15. SUMMARY DESCRIPTION OF PROJECT (See instruction on reverse)
The Second Chance Act signed into law on April 9, 2008, provides a comprehensive response to the increasing number of people who are released from prison and
jail and returning to communities, including resources to address the myriad needs of these offenders to achieve a successful return to their communities. As a
complement to the Second Chance Act programs, the FY 2014 Smart Supervision Program (SSP) seeks to improve probation and parole success rates, which would
in turn improve public safety, reduce admissions to prisons and jails, and save taxpayer dollars. The goal of this program is to develop and test innovative strategies
to implement evidence-based probation and parole approaches that increase community safety, and reduce violent crime by effectively addressing individuals' risk
and needs, and reducing recidivism
The Maricopa County proposes the Smart Thinking: Expanding Thinking for a Change Capacity project. The overall goal is to strengthen and sustain a cross-
agency Thinking for a Change program in order to reduce recidivism and increase community safety by improving the engagement and retention of 864 medium-

high and high risk adult probationers in T4C groups. Maricopa County will accomplish this by collaborating with a behavioral health treatment provider to develop
and implement a comprehensive evidence-based model that cart be replicated by other community providers to effectively facilitate Thinking for a Change.

Thinking for a Change (T4C) $39.30/hr. x 1,560 hours 61,308
Facilitators
SUB-TOTAL $135,181
PERSONNEL NARRATIVE (FEDERAL)
The Program Coordinator will manage the T4C program and serve as grant coordinator. This
position will be held by Arlyn Harris, an adult probation officer supervisor. She will be paid at
her current salary level of $73,873/yr. Probation officers trained as T4C facilitators will be paid
overtime to co-facilitate T4C groups. This will help with the costs for the Maricopa County
Adult Probation Department (MCAPD) to provide T4C groups in probation offices and to co-
facilitate T4c groups with the community provider. An average hourly wage for these probation
officers is $26.20 x 1.5 — $39,30/hr, for overtime. A T4C group cycle is 13 weeks x 6 hours/wk.
= 78 hours per facilitator per cycle x 20 cycles — 1,560 hours. Paying probation officers
overtime enables MCAPD to provide more T4C groups, across multiple locations, and to
integrate the T4C program into departmental culture and with partner agencies than the
Department could accomplish by hiring one full-time T4C facilitator.

annually by the Maricopa County Finance Department using a formula approved by the federal
government. The FY 2015 indirect cost rate for Maricopa County Adult Probation is 12.6
percent. The indirect cost rate is applied to all federal direct costs except for capital and sub-

Budget Narrative
The evaluation will be contracted to Drs, John Hepburn and Marie Griffin, who propose a
budget of $138,175 over the 36 months of the grant period to conduct and complete the proposed
evaluation plan. Due to the nature of the evaluation, most of the costs are tied to personnel, with
a limited amount of funds dedicated to cover anticipated costs of travel.
Contract Personnel:
Drs. John Hepburn and Marie Griffin assume responsibility for each aspect of the
evaluation, as well as oversight and training of doctoral students who will assist in the many
activities proposed in the evaluation plan. Dr. Hepburn's daily rate of pay is $600; Dr. Griffin's
daily rate of pay is $500. Both daily rates are based on, but somewhat less than, the daily rate of
pay received within their respective annual salary as a faculty member. Due to the necessity of
greater involvement and activity during the first three months of planning and implementation, as
well as during the final three months of analysis and report writing, Drs. Hepburn and Griffin
have committed more time during these two time periods. Dr. Hepburn will commit 1.0 days per
week to the evaluation during the first twelve weeks ($7,200) and during the final 12 weeks
($7,200), and 0.5 days per week for each week during months 4 through 33 ($34,900). This
calculation of cost is based on a 50-week year (excluding two weeks each year for vacation
time). Dr. Griffin will commit 0,5 days per week for the first 12 weeks ($3,000), and 1.0 days per
week for the final 8 weeks ($4000). During months 4-34, Dr. Griffin will be committed to 1.0
days per month ($14,000), again assuming a cost based on a 50-week year.
Additional personnel costs are incurred in wages budgeted to contract with a graduate
student to be actively engaged in the many evaluation activities, including interviews with
stakeholders, field observations of meetings with the community partner, review of relevant
14

documents, tracking and counting Performance Measures; researching the case management
information system files maintained by probation officers; extraction of pertinent data from the
APETS data system; data entry and maintenance of data files; and other tasks associated with
the evaluation plan. The student will work 20 hours per week, at the established rate of $20 per
hour (the rate currently paid to doctoral students in the School of Criminology and Criminal
Justice), which sums to $400 per week. This position is budgeted at 50 weeks per year for each
of the three years.
Local Travel:
The budget includes funds each year to reimburse local travel costs (mileage and parking)
associated with travel to the Departments' administrative office in downtown Phoenix and, as
needed, to district offices within Maricopa County. This travel is necessitated by the evaluation
plan's requirements to observe training and orientation sessions, interview facilitators, meet with
focus groups of supervisors, and work closely with the Program Coordinator in regular meetings.
The estimated cost is derived from an estimate of 1,000 miles per year at a standard rate of
$0.555 per mile, or $555 each year, Parking costs are difficult to anticipate, but are estimated at
$120 per year.
Travel to Washington, D.C.
As specified in the solicitation, the budget includes funds in support of two trips for one
of the evaluators over the three years of the evaluation. One trip is budgeted during YRO I and
one trip is budgeted in YR02. The cost of each trip, for one person, is $1,775, based on the
following expenses: Airfare, $560 and Checked Luggage, $60; Lodging, $771 (3 nights at
