There is legislation pending that will address problems with the Rule. The EPA appears to be working on proposing rule revisions. ~ Supervisor Gallardo entered meeting ~ Mr. Cushing continued with an overview about salt cedar growth that is having an adverse impact in flood zone areas. He explained that the Maricopa County Flood Control District is interested in entering into an agreement with the Army Corp of Engineers. There will be an effort made to pursue and expedite such an agreement. Mr. Cushing explained the concerns of the Bureau of Land Management (BLM) and their authority to allow third party concessionaires to operate on BLM land. The Special Meeting Minutes Wednesday, February 03, 2016 Page 2 of 3 County and members of the Arizona congressional delegation have tried for many years to convince the BLM they have this authority but have been unsuccessful. Senator Flake has introduced legislation to address this issue. Mr. Cushing reviewed transportation issues and noted two items of interest. First, the County was able to introduce language into legislation in regard to regulatory flexibility. Second, there is a $60 million new grant available for intelligent transportation technology and infrastructure. Supervisor Chucri asked if the mentioned transportation grant was to allow for autonomous driving and to accommodate the future technology of vehicles. Mr. Cushing responded with several facts that make Maricopa County a strong contender for this grant. Mr. Cushing explained President Obama’s Executive Order 13690 concerning a new flood risk reduction standard and the potential impacts on flood plain management. Mr. Cushing explained the 340B Drug Pricing Program that has allowed Maricopa County to save $800,000 in 2016. Jennifer Pharaoh explained Human Resources and Services Administration (HRSA) guidance has issues of concern that is being closely monitored. One specific concern is new eligibility requirements that change who would be considered an eligible patient. The change would make a large number of the population ineligible for discounted drugs. They are working closely with the National Association of Counties (NACO) to ensure that HRSA understands the unintended consequences of this guidance. Mr. Cushing explained that they will also be seeking additional funding from the National Dam Rehabilitation Program because the initial funds received will not be enough for dam rehabilitation in Maricopa County. He reviewed the issues affecting Low Income Home Energy Assistance Program (LIHEAP). He explained how Congress passes override formulas that diverts funding to northern cold weather states. A coalition is working to urge Congress to cease the override and uphold the current law. Mr. Cushing commented on two additional items not on the presented agenda. The first concerns Forest Service land and its importance to the upgrade of the radio system. The second was concerns about homelessness and legislation to help with related needs. Board members discussed specific concerns about the problems with the salt cedars, and the length of time to attain permits that bog the process.
