Citizen Participation Plan
Major Community Master Plan (CMP) Amendment and
Planned Area Development (PAD)
Application Cases PLZZ-25-0013 & PLZZ-26-0011
1st Submittal: November 24, 2025
Final Submittal: October 21, 2026
Applicant/Representative:
William E. Lally
1850 N Central Avenue,
24th Floor
Phoenix, AZ 85004

Project Description
Douglas Ranch is a master planned community of approximately 35,000 acres in the City
of Buckeye (“City”). Teravalis is a proposed master planned community encompassing
approximately 33,810 acres of the Douglas Ranch community (the “Property”). This
acreage reflects the exclusion of approximately 1,440 acres of Arizona State Land that will
remain entitled within Douglas Ranch Community Master Plan (“Douglas Ranch CMP”).
As part of a strategic rebranding and planning effort, the vision for the Site has been
unified under the broader name Teravalis. The proposed PAD is surrounded by large,
currently undeveloped properties and is located approximately fifteen (15) miles north of
Interstate 10 (I-10) along the western side of Sun Valley Parkway.
The purpose of this Amendment is to update the land use plan, replace the original Village
structure with an updated Village structure along with a Development Unit-based
framework, establish a hierarchy for development reports, and clarify how the
Development Units correspond to and implement the updated land use plan.
Which residents of the City, adjacent property owners, interested parties who have
submitted a request to the City to be notified of any rezoning pursuant to ARS 9-
462.03, adjacent political jurisdictions, and public agencies with jurisdiction over the
property may be affected by the application.
At least 15 days prior to the neighborhood meeting and again at least 15 days prior to
the Planning & Zoning Commission public hearing, individual letters will be sent to all
property owners within 500’ of the Property and interested parties/stakeholders in the
surrounding area of the 33,810 acres subject to this entitlement request. The letter will
adhere to all City of Buckeye notification requirements and will adequately notify the
surrounding property owners of the proposal. Douglas Ranch Land Company, LLC intends
to create a more robust outreach plan than the City minimum requirements.
How those interested in and potentially affected by an applicant will be notified
that an application has been made.
In accordance with the City’s Development Code, we will provide notice using the
following procedures which will specify (1) the date, time, and place of the neighborhood
meeting/public hearing, (2) describe the Property with the street address, legal
description, or general description and nearest cross streets, (3) the nature, scope, and
purpose of the proposed action, (4) indicate that the interested parties may appear at the
hearing and speak on the matter, and (5) indicate where additional information on the
matter may be obtained.

Mailed Notice
In accordance with the City’s Development Code, we will mail individual letters via
first class mail to all property owners within 500’ of the Property at least 15 days
prior to the scheduled date of the neighborhood meeting and public hearings.
Interested parties and stakeholders in the surrounding area of the 33,810 acres
subject to this entitlement request will also be notified. The letter will adhere to all
City of Buckeye notification requirements and will adequately notify the
surrounding property owners of the proposal. The City will also provide notice in
accordance with ARS 9-462.04. We will provide the Development Services
Department with an Affidavit of Mailing certifying that all required notices were
timely mailed. As stated, Douglas Ranch Land Company, LLC intends to create a
more robust outreach plan than the City minimum requirements.
Published Notice
We will publish notice in a newspaper of general circulation at least 15, but no
more than 45 days before the scheduled hearing dates. We will provide the
Development Services Department with an Affidavit of Publication.
Posted Notice
We will need to discuss with City staff appropriate locations for site posting the
Property in a prominent place, clearly visible from a major arterial street (locations
to be approved by City) which will remain on the Property for a period of at least
15 days prior to the neighborhood meeting. The closest major roadways are
Teravalis Parkway and Sun Valley parkway. We will post the signs on the Property
once the location of the signs are determined and approved by City Staff. We will
maintain the sign in good condition and, when hearing dates are identified but at
least 15 days prior to the first public hearing, update the signs to include the date,
time, and location of future P&Z and Council meeting. The signs will be removed
within 10 days after the public hearing.
How those interested and potentially affected parties will be informed of the
substance of the change, amendment or development proposed by the application.
We will respond to all input and comments as they are received. Our responses will be
provided to City Staff for their records. Our office will follow-up with interested individuals
and City Staff as necessary to ensure their concerns are heard and all relevant procedures
are followed. Further, we will ensure all necessary information is shared continuously
regarding the status of the request. The City will be provided with copies of our
Page 3 of 9

correspondence, letters, and information shared with stakeholders. In addition, maps and
lists of the notified stakeholders and property owners will be included in our final Citizen
Participation Results Report. Douglas Ranch Land Company, LLC intends to expand its
outreach to other stakeholder groups in the community. Updates to this plan will reflect
this expanded outreach effort.
The applicant’s schedule for the completion of the citizen participation plan.
Mailed notices will be completed and sent at least 15 days prior to neighborhood meeting
and public hearings and the proper affidavits will be provided to the City. Additionally,
the Property will be posted once the posting locations are determined by City Staff prior
to the hearings as well as any required legal notices within the newspaper of general
circulation within the City, most likely the Arizona Republic.
If requested, we will meet with any interested individual or stakeholder after the
notification letters have been sent and the Property has been properly posted. Prior to
the Planning & Zoning Commission public hearing we will provide City Staff with a
completed Citizen Participation Results Report, which will include the details and
techniques, used to involve the public and provide a summary of concerns, issues, and
resolutions to these issues. Our public outreach will be continuous and will occur
throughout the entitlement process.
How the applicant will keep the Planning Department informed on the status of
their citizen participation efforts.
We will provide the Development Services Departments with a written affidavit regarding
the procedures and timing for mailing and publishing. We will also provide an affidavit
with the site posting.
The final Citizen Participation Results Report will be completed at least 15 days prior to
the Planning Commission hearing date and will include the following:
(i) Dates and locations of all meetings where citizens were invited to discuss
the applicant’s proposal;
(ii) Content, dates mailed, and numbers of mailings including letters, meeting
notices, newsletters and other publications;
(iii) Where residents property owners, and interested parties receiving notices,
newsletters or other written material are located; and
(iv) The number of people that participated in the process
(v) A summary of concerns, issues and problems expressed during the process,

a. The substance of the concerns, issues, and problems
Page 4 of 9

b. How we addressed or will address the concerns expressed during the
process; and

during our public outreach. If additional public outreach occurs after the submittal of the
Citizen Participation Results Report, we will provide updates to inform Development
Services and City Council. Douglas Ranch Land Company, LLC looks forward to providing
the City with a comprehensive outreach effort during and towards the end of the
entitlement process.

City of Buckeye
NOTICE IS HEREBY GIVEN that the City of Buckeye Planning & Zoning Commission
will hold a public hearing on Tuesday, October 27, 2026 to be held in the City
Council Chambers, located at 530 E. Monroe Avenue, Buckeye, Arizona 85326
at 6:00 p.m., for the purpose of hearing all persons for or against the following
request:
Case No. PLZZ-26-0011 & PLZZ-25-0013: Request by William E. Lally, Tiffany &
Bosco P.A., for a Major Community Master Plan Amendment ("CMP Amendment
- PLZZ-25-0013) and Planned Area Development ("PAD - PLZZ-26-0011 ") request
related to a portion of the Douglas Ranch master planned community. The
Douglas Ranch CMP Amendment and the Teravalis PAD apply to the portion of
the Douglas Ranch community that is located approx. fifteen (15) miles north of
lnterstate-1 O (1-1 O) and west/northwest of the intersection of Teravalis Parkway
& Sun Valley Parkway and encompasses approximately 33,939 acres of land. The
CMP Amendment component of this request is limited to removing the subject
property from the existing Douglas Ranch CMP. The remainder of the Douglas
Ranch properties (Arizona State Land Dept.) will remain unchanged and continue
under its existing CMP approvals. The Teravalis PAD establishes a separate
entitlement framework for the remaining Douglas Ranch parcels. The proposed
PAD will guide development of the Teravalis property as an independent master
planned community. This amendment seeks to create a comprehensive set of
land uses, development standards and design guidelines specific to Teravalis
to create a singular master planned community document that regulates all
of the development within Teravalis. This includes the creation of villages and
development units within the community, a revised and updated land use budget,
expanded permitted uses, amended development standards, updated design
standards and guidelines, updates to parks, trails and opens spaces, revised
transfer and exchange process for density and intensity and amendments to
submittal and review processes and procedures. Portions of land being within
Sections 1, 3-15, 17-32, 34 & 35 Township 4 North, Range 5 West; Sections 2-11,

RE: Douglas Ranch Major Community Master Plan Amendment and Teravalis Planned Area Development – Case #’s
PLZZ-25-0013 & PLZZ-26-0011
Dear neighbor or stakeholder:
We represent Douglas Ranch Land Company, LLC (“Howard Hughes”) and their proposed Major Community Master Plan
Amendment (“CMP Amendment”) and Teravalis Planned Area Development (“PAD”) request related to the existing
Douglas Ranch master planned community (“Site”). The Site is generally bounded by the Jomax Road alignment on the
north, the Thunderbird and Cactus Road alignments on the south, the 319th to 298th Avenue alignments on the east,
and the 379th and 355th Avenue alignments on the west. See Douglas Ranch/Teravalis location within the City on map
on back of this letter. The current CMP Amendment and PAD proposal reflects a renewed long-range vision for the
community with Howard Hughes as the Master Developer. The CMP Amendment component of this request is limited
to removing the subject property from the existing Douglas Ranch CMP. The remainder of the Douglas Ranch CMP
(Arizona State Land parcels) will remain unchanged and continue under its existing CMP approvals. The proposed
Teravalis PAD establishes a separate entitlement framework that will guide development as an independent master
planned community. The PAD seeks to create a comprehensive set of land uses, development standards and design
guidelines specific to the Teravalis community. This includes the creation of villages and development units, a revised
and updated land use budget, expanded permitted uses, amended development standards, updated design standards
and guidelines, updates to parks, trails and opens spaces, revised transfer and exchange process for density and
intensity and amendments to submittal and review processes and procedures. The CMP amendment and PAD process
requires a Planning & Zoning Commission recommendation and City Council approval. Below is the information for the
Planning and Zoning Commission public hearing.
