The Lake Patrol long term plan is to leverage grant funding to replace an aging fleet of Triton fiber glass water craft with a more durable, stable and
versatile operational water craft manufactured by SAFE Boats International. MCSO has already purchased four 4 Safe Boats, three are currently in
service and one is in get ready with equipment services. The Safe Boat has proven to be a much better overall operational platform for Lake Patrols
operational requirements.The Triton water craft that makes up the majority of the current fleet were originally manufactured for the commercial
fishing industry and modified for Law Enforcement and Public Safety use. SAFE boats were designed for, and used in a variety of law enforcement
mission profiles to include port security, patrol, marine and boating safety, law enforcement, drug interdiction, and search and rescue. The Safe Boat
is a semi-rigid construction that utilizes a full-sized foam collar system for flotation, stability and fendering. This full-sized foam collar system is unlike
other manufacturer's collar systems that are susceptible to deflation and catastrophic failure due to temperature fluctuations, live fire/bullets, or
striking docks, buoys, pilings or other obstacles.
This procurement is a single source purchase as Safe Boat is the manufacturer and seller of the vessel. There are no retail outlets for this product thus
saving the County unnecessary mark-ups from the traditional brick and mortar retail outlets.

This will be the 5th Safe Boat added to our fleet. It is important to have a consistent patrol platform to work off of at all of
our lakes. This saves time and money on additional training for the operation, maintenance, and repairs on the vessels.
All of the Safe Boats are basically configured the same way with the same power equipment which makes it not only
safer for the deputies to conduct patrol/rescue functions at any lake, but it also makes it easier and more cost effective
for equipment services to have a consistent platform to work on. Safe Boat has impeccable after delivery service as has
been experienced by both the Lake Patrol Division and Equipment Services. We investigated several other manufactures
prior to our first order of the Safe Boat and decided to choose the Safe Boat due to the low maintenance costs, the low
repair costs, the safety aspects of both the deputies and the citizens and their respective property. To the best of my
knowledge, Safe Boat is the only manufacture offering the aluminum hull construction, with the foam filled semi-rigid
collars, which require the least amount of maintenance and incur the lowest repair costs when the need arises.

MC1-352-B states: The Using Agency requesting a Competition Impracticable Procurement shall provide written evidence

The price has been fairly and reasonably established by the previous 4 boats which were purchased
with GSA pricing. Safe Boat applied for and was approved for its first GSA price increase on this
platform in 6 years. Due to the working relationship with the company we were able to secure a
commercial quote which resulted in a savings of approximately 4% over the new GSA pricing. This
quote expires on December 3, 2015 at which time the new commercial pricing will be readjusted to
approximately 7% over GSA pricing.

CERTIFICATIONS
I certify:
1) I recognize that the Maricopa County Procurement Code requires the use of competitive solicitations unless
exempted by law. I have reviewed the information and materials relevant to this procurement of goods and services,
and am requesting approval of an exception to the competitive process for the reasons described;
2) the price to be paid to the proposed single source vendor is fair, reasonable, and provides the best value to Maricopa
County; and
3) this request for an exception to the competitive solicitation process is not the result of inadequate advance planning
or for purposes of securing the services of a preferred vendor.
