SIDE OF MADISON STREET
Pursuant to the authority provided by A.R.S. Title 28 and consistent with A.R.S. §11-
251.04, establish the maximum rate of $105 for towing and $12 per day for storage for
vehicles towed from designated No Parking Zones on Madison Street.
In accord with the agreement between the City of Phoenix and Maricopa County which
permitted the County to close Madison Street in front of the South Court Tower, the County

section of Madison Street falls outside the City of Phoenix’s jurisdiction, they will no longer
provide parking enforcement. Approval of this agenda item establishes posted No Parking
zones to be patrolled by Protective Services and enforced by MCSO with illegally parked
vehicles to be towed at the rates set above. (C-70-16-021-M-00)

of the overall rehabilitation is completed and consisted of the removal of the existing central
filter material and replacement with a suitably engineered filter material. The central filter is
an element of the dam that is designed to prevent a failure of the dam due to embankment
cracking. Phase 2 will remove the two existing corrugated metal pipe outlets and replace
them with a single concrete outlet pipe system. The left auxiliary spillway will also be
removed by extending the left abutment of the dam to the north. The right auxiliary spillway
