Project Name:
FCP's "Top Three" Program & Luke AFB Fire Station Renovation Project
In 200 words or less, please provide a brief description of the project submitted to the
12% SRPMIC Grant program.
FCP's Top Three programs target the Health & Human Services. Culture & Tradition and Mission
Sustainabilitv areas within Luke AFB that have been identified as areas of need. These areas change as
the areas of need within the base change. Areas of need are identified by the senior leadership of Luke
AFB, and FCP assumes the appropriate role to assist with the challenge at hand. Whether is it funding
Autism Camps, Chaplain's Monthly Deployed Family Dinners or a base wellness affair, FCP directs its
resources where needed. The mission of Luke AFB is to train the world's greatest fighter pilots and
maintainers while deploying mission ready warfighters, and FCP focuses its Top Three attention towards
quality of life aspects that assist in keeping base morale high while these high integrity airmen, soldiers
and sailors serve our great nation.
Luke's Fire Station is a community asset as well as a Luke asset. Luke's Fire Station answered 332 calls
outside the fence line in 2014. Only mission critical projects on base get funding from the Department of
Defense, and renovating the Fire Station doesn't fit the "mission critical" status. Luke's Firefighters can
answer emergency calls with broken tile and ripped carpet.
Beginning Date of Project: End Date of Project:
August l't, 2015 July 3l't, 2016

Budget Detail i
A. Luke Fire House #l Renovation Project - $501000
- The Luke Fire House #l Renovation Project (detailed spreadsheet attached)
includes Design & Engineering, Construction Clean-Up, Site Construction,
Furniture - Fixtures & Equipment, Roofing, Doors, Flooring, Plumbing and other
costs. Luke's Firestation is a community assets just as much as it is a Luke asset.
Luke's 55 Firefighters answered332 calls outside the fence-line in 2015. Luke's
Fire House is in such need of a renovation because the military only has funds
available for "mission critical" items. Ripped carpet and broken tiles don't
prevent Luke's Fire men from responding to emergency calls. Total Project Costs
are reaching $250,000.
B. FCP's Support - 2016 Luke AFB Air Show - Mar 19th & 20th - $25,000
- There are certain aspects of the Air Show that Luke can't cover the costs for to
include the commander's tent which hosts over 1,500 "Distinguished Visitors"
during the two-day event. FCP provides the funding for these items so the Air
Show can be a complete success. These items are:
- Commander's Tent - Tent, Food, Beverages, Supplies, Seating, Fencing and
misc costs - $30,000
- Air Show Act Sponsorship - FCP provided the Tuskegee Air Act - $7,500
- Air Show "Welcome Headquarters" for Distinguished Visitors - 55,000
- Air Show offbase parking - FCP also has the responsibility of coordinating and
preparing the public parking lots for the estimated 250,000 visitors for the free
two day event. - $5,000
C. Retirement Appreciation / Luke Airmen Wellness Event - $151000
- Event supports base active duty Airmen, Marines, Navy, Reserves and Statewide
Retiree population - over 750 attendees. Costs include resource education
materials, program supplies, food, beverage, Resource Handouts and other costs
associated with the popular event. The event saved an attendees eyesight in years
past as it identified a detached retina.
D. Luke Airman's Fund - $51000
- This is Luke's own discretionary fund to assist with airman's individual needs.
For example, An Airman's wife could have cancer, and they need to fly out a
relative to assist with their five children; Luke Airman's Fund supports thos
"individual circumstances".
E. Luke AFB Annual Awards Programs - $5,000
- Luke provides recognition quarterly and annually to outstanding Airmen. FCP
assists Luke in honoring these individuals with items and recognition pieces and
supports the cost associated with the 56'n Fighter Wing Annual Awards Banquet.
