1. CALL TO ORDER/PLEDGE OF ALLEGIANCE/ROLL CALL
Chairperson Ted Burton called the meeting to order at 6:00 p.m.
Members present: Commissioner Rebecca Puppe, Commissioner Deanna Kupcik, Chairperson Ted
Burton Commissioner, Commissioner Donald Bassler, Commissioner Sebastian
Trupiano, Alternate Charles Hester seated for District 2, Alternate Les Manuel
Members absent: Commissioner Gina Ragsdale, Vice Chair Anthony DiMascio
Staff present: Planning Manager Ken Galica, Assistant City Attorney Sharon Flack, Arts and Culture
Manager Ilana Holden, Management Assistant Keri Hernandez
2. MINUTES
2A. APPROVAL OF MINUTES FROM THE SEPTEMBER 22, 2026 PLANNING AND ZONING
COMMISSION REGULAR MEETING.
A motion was made by Commissioner Kupcik and seconded by Commissioner Trupiano to approve
minutes as presented. Approval 6-0. Motion carried.
3. REGULAR AGENDA
3A. ARTS AND CULTURE PLAN
Ilana Holden, Arts and Culture Manager, presented and was available to answer questions from the
Commission.
Commissioner Trupiano asked for clarification on how this plan fits in with the Parks and Rec Master
Plan. Ms. Holden explained that the Parks and Rec Master plan was used as a base to build the Arts and
Culture plan.
4. COMMENTS FROM THE PUBLIC
None
5. PLANNING MANAGER REPORT AND SUMMARY OF CURRENT EVENTS
Ken Galica informed the Commission that the October 27th Planning and Zoning Commission regular
meeting will have a full agenda.
6. PLANNING AND ZONING COMMISSION SUMMARY OF CURRENT EVENTS
Commissioner Trupiano reminded the board and public of the annual Halloween carnival on Saturday,
October 24, 2026.

7. ADJOURNMENT
With there being no further business, Chairperson Burton adjourned the meeting at 6:13 p.m.
