Hello Tahitia,
As promised, here is the budget revision for the 2013 JAG. You've recently approved the budget revisions for the 2012
JAG and the 2013 JAG is the last grant that requires adjustment based on Audit Findings.
I'm requesting approval of the budget revisions for the 2013 JAG based on Audit Findings,
http://www.maricoba.gov/Finance/Single%20audit.aspx regarding Indirect Cost rate. Originally, $64,360.00,00 was
set aside as Indirect Costs to fund Administrative Services, specifically the Grant Administrator. During the audit It
was determined that Indirect Cost Rates could only be applied to Personnel Costs and not a blanket of 10% of grant
funding for Administrative services. The Revised Budget addresses the changes made to come in compliance with the
audit findings. It was determined for the 2013 JAG, funds for the Grant Administrator were not needed as hours for
that position were severely reduced.
Therefore, it is requested that the Indirect Cost funds of $64,360 be moved as Direct Cost to the Maricopa County Adult
Probation (APD) for their "Thinking for a Change", a cognitive-behavioral intervention program for medium-high to high
risk offenders that targets the top risk factors for re-offense. Please find attached:
• 2013 Revised Budget (Takes the original $64,360 Indirect Costs and Transfers to Direct Costs in the amount of
$64,360. The funds are applied to the Adult Probation Program Thinking for a Change, T4C)
• 2013 Budget Summary Corresponds to line `G' of the Revised Budget)
• Budget Detail, Budget Narrative and Project Narrative for the "Thinking for a Change" (T4C) Program
in the future, in order to be•in compliance with State Auditors, Maritopa County will submit its applications to Dal/BJA
to allow for both direct and indirect costs to administer JAG programs. This has been facilitated beginning with the 2014
JAG.

Thinking for a Change
PROGRAM DESCRIPTION:
This is a cognitive-behavioral intervention program for medium-high to high risk
offenders that targets the top four risk factors for re-offense specifically, antisocial
personality, antisocial behavior, antisocial peers and antisocial attitudes, This program
teaches offenders cognitive restructuring skills, social skills and problem solving skills.
These skills provide probationers new alternatives to criminal behavior,
NEED FOR PROGRAM:
The Maricopa County Adult Probation Department recognizes gaps in: supervision
strategies that target the top risk factors with medium-high and high risk offenders. The
availability of cognitive interventions such as T4C is a critical intervention to reduce
crime and better prepare probationers for employment and other pro-social activity.
Trained probation staff serve as T4C facilitators. Probation staff are effective T4C
facilitators with this population. Probationers respond to model and practicing new
behaviors throughout the T4C class.
ANTICIPATED COORDINATION EFFORTS:
A grant from the Administrative Office of the Courts provides some funding for
cognitive programs.
