The Birth to Five Helpline/Fussy Baby program is Arizona’s only toll-free line for parents/caregivers of children ages birth to five. The purpose of the program is to provide parents and caregivers with accurate child development information to increase their competence, confidence and joy in their child, while reducing factors that can lead to child maltreatment. Parents, caregivers, or early childcare professionals can call the Helpline (1-887- 705 KIDS(5437)) and have immediate access to a caring, highly-trained early childhood specialist. Topics addressed include sleeping, behavior, health and wellness, feeding and eating, potty training, fussiness/colic, safety, general child development, and more. The Helpline staff combine supportive listening with sound information about child development, parenting and caregiving, and offer resource and referral information as needed. The Helpline is available Mon. to Fri. 8:00 am to 8:00 pm, and messages can be left 24/7. A call to the Helpline is the portal to the Fussy Baby program, designed specifically to help parents of infants who cry excessively and are hard to soothe. In these situations, parental stress is elevated, increasing the possibilities for child abuse and even Shaken Baby Syndrome. All Helpline specialists are trained and certified as Fussy Baby Specialists through the prestigious Erickson Institute in Chicago. The Specialists work with parents/caregivers to find ways to soothe, care for, and enjoy their baby. They also offer ways to reduce stress while supporting parents in their role. If the Specialist believes it necessary and appropriate, in-home visitations are offered to help parents address their issues within their home setting. There may be several phone or in-home contacts over the course of several days or weeks. While phone- in support is available throughout the state, home visitations are only available in Maricopa County at this time due to funding limitations. Unrealistic expectations are identified as a risk factor for harsh parenting and child abuse, while greater knowledge of child development is associated with more sensitive parenting and children with fewer behavior problems. Prevent Child Abuse America reports that education and support programs for parents are integral to preventing and breaking cycles of violence. Parenting based on understanding age-appropriate emotional, social, cognitive, and language development is most effective and best prepares all children for success in school and later life. Feeling successful as a parent strengthens the family unit; while, in the extreme, parental stress and feelings of incompetency and hopelessness can be contributing factors to child abuse. With a free call and consultation with a caring professional, that situation can be averted. In FY16 we project the Birth to Five Helpline/Fussy Baby program will support approximately 8,500 calls of all types (inbound, outbound, parents/caregivers), make 470 referrals for health, mental health and inclusion consultation, and conduct 150 Fussy Baby home visits.
