Hello,
I am reaching out from Invenergy, North America’s largest privately held independent power producer and
energy infrastructure innovator. We are proposing a battery energy storage project sited on 58 acres of
privately-owned land in the City of Buckeye called Cloud Cap Energy Storage. Cloud Cap is on APN 503-
84-040D, which is north of SunValley Parkway, directly south of APS’s SunValley Substation, and west of
291st Avenue. Two maps of the proposed project site are included with this letter.
Cloud Cap Energy Storage will contribute new tax revenue without drawing on existing services,
benefiting all residents of Buckeye. Invenergy has over a decade of experience developing and operating
safe and reliable energy storage facilities. In Arizona, we’ve developed, owned, or operated 16 energy
projects and have been an active partner within Maricopa County since 2019.
To provide residents with the opportunity to learn more about the project ahead of our application to the
Planning and Zoning Commission for our rezone and conditional use permits, we are hosting a
neighborhood meeting on Thursday, June 25 from 4:00 – 8:00pm at Festival Foothills Elementary
School in the Community Learning Center (26252 W Desert Vista Blvd in Buckeye). The rezone
request is to update the current obsolete zone of Planned Community to Single-Family Residential 43
(R1-43). The Conditional Use Permit is submitted to conditionally allow a Battery Energy Storage System
(BESS) on a parcel with R1-43 zoning. The Invenergy team will be present to answer any questions
about the proposed facility.
If you cannot attend the neighborhood meeting, please reach out directly at
CloudCapStorage@invenergy.com or call us at (928) 390-9367. The phone and email go directly to the
development team, including Kelly, Taylor, and me. The Cloud Cap team is available for a virtual meeting
if you are unable to attend on June 25. Additional information about the project can be found at
CloudCapStorage.invenergy.com.
Mandy Woods, a Principal Planner for the City of Buckeye, is reviewing Cloud Cap’s entitlement
applications. She can be reached at (623) 640-6093 or swoods@buckeyeaz.gov should you like to
provide a comment directly.
Sincerely,
Isabelle Zollinger
