2014 LOCAL JAG PROGRAM NARRATIVE
PARTNER AGENCY:
Maricopa County Adult Probation
PROGRAM NAME:
Thinking for a Change (T4C)
PROGRAM DESCRIPTION:
This is a cognitive-behavioral intervention program for medium-high to high risk
offenders that targets the top four risk factors for re-offense specifically, antisocial
personality, antisocial behavior, antisocial peers and antisocial attitudes. This program
teaches offenders cognitive restructuring skills, social skills and problem solving skills.
These skills provide probationers new alternatives to criminal behavior.
NEED FOR PROGRAM:
The Maricopa County Adult Probation Department recognizes gaps in: supervision
strategies that target the top risk factors with medium-high and high risk offenders. The
availability of cognitive interventions such as T4C is a critical intervention to reduce
crime and better prepare probationers for employment and other pro-social activity.
Trained probation staff serve as T4C facilitators. Probation staff are effective T4C
facilitators with this population. Probationers respond to model and practicing new
behaviors throughout the T4C class.
ANTICIPATED COORDINATION EFFORTS:
A grant from the Administrative Office of the Courts provides some funding for
cognitive programs.

grant so that funding expenses are totally separated. Neither grant provides sufficient funds on its own
to support the total amount of overtime needed to facilitate these Thinking for a Change groups.
