4. Conduct annual site inspections.
5. Prepare and present a written report of site inspection findings to the
Executive Board of the SBUA and the inspected party.
6. Review and update Technical Standards and make recommendations annually
for approval by the SBUA membership.
7. The TSC requires that:
a. All Electronic Site Users cooperate with the SBUA and TSC in
identification, coordination, and elimination of interference related
problems.
b. When a "newcomer" applies for a permit to install a system, or an existing
Primary Electronic Site User applies for an amendment to their site, the
TSC Chair-person shall be notified. The notice shall include a data sheet
describing the new communications equipment parameters. The TSC will in turn,
advise all of the existing Primary Electronic Site Users as to the technical
and physical parameters of the proposed system addition. Primary Electronic
Site Users may then ascertain if the proposed installation is compatible
with their existing system(s).
c. All Electronic Site Users shall submit completed Technical Data Sheets(s)
describing their equipment, a brief estimate on how active their transmitters
are in a twenty four (24) hour period, and a copy of the station FCC license(s).

be evaluated by the TSC.
e. If technical evaluations reflect that there may be interference problems
8
Shaw Butte Users Association
Constitution, Bylaws and Technical Standards
(revised 2/16/93)
with other Electronic Site Users, the applicant has up to thirty (30) days
to respond to the predicted interference problem. These remedies may include
engineering analysis and other pertinent information. A field test for
compatibility may be requested at the expense of the applicant. Based on
the data submitted by the applicant, the TSC will make a recommendation to
the SBUA with supporting rationale.
Section II - Structures
A. Buildings
1. All buildings shall conform to the latest edition of the "Uniform Building
Code," local laws and regulations.
2. All metallic materials used shall be galvanized, plated or coated.
Dissimilar metals shall not be placed in contact with each other in a manner
that may create galvanic junctions.
B. Electrical
1. All electrical facilities, equipment and the installation thereof, shall
conform to the most recent
edition of the "National Electric Code," local laws and regulations.
2. All external electrical facilities shall conform to the above codes.
3. All permanent AC wiring shall be installed in metallic conduit.
C. Towers and Guy Lines
1. All metal towers shall meet current EIA-222 Standards (Structural
Standards for Steel Antenna Towers). Wooden structures shall be installed
and maintained in accordance with local building codes.
2. All metallic structural materials will be galvanized or plated. Dissimilar
metals will not be placed in contact with each other in such a manner that
could create galvanic junctions.
3. All towers that require guying must be guyed using proper hardware, as
stipulated by the tower manufacturer. Bi-metallic contacts must be avoided.
Towers must be connected to the site ground with grounding jumpers using
either exothermic welding, "listed" (i.e. ANSI, IEEE, UL, etc.) pressure
connections, clamps, or other listed means. Connection devices that depend
9
Shaw Butte Users Association
Constitution, Bylaws and Technical Standards
(revised 2/16/93)
solely on solder shall not be used. Large towers with wide spaced legs (three
feet or more) shall have a ground conductor on each leg bonded to the site
ground. Minimum conductor size for outside grounding and bonding shall be
#2 AWG. Below ground connections must use either an exothermic welding
process, (i.e. Cadweld, Burndy, etc.) copper wedge pressure devices (i.e.
Ampact, Wrench-lock, etc.) or brazed silver solder (applicable only on copper
tubing and copper strap ground systems).
4. It is suggested that towers be inspected and hardware tightened at least
once every two years. Inspections should be performed by qualified personnel.
All oxidation must be removed, rusty bolts and hardware replaced and guy
tension checked. Wooden poles must have all steel attachments galvanized
and bonded using the aforementioned processes.
5. Anti-climb devices, removable steps or other means to discourage
unauthorized climbing of towers are highly recommended.
6. Guy wires shall not encroach on any power line easement. Proposed placement
of guy anchors on neighboring property shall be pre-approved, in writing,
by the property owner.
7. No new building, tower or other structure shall be allowed to obstruct
an existing microwave path.
D. Fences
1. All metal fences shall be galvanized, plated or coated and effectively
grounded and bonded to prevent galvanic junctions.
E. Site and Equipment Grounding
1. Site grounding must be constructed of copper, with #2 AWG or larger wire
or 2" or larger solid copper strap, connected to an adequate site ground
electrode system. Guy wires should also be grounded, using manufacturers
approved methods to preclude bi-metallic junction and corrosion. All
equipment on the site (buildings, towers, power units, transmitters,
receivers, antennas, combiners, telephone systems, power cabinets, HVAC
units, etc.) must be connected to the site ground. High power operations
should use copper strap bonding in accordance with manufactures
specifications. The grounding systems shall comply with applicable laws,
codes and in accordance with standard engineering practice.
10
Shaw Butte Users Association
Constitution, Bylaws and Technical Standards
(revised 2/16/93)
F. Miscellaneous Equipment
1. Any miscellaneous equipment that causes harmful interference shall be
adequately shielded or removed.
Section III - Electronic Equipment
A. Transmitters
1. All transmitters shall be FCC Type-Accepted, except amateur radio services
covered under Part #97 of the FCC Rules and Regulations, meet type-acceptance
criteria, and be licensed.
2. All transmitters and receivers will have protective devices, designed
into or externally installed, to prevent direct interference with other
Electronic Site Users and be specifically designed to operate in a multi-user
site.
3. Direct radiation of out-of-band emissions (i.e. transmitter wideband
noise, spurious emissions, harmonics, etc.) shall be reduced to a
non-interfering level by using band-pass, low-pass, and/or harmonic
filtering. Band-reject filtering may be required in certain applications.
4. Re-radiation of intermod signals by a transmitter and its associated
antenna system shall be prevented by installing appropriate suppression
devices (i.e. ferrite isolators(s) and low-pass filter(s), etc.) exhibiting
a minimum isolation of 25dB.
5. The transmitter or radiating antenna must not exceed the maximum output
power or ERP for which it is licensed through the FCC.
a. If the ERP of the system is greater than or equal to 5000 watts, all
transmitted out-of-band emissions must be attenuated below that of the main
carrier by an amount determined in the following equation:
Power(Db)(out-of-band) <= 43dB + 10 * [Log(Output Power in Watts)]
b. If the ERP of the system is less than 5000 watts, all transmitted out-of
band emissions must be attenuated below the main carrier by 80dB.
Point-to-point or point-multi-point microwave systems are exempt from this
requirement.
c. To further reduce the possibility of re-radiated out-of-band signals,
11
Shaw Butte Users Association
Constitution, Bylaws and Technical Standards
(revised 2/16/93)
band-pass filters are required at the output of all transmitters. In the
event of interference caused to any service, greater attenuation may be
required.
6. Transmitting systems shall be checked periodically, including the
operation of suppression devices, to assure optimum operating conditions.
7. Continuous duty services (broadcasting, paging, point-to-point
microwave, etc.) shall employ only transmitters rated for "continuous duty
operation" by the manufacturer.
B. Receivers
1. All receivers shall comply with all applicable Parts of the FCC Rules
and Regulations, including Parts 2 and 15.
2. All receivers shall have sufficient "front-end" preselection and external
cavity filtering, as needed, to control receiver produced intermodulation
and adjacent channel interference.
C. Antennas
1. All Antennas and associated transmission lines not in immediate use shall
be terminated at their characteristic impedance (Zo) to control re-radiation
of intercepted signals or noise.
2. All broken and defective antennas shall be removed.
D. Transmission Lines
1. Coaxial cable utilized on the exterior of buildings or on towers must
be fabricated with a solid outer conductor to prevent stray RF radiation.
The coaxial cable shall be jacketed or if not available in jacketed form,
be installed in accordance with manufactures specifications.
All transmission lines used on the interior of buildings shall be double-braided
or solid shielded and jacketed. Double-braided cable shall have over 98.5%
shield coverage.
2. Use of "N" or "TNC" connectors is preferred over other non-constant
impedance types. Every effort shall be made to prevent the use of coax
adapters.
3. All transmission lines, including those not in immediate use shall be
terminated at their characteristic impedance (Zo) to prevent re-radiation
12
Shaw Butte Users Association
Constitution, Bylaws and Technical Standards
(revised 2/16/93)
of intercepted signals or noise.
4. Bare metallic ties are prohibited for securing transmission lines to
towers. In the case of large lines, use of stainless steel or galvanized
hangers is permitted.
5. Protection of equipment from lightning damage is recommended. Coaxial
feed-through lightning protectors are recommended on all coaxial cables
entering equipment shelters.
E. Site Safety
1. Obstacles (i.e. guy cables, gate mechanisms, building overhangs and
attachments, barbed security wire, etc.) that presents a danger to pedestrians
and vehicles, as determined by the TSC, shall be clearly marked, have
appropriate barriers installed, or be removed.
F. Housekeeping
1. Housekeeping has environmental, visual, and aesthetic impact. It further
has an electromagnetic compatibility impact. Debris which is permitted to
remain adrift, and the residue of construction, installation, removal,
modification or other evolutions, raise the noise floor which often defies
identification. Therefore, no debris shall be allowed to accumulate.
Section IV - Annual Inspections
1. All Electronic Site users, shall be in compliance with the Technical
Standards within two (2) years.
2. The TSC shall conduct an annual inspection on each communication site.
This inspection will verify:
a. Compliance with Technical Standards.
b. Electromagnetic compatibility.
3. The TSC shall provide written notice of the scheduled inspection date
at least thirty (30) days in advance, and each Primary Electronic Site User
shall arrange to have a representative available at the site at the time
of the inspection.
4. Any non-compliance found shall be recorded by the inspection team and
a written copy of the report shall be forwarded to the party or organization
13
Shaw Butte Users Association
Constitution, Bylaws and Technical Standards
(revised 2/16/93)
in violation within thirty (30) working days following the inspection. The
report shall include:
a. a description of the violation,
b. what corrective measure is required,
c. the name, address, and organization of the responsible Electronic Site
User,
d. the time allowed for completion of corrective measures,
e. what action is anticipated in the event of non-compliance with remedial
instructions,
f. the method, manner, and time allowed to appeal.
Section V. - Interference
A. Interference
1. All Electronic Site Users shall comply with the Technical Standards within
two (2) years.
2. It is the intent of the SBUA that Electronic Site Users affected by
interference cases make a dedicated effort to resolve issues by working
cooperatively and directly with all involved parties, including the perceived
offending party(s) and other complainants. If the interference cannot be
resolved despite the best efforts of the involved parties, the TSC chairman
shall be apprised of the deadlock, whereupon, the TSC shall act in a
disinterested manner by determining and issuing remedial recommendations
to the affected party(s).
If it is determined that an interference case is caused by equipment of interest
to members of the investigative team, they shall voluntarily remove themselves
from the team to preclude conflicts of interest.
The SBUA emphasizes that, an interfered-with Electronic Site User upon
determination that their equipment is not the cause of the interference,
14
Shaw Butte Users Association
Constitution, Bylaws and Technical Standards
(revised 2/16/93)
may then, notify the presumed interfering user and the TSC.
Interference conditions shall be resolved in the following manner with primary
responsibility residing with the offending party.
a. New Transmitters
If interference is assumed to be caused by a new transmitter, the transmitter
shall cease operation immediately upon receipt of a complaint from an existing
Electronic Site User, until the source of interference is verified and
remedied to the satisfaction of the complainant(s).
b. Existing Transmitters
If interference is assumed to be caused by an existing Electronic Site Users
equipment, it shall be allowed to continue operation for a period of time
needed for interference emissions testing and verification. When the source
of interference is verified, the party responsible for the interference shall
cease operation or otherwise remedy the interference to the satisfaction
of the complainant(s).
Section VI. - Enforcement
A. Any non-compliance with these Technical Standards shall be subject to
the SBUA Bylaws, title VI, section I.
